AND THE CUBAN LAWYER WHO NEGOTIATED THOSE SETTLEMENTS REPEATEDLY HAS SHOWN UP AT MEETINGS OF U-S AND CUBAN DIPLOMATS IN NEW YORK AND HAVANA, BUT THE U-S REFUSES TO TALK.
