VOICE: NATO ENLARGEMENT IS VITALLY IMPORTANT BOTH TO AMERICA AND TO THE NEW DEMOCRACIES OF CENTRAL EUROPE. AS U.S. AMBASSADOR TO HUNGARY DONALD BLINKEN SAID IN A RECENT SPEECH, THE U.S. HAS LEARNED THE HARD WAY THAT IT CANNOT CONTROL WHEN OR WHERE CONFLICTS MIGHT BREAK OUT ON THE EUROPEAN CONTINENT. NATO HAS PROVED ITSELF TO BE THE MOST MILITARILY RESPONSIVE, POLITICALLY COHESIVE, AND COST EFFECTIVE INSTITUTION YET DEVISED -- THE LINCHPIN OF A STABLE, DEMOCRATIC EUROPE. NO ONE IS MORE AWARE OF THE DANGERS OF POLITICAL AND MILITARY INSTABILITY THAN THE PEOPLE OF CENTRAL EUROPE, WHERE TWO WORLD WARS BEGAN. WITH THE END OF THE COLD WAR, THE U.S. HAS A MORAL OBLIGATION TO HELP THE COUNTRIES OF EASTERN AND CENTRAL EUROPE MAKE THE TRANSITION TO DEMOCRACY. ENLARGEMENT OF NATO WILL OFFER THESE NEWLY FREE NATIONS THE SAME BENEFITS THE ALLIANCE HAS PROVIDED WESTERN EUROPEAN NATIONS FOR NEARLY HALF A CENTURY: THE SECURITY ESSENTIAL TO ENABLE DEMOCRACY, FREE MARKETS AND PEACE TO FLOURISH. LAST YEAR, THE ALLIANCE COMPLETED A STUDY WHICH DEFINED BASIC REQUIREMENTS FOR MEMBERSHIP IN NATO. TO BE CONSIDERED FOR MEMBERSHIP, A COUNTRY MUST HAVE ACHIEVED A DEMOCRATIC SYSTEM OF GOVERNMENT; SUBSTANTIAL ECONOMIC REFORM, INCLUDING PRIVATIZATION; CIVILIAN CONTROL OVER THE MILITARY; AN INTENTION TO MAINTAIN GOOD RELATIONS WITH ITS NEIGHBORS; AND THE ABILITY TO WORK CLOSELY WITH NATO IN ALL ASPECTS OF MILITARY DOCTRINE. THE DOOR REMAINS OPEN FOR ALL COUNTRIES IN THE REGION TO BE CONSIDERED FOR MEMBERSHIP. AS AMBASSADOR BLINKEN SAID, EVERY EUROPEAN NATION SHOULD HAVE THE OPPORTUNITY TO ENSURE ITS SECURITY WITHIN A COOPERATIVE STRUCTURE. THAT INCLUDES NOT JUST A REVITALIZED NATO BUT ALSO AN ENLARGED EUROPEAN UNION, A STRENGTHENED ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE, AND A CONSTRUCTIVE RELATIONSHIP BETWEEN NATO AND RUSSIA. FOR THE U.S., SUCH AN APPROACH IS THE BEST MEANS FOR PROTECTING ITS INTERESTS AND VALUES IN AN UNPREDICTABLE AND OFTEN DANGEROUS WORLD.
