MILOSEVIC AND CROATIA'S PRESIDENT FRANJO TUDJMAN REAFFIRMING THE IMPORTANCE OF HOLDING THE ELECTIONS IN ACCORDANCE WITH THE DAYTON PLAN BY THE MIDDLE OF SEPTEMBER AT THE LATEST. A PRECISE DATE FOR THE VOTING IS EXPECTED TO BE SET LATER THIS MONTH. SECRETARY CHRISTOPHER SAID HE COULD NOT EXCLUDE THE POSSIBILITY THAT MR.
