BUT ACCORDING TO OPINION POLLS, CZECH CITIZENS ARE NOT VERY ENTHUSIASTIC ABOUT THE IDEA. NOW, A NON-PARTISAN GROUP IS TRYING TO STIMULATE DEBATE ON THE ISSUE WITH A PROVOCATIVE MEDIA CAMPAIGN. V-O-A CORRESPONDENT ART CHIMES REPORTS FROM PRAGUE.

    TEXT: THEY APPEARED, SEEMINGLY EVERYWHERE, JUST AFTER THE FIRST OF THE YEAR. BILLBOARDS WITH A GRIM-FACED LEONID BREZHNEV SITTING IN A VERY COMMUNIST-LOOKING OFFICE APPEARING LIKE THE SOVIET SUPREMO HE ONCE WAS. AT THE BOTTOM OF THE SEPIA-COLORED BILLBOARD IS THE WORD "SPASIBO" -- "THANKS," IN RUSSIAN -- AND ON THE OTHER SIDE, THE WORD "NATO."

    IS THIS AN ANTI-NATO MESSAGE? THANKS FOR THE INVITATION, BUT WE DON'T WANT TO REPLACE THE WARSAW PACT WITH NATO DOMINATION? OR IS IT PRO-NATO? THANKS FOR THE COLD WAR STANDOFF THAT ULTIMATELY GAVE US OUR FREEDOM AND INDEPENDENCE?

    THE BILLBOARD CAMPAIGN SEEMED POSSIBLY CONNECTED WITH PROGRAMS ABOUT NATO SET TO RUN ON TWO DIFFERENT CZECH TELEVISION CHANNELS, THOUGH IN FACT IT WASN'T. A FEW DAYS AFTER THE BILLBOARDS APPEARED, THE CAMPAIGN WAS EXTENDED TO RADIO AND TELEVISION.

    WITH DOCUMENTARY FILM OF THE 1968 SOVIET INVASION OF THEN-CZECHOSLOVAKIA, BREZHNEV SAYS "DEAR CITIZENS, THANK YOU FOR FREELY DECIDING NOT TO JOIN NATO." OF COURSE, IT ISN'T REALLY BREZHNEV. IT'S AN ACTOR, BUT THE RESEMBLANCE IS OBVIOUSLY INTENDED.

    THE ADVERTISING CAMPAIGN IS THE BRAINCHILD OF A GROUP THAT CALLS ITSELF "PORTHEIMKA ASSOCIATES," NAMED AFTER THE BUILDING WHERE THEY FIRST MET. THEY INCLUDE PROMINENT FIGURES FROM THE MEDIA, THE ARTS, SPORTS, POLLING ORGANIZATIONS. ONE OF THE GROUP'S MEMBERS, "TRANSITIONS" MAGAZINE PUBLISHER JAN URBAN, SAYS THEY FIND IT STRANGE THAT AN HISTORIC ISSUE SUCH AS NATO MEMBERSHIP IS, LIKE MOST FOREIGN POLICY ISSUES, MOSTLY IGNORED BY THE PUBLIC.

    ALL MEDIA ARE FILLED WITH DETAILED DESCRIPTIONS OF PARTY PETTY POLITICS AND PERSONAL FEUDS AMONG INDIVIDUAL POLITICIANS, BUT THE SERIOUS DEBATES, RAISING AWARENESS ABOUT ISSUES LIKE, "WHAT IS THE CZECH STATE ABOUT?", "WHO ARE OUR ALLIES, AND WHAT ARE OUR FOREIGN POLICY GOALS?" -- THIS IS NEARLY NON EXISTENT. AND THIS CAMPAIGN IS ONE OF THE WAYS HOW TO CHANGE IT.

    MR. URBAN EMPHASIZES THAT THE ADVERTISEMENTS DON'T ACTUALLY PROMOTE NATO MEMBERSHIP -- ALTHOUGH THAT'S REALLY WHAT THEY ULTIMATELY ARE INTENDED TO DO. RATHER, HE SAYS, THEY ARE DESIGNED TO PROMOTE DEBATE ON THE ISSUE. HE SAYS THE POLLS INDICATE THAT MOST CZECHS WHO ARE AGAINST NATO MEMBERSHIP OPPOSE IT BECAUSE THEY DON'T REALLY KNOW ENOUGH ABOUT THE ISSUE.

