    EASTERN SLAVONIA NOW HAS A SERB MAJORITY, AFTER MANY CROAT RESIDENTS FLED THE REGION IN THE EARLY 1990S AHEAD OF ADVANCING SERB TROOPS. THE SERBS RULED EASTERN SLAVONIA UNTIL TWO YEARS AGO, WHEN THE UNITED NATIONS TOOK OVER AS PART OF THE PEACE PLAN FOR THE FORMER YUGOSLAVIA.

    THERE ARE MANY CHALLENGES AHEAD, INCLUDING WHETHER SERBS WILL BE WILLING REMAIN UNDER CROATIAN RULE, HOW RETURNING CROAT REFUGEES WILL BE ACCOMMODATED WHEN MANY OF THEIR HOMES WERE TAKEN BY NEW SERB RESIDENTS, AND REBUILDING WAR DAMAGE. MILOSEVIC, THE FEDERAL PRESIDENT, IS REGARDED IN THE WEST AS A NATIONALIST, ADAMANTLY OPPOSED TO DEMOCRATIC REFORMS. IN CONTRAST, MR. DJUKANOVIC IS A YOUNG, PRO-WESTERN REFORMER WHO WANTS TO PUT AS MUCH DISTANCE AS POSSIBLE BETWEEN HIS SMALL REPUBLIC AND THE REST OF YUGOSLAVIA -- MEANING SERBIA.

    THIS IS THE BIGGEST DOMESTIC CHALLENGE FACING MR. MILOSEVIC. THOUGH MONTENEGRO MAY BE A SMALL, REMOTE PART OF YUGOSLAVIA, ITS NEW PRESIDENT WILL SERVE AS A DAILY REMINDER THAT MR.
