A NEW PRESS LAW THREATENS PUNITIVE ACTION AGAINST JOURNALISTS WHO CRITICIZE TOP GOVERNMENT OFFICIALS OR WHO INVESTIGATE ABUSE OF POWER AND CORRUPTION. HIS REMEDY WAS INTRODUCTION OF A NEW DINAR AND A HALT TO PRINTING MONEY. THE CURRENCY WAS FIXED AT A RATE OF ONE TO ONE WITH THE GERMAN MARK.

    THE AVRAMOVIC PROGRAM ENDED HYPER-INFLATION BUT DID NOTHING TO EASE THE IMPACT OF UNITED NATIONS IMPOSED ECONOMIC SANCTIONS. THE YUGOSLAV ECONOMY CONTINUED TO CONTRACT. LIVING STANDARDS CONTINUED TO FALL.

    WHEN SANCTIONS WERE LIFTED FOLLOWING THE DAYTON PEACE AGREEMENT MR. AVRAMOVIC DEVALUED THE CURRENCY AND URGED THE GOVERNMENT TO LAUNCH A COMPREHENSIVE PRIVATIZATION PROGRAM. WHILE THE FEDERAL GOVERNMENT SPOKE IN FAVOR OF PRIVATIZATION, NOTHING HAS YET BEEN DONE. SAYING THE ECONOMY COULD NOT RECOVER WITHOUT AN INFLUX OF MONEY, MR. AVRAMOVIC MADE RE-ENTRY INTO THE I-M-F HIS TOP PRIORITY. THIS HAS BEEN BLOCKED BY THE GOVERNMENT BECAUSE IT INSISTS THAT AS THE SUCCESSOR TO THE OLD YUGOSLAVIA BELGRADE NEVER GAVE UP ITS MEMBERSHIP.

    MR. AVRAMOVIC HAS PREDICTED ECONOMIC CATASTROPHE FOR YUGOSLAVIA AND ACCUSED THE GOVERNMENT OF CORRUPTION. THE BELGRADE GOVERNMENT, HE SAYS, HAS NOT DECIDED IF IT WANTS TO DEAL WITH THE WEST OR WITH REMAINING COMMUNIST COUNTRIES LIKE NORTH KOREA. (SIGNED)
