ANNUAL INFLATION HAS EXCEEDED 250 PERCENT AND THE MAJORITY OF BULGARIA'S EIGHT-AND-ONE-HALF-MILLION PEOPLE LIVE AT OR BELOW THE POVERTY LEVEL. BULGARIA'S CURRENCY HAS FALLEN STEADILY THIS YEAR, AND IN THE PAST TWO MONTHS, BULGARIANS WITHDREW THEIR SAVINGS FROM BANKS TO CONVERT IT TO DOLLARS. AND BECAUSE OF ITS RECORD ON DEMOCRATIZATION AND OTHER ISSUES IT HAS MAINTAINED SO-CALLED "OUTER WALL" SANCTIONS DENYING SERBIA ACCESS TO INTERNATIONAL FINANCIAL INSTITUTIONS. MR.
