    CHINA MAINTAINS THE SITUATION IN KOSOVO IS AN INTERNAL YUGOSLAV AFFAIR, WHICH SHOULD BE DEALT WITH BY YUGOSLAV AUTHORITIES. BUT MR. QIAN ALSO SAYS THE RIGHTS OF ALL ETHNIC GROUPS SHOULD BE PROTECTED.

SO, IN THIS REGARD, THE LEGITIMATE RIGHTS AND INTERESTS OF ALL ETHNIC GROUPS SHOULD BE PROTECTED. MEANWHILE, EFFORTS SHOULD BE MADE TO PREVENT AND GUARD AGAINST THE SPLITTIST (SEPARATIST) ACTIVITIES CONDUCTED BY SOME EXTREMISTS.

    DIPLOMAT AND FORMER AMBASSADOR WHO IS NOW CHAIRMAN OF THE INSTITUTE FOR MULTI-TRACK DIPLOMACY ABOUT SOME OF THE REASONS. HERE'S ______ WITH THE FIRST OF FOUR REPORTS ON ETHNIC VIOLENCE, ITS CAUSES AND SOME NEW PATHS TO A RESOLUTION.

    TEXT: AMBASSADOR JOHN MCDONALD BEGAN HIS DIPLOMATIC CAREER WITH THE U.S. DEPARTMENT OF STATE IN EUROPE AND THE MIDDLE EAST. HE ALSO WORKED AT THE UNITED NATIONS FOR MANY YEARS AND WAS APPOINTED AMBASSADOR TWICE BY PRESIDENT CARTER AND TWICE BY PRESIDENT REAGAN TO HEAD U.S. DELEGATIONS TO GLOBAL CONFERENCES. AMBASSADOR MCDONALD HAS GIVEN A LOT OF THOUGHT TO WHY THE WORLD HAS -- IN HIS WORDS -- "EXPLODED INTO ETHNIC VIOLENCE" IN THE PAST DECADE OR SO. THE PRIMARY EXPLANATION, HE SUGGESTS, IS THE END OF EMPIRES.

    TAPE: CUT ONE -- MC DONALD (0:54) "AT THE BEGINNING OF THIS CENTURY, THE WORLD WAS DOMINATED BY TEN GREAT EMPIRES. TODAY THERE ARE NONE. WHAT'S IMPORTANT ABOUT THOSE COLLAPSES WITH REGARD TO CONFLICT TODAY IS THAT THOSE TEN EMPIRES, WHETHER THEY LIKED TO RECOGNIZE IT OR NOT, RULED BY FORCE AND BY FEAR. [END OPT] THEY KEPT THE LID ON CONFLICT WITHIN THEIR EMPIRES, SO THERE WAS NO OPPORTUNITY TO PUT YOUR HEAD UP AND TALK ABOUT YOUR RIGHTS AND YOUR FREEDOMS. TODAY THERE'S NOBODY TO KEEP THE LID ON."

    TEXT: A DIPLOMAT FOR 40 YEARS, AMBASSADOR MCDONALD IS ALSO A FORMER LAWYER AND LAW PROFESSOR. HE WAS THE FIRST PRESIDENT OF THE IOWA PEACE INSTITUTE AND IS THE COFOUNDER AND CHAIRMAN OF THE INSTITUTE FOR MULTI-TRACK DIPLOMACY IN WASHINGTON, D-C. ACCORDING TO AMBASSADOR MCDONALD, ETHNIC GROUPS TODAY CAN OPERATE IN WAYS THEY PREVIOUSLY COULD NOT, INCLUDING THE USE OF POLITICAL AND MILITARY FORCE. AND, THIS NEW WILLINGNESS TO USE FORCE HAS LED TO THE PROLIFERATION OF ETHNIC VIOLENCE. MANY OF THE FORMER EMPIRES, THE AMBASSADOR SAYS, WERE THEMSELVES RESPONSIBLE FOR MUCH OF TODAY'S CONFLICT. THEY WERE UNWILLING OR UNABLE TO DEAL WITH ISSUES IMPORTANT TO NATIONAL AND ETHNIC MINORITIES.

    TAPE: CUT TWO -- MC DONALD (0:25) "THEY REFUSED TO RECOGNIZE WHAT I CALL THE THREE NONNEGOTIABLE ISSUES. THEY WOULD TAKE AWAY THE LANGUAGE OF A PEOPLE, THE RELIGION OF A PEOPLE, AND THE CUSTOMS OF A PEOPLE. AND OVER HISTORY PEOPLES HAVE KILLED AND DIED FOR THE RIGHT TO KEEP THEIR LANGUAGE, THEIR RELIGION, AND THEIR CULTURE. AND SO, WHEN THESE ONE, TWO, OR SOMETIMES ALL THREE, ARE TAKEN AWAY, YOU HAVE VIOLENCE. AND THAT HAS HAPPENED MANY, MANY TIMES IN THE COURSE OF RECENT HISTORY."