    MR. URBAN SAYS HE BELIEVES ONE REASON WHY CZECH CITIZENS MAY BE RELUCTANT TO TAKE A STAND ON NATO MEMBERSHIP IS THAT FOR DECADES UNDER COMMUNIST RULE, IT COULD BE DECIDEDLY UNHEALTHY TO EXPRESS AN OPINION.

    ALSO IN PARIS, THEY STAGED A DEMONSTRATION OUTSIDE A MEETING OF THE BODY WHICH GOVERNS THE DISTRIBUTION OF PUBLIC FUNDS TO THE UNEMPLOYED. THIS IS RUN BY REPRESENTATIVES OF LABOR UNIONS AND OF THE EMPLOYERS' FEDERATION.

    THE LEADERS OF THE PROTESTS BY THE UNEMPLOYED ARE ASKING FOR NEW YEAR BONUSES TO BE PAID TO THE JOBLESS. THEY SAY THE STATE HAS ENOUGH MONEY TO PAY EXTRA MONEY. THEY ARE ALSO DEMANDING BETTER TREATMENT FOR THE UNEMPLOYED ALL YEAR ROUND.

    SOME LABOR UNIONS ACCUSE THE COMMUNIST-LED C-G-T UNION OF BEING BEHIND THE MOVEMENT AND OF EXPLOITING THE DESPAIR OF THE UNEMPLOYED.

    IN ANY CASE, THE PROTESTS ARE SEEN AS A SERIOUS CHALLENGE FOR FRANCE'S SOCIALIST PRIME MINISTER, LIONEL JOSPIN. HE, LIKE MANY FRENCH POLITICIANS BEFORE HIM, WAS ELECTED LAST JUNE ON PROMISES OF REAL ACTION TO BRING DOWN THE UNEMPLOYMENT RATE.

    THE NEW YEAR, SO FAR, HAS BEEN A DEPRESSING ONE FOR THE FRENCH GOVERNMENT. APART FROM THE PROTESTS BY THE JOBLESS, IT HAS BEEN MARKED BY AN UPSURGE IN URBAN VIOLENCE IN AREAS HIT BY UNEMPLOYMENT AND OTHER SOCIAL ILLS.

    THE PROTESTS BY THE UNEMPLOYED HAVE PROMPTED THE FIRST SIGNS OF SERIOUS DIFFERENCES WITHIN THE LEFT-WING GOVERNMENT.

    THE ONLY ECOLOGIST PARTY MINISTER IN THE GOVERNMENT HAS EXPRESSED HER SYMPATHY WITH THE PROTESTS. AND THE COMMUNISTS HAVE CRITICIZED WHAT THEY SEE AS A COLD-HEARTED REACTION BY SOME OF THE LEADING SOCIALIST MEMBERS OF THE CABINET. (SIGNED)

STEFAN BOS REPORTS FROM BUDAPEST THAT HUNGARIAN OFFICIALS HOPE THIS MAY SPEED UP THE COUNTRY'S INTEGRATION INTO BOTH NATO AND THE EUROPEAN UNION.

    TEXT: EVER SINCE PRESIDENT CLINTON ANNOUNCED HE WOULD PROPOSE A BALANCED FEDERAL BUDGET FOR THE 1998 FISCAL YEAR, THE NATION'S EDITORIAL WRITERS HAVE BEEN BUSY ASSESSING THE SIGNIFICANCE OF THE MOVE. THE NATION HAS RUN A DEFICIT FOR SO MANY YEARS, COMPLAINING ABOUT IT HAS BECOME A KIND OF ECONOMIC MANTRA. HERE'S WHAT "THE TOPEKA [KANSAS] CAPITOL-JOURNAL THINKS OF THE IDEA:

    VOICE: THE FEDERAL BUDGET IS BALANCED, EVEN PRODUCING A SURPLUS -- WHILE NASA PREPARES FOR ANOTHER MISSION TO THE MOON. SOUNDS AN AWFUL LOT LIKE 1969. BUT IT MIGHT BE HERE AGAIN SOON, AS PRESIDENT CLINTON IS PREDICTING THE FIRST BALANCED BUDGET IN 30 YEARS. ..... WELL, MAYBE. THERE ARE A FEW HITCHES. FIRST IS THAT, AS THE PRESIDENT HAS BEEN CAREFUL TO NOTE, THERE IS N O SURPLUS -- NOT YET. LET'S NOT GET TOO LIGHTHEADED AND START SPENDING MONEY WE DON'T HAVE. AND THAT'S ANOTHER THING. SINCE THE 1960S, WE'VE BEEN SPENDING MONEY WE DON'T HAVE. AT THE END OF 1969, THE NATIONAL DEBT WAS 365-BILLION DOLLARS. AT THE END OF 1997, IT STOOD AT FIVE-POINT-FIVE TRILLION. .... IF THE BUDGET DOES INDEED BALANCE, THE POLITICIANS WILL BE BREAKING THEIR ARMS PATTING THEMSELVES ON THE BACK. BUT IT'S THE WORKING MAN AND WOMAN THAT DESERVE THE CONGRATULATIONS.

