THEY ALSO SAY SOME GOVERNMENTS ARE MORE ADVANCED THAN OTHERS IN REFORMING THEIR LABOR MARKETS. THE APPROACH BEING ADVOCATED INVOLVES FREEING UP LABOR MARKETS -- MAKING IT EASIER TO HIRE AND FIRE PEOPLE BY CHANGES IN THE TAXATION AND SOCIAL SECURITY SYSTEMS. THERE WILL ALSO BE A NEW EMPHASIS ON EDUCATION AND TRAINING, AND A SPECIAL FOCUS ON EQUAL OPPORTUNITIES FOR WOMEN WORKERS. E-U OFFICIALS SAY THAT THEIR TARGET OF CREATING 12-MILLION NEW JOBS IN THE NEXT FIVE YEARS IS A REALISTIC ONE -- BUT ONLY IF ALL 15 E-U GOVERNMENTS ARE PREPARED TO UNDERTAKE RADICAL REFORMS.