    TEXT: THE THIRD REASON FOR THE ESCALLATION OF ETHNIC VIOLENCE, AMBASSADOR MCDONALD SAYS, IS THAT TODAY'S WORLD IS NOT STRUCTURED TO DEAL WITH THE TYPE OF CONFLICT THAT ACTUALLY CONFRONTS IT.

    TAPE: CUT THREE -- MC DONALD (0:27) "FROM 1989 TO 1992, EXPERTS HAVE DETERMINED THAT THERE WERE 82 CONFLICTS IN THE WORLD IN WHICH MORE THAN 1,000 PEOPLE WERE KILLED. ONLY THREE OF THOSE WERE WARS. NOW, WAR IS A LEGAL TERM, IT'S A CROSS-BORDER VIOLATION -- ONE NATION STATE INVADING ANOTHER NATION STATE -- LIKE THE IRAQIS INVADING KUWAIT. AND WE'RE STRUCTURED TO COPE WITH WARS. WE'RE PARTICULARLY EFFECTIVE NOW, AT THE END OF THE COLD WAR. THE SECURITY COUNCIL, THE U-N CHARTER, HAVE DEFINITE RULES -- THE GENEVA CONVENTIONS AND SO FORTH."

    TEXT: BUT, THE OTHER 79 CONFLICTS DURING THAT SAME THREE-YEAR PERIOD, WERE ALL WITHIN NATIONAL BOUNDARIES, AMBASSADOR MCDONALD SAYS. THEY WERE INTRA-STATE, WHICH IS THE TYPICAL PATTERN FOR ETHNIC VIOLENCE.

    TAPE: CUT FOUR -- MC DONALD (0:41) "SRI LANKA AND RWANDA AND BURUNDI, AND THE LIST GOES ON AND ON. SUDAN. THE CONCEPT OF NATIONAL SOVEREIGNTY IS STILL THERE. AND THAT SAYS, 'YOU CAN'T COME INTO MY COUNTRY UNLESS I INVITE YOU INTO MY COUNTRY.' SO, THE PEOPLE IN POWER SAY, 'WE DON'T WANT YOUR HELP, MR. U-N, OR WHOEVER. WE'LL TAKE CARE OF THESE PROBLEMS.' AND, OF COURSE, THAT'S WHEN THE KILLING TAKES PLACE. AND SO, TODAY, THERE LITERALLY IS NO INSTRUMENT THAT IS RECOGNIZED INTERNATIONALLY THAT HAS THE AUTHORITY TO GO IN WITHOUT BEING ASKED -- AND HELP -- EXCEPT IN THOSE RARE CASES, UNDER CHAPTER 7 OF THE CHARTER OF THE UNITED NATIONS, WHERE THE SECURITY COUNCIL RULES THAT THERE IS A VIOLATION OF SUCH IMPORTANCE THAT THEY WILL MOVE, BUT THAT HAPPENS VERY RARELY."

SINCE WE'RE NOT VIEWED AS A THREAT BY GOVERNMENTS, SINCE WE DON'T TRY TO SOLVE THE POLITICAL PROBLEMS DIVIDING THE COUNTRY, BUT WORK WITH CITIZEN LEADERS AND PROVIDE THEM WITH SKILLS THAT THEY DON'T HAVE OR BUILD ON SKILLS THEY ALREADY HAVE, WE'RE ALLOWED TO DO THIS. AND, I BELIEVE OVER TIME -- UNTIL SOME STRUCTURE IS CREATED -- THIS IS AN OPPORTUNITY WHICH NONGOVERNMENTAL ORGANIZATIONS CAN PARTIALLY FILL."

AND IT NEEDS TO BE BASED ON THE IDEA OF ACHIEVING SOME FORM OF ENHANCED STATUS FOR KOSOVO LEADING TOWARD A SIGNIFICANTLY GREATER DEGREE OF SELF-ADMINISTRATION IN KOSOVO.

    MR. GELBARD SAYS HE STRESSED THESE POINTS DURING A LONG MEETING MONDAY NIGHT WITH YUGOSLAVIA'S PRESIDENT. BUT THE U-S BALKAN ENVOY TOLD MEMBERS OF THE HOUSE INTERNATIONAL RELATIONS COMMITTEE THAT HIS ADVICE WAS IGNORED. HE SAID SLOBODAN MILOSEVIC PUT FORWARD A PROPOSAL THAT IS UNACCEPTABLE.

HE SAID WASHINGTON WAS APPALLED BY SERBIA'S BRUTAL USE OF FORCE REMINISCENT OF THE EARLY DAYS OF THE CONFLICT IN BOSNIA.

SERBIAN AUTHORITIES HAVE TRIED TO JUSTIFY THESE ATTACKS BY CLAIMING THEY ARE LEGITIMATE ANTI-TERRORIST ACTIONS DIRECTED AGAINST THE KOSOVO LIBERATION ARMY.