    TEXT: IN FLORIDA, "THE MIAMI HERALD" IS VERY CONCERNED THAT WITH THE PROSPECT OF AN ACTUAL SURPLUS IN THE BUDGET, THE CONGRESS WILL MAKE THE MISTAKE OF RUSHING INTO TAX CUTS WHICH THE PAPER FEELS WOULD BE UNWISE.

    VOICE: PRESIDENT CLINTON AND THE RECONVENING CONGRESS ARE PRACTICALLY GIDDY THAT A BOOMING ECONOMY SEEMS TO HAVE WIPED OUT THE DEFICIT AND THAT 1998 MAY BE A BUDGET YEAR WITH A 20-BILLION-DOLLAR SURPLUS. .... NEVER MIND THAT THE NUMBERS FOR 1997 AREN'T IN YET. .... DON'T MENTION, EITHER, THAT THE FIVE-POINT-FIVE TRILLION NATIONAL DEBT REQUIRES 245-BILLION DOLLARS ANNUALLY JUST TO PAY THE INTEREST. IN FACT, INTEREST PAYMENTS ON THE DEBT ARE THE NATION'S THIRD-LARGEST EXPENDITURE, AFTER DEFENSE AND SOCIAL SECURITY. ..... IF IN FACT A BUDGET SURPLUS DOES MATERIALIZE IN 1998, IT WILL BE SMALL AND CERTAINLY NO SIGN THAT THE BUDGET IS PERMANENTLY BALANCED.

    TEXT: AND LASTLY, ON THIS TOPIC, "THE NEW YORK TIMES" AGREES WITH "THE HERALD," NOTING:

    VOICE: THE BUDGET IS NOW CLOSE TO BEING IN BALANCE BECAUSE OF RECENT SPENDING RESTRAINT, A SERIES OF TAX INCREASES -- ESPECIALLY THOSE UNDER PRESIDENTS BUSH AND CLINTON -- AND MOST IMPORTANT, A PROSPEROUS ECONOMY. THE BALANCE IS TEMPORARY, HOWEVER. IN THE NEXT SEVERAL YEARS THE GROWING COST OF HEALTH AND RETIREMENT PROGRAMS IS PROJECTED TO THROW THE BUDGET BACK INTO THE RED, AND RECKLESS TAX CUTS WILL ONLY MAKE THE PROBLEM WORSE.

    TEXT: ON A RELATED TOPIC, THE ISSUE OF D E F L A T I O N, "THE WALL STREET JOURNAL" WONDERS WHETHER THE NATION'S CENTRAL BANK, THE FEDERAL RESERVE HAS GONE TOO FAR WITH ITS ANTI-INFLATIONARY POLICIES.

    VOICE: NOW THAT ALAN GREENSPAN, CHAIRMAN OF THE FEDERAL RESERVE, HAS UTTERED IN PUBLIC A WARNING ABOUT DEFLATION, THE DEBATE IS OFFICIALLY LAUNCHED. WE CAN ALL START TO ASK WHETHER THE FED, IN EASING OUT OF A MORE THAN 20-YEAR STRETCH OF INFLATION, IS IN DANGER OF OVERSHOOTING ITS GOAL OF KEEPING THE PRICE LEVEL STABLE, AND IS INSTEAD TIPPING INTO DEFLATION. THE POSSIBILITY IS WORRISOME SINCE DEFLATION WAS CLEARLY AN ELEMENT IN THE GREAT DEPRESSION, AND IN JAPAN'S MORE RECENT ECONOMIC BLACK HOLE. A FALLING PRICE LEVEL, PARTICULARLY IF UNEXPECTED, CAN GENERALLY DISRUPT MARKETS IN WAYS AT LEAST AS JOLTING AS A RISING ONE.
