THE U-N EMERGED FROM THE COLD WAR WITH WHAT SOME SAY WAS ALMOST TOO MUCH CREDIBILITY. IT ENDED 1995 WITH TOO LITTLE. SIXTY-THOUSAND SOLDIERS FROM 84 COUNTRIES SERVE IN 16 OPERATIONS AROUND THE WORLD. ABOUT 90 HAVE DIED THIS PAST YEAR ALONE. SECRETARY-GENERAL BOUTROS-GHALI SAYS THE WORLD UNFAIRLY CRITICIZES U-N PEACEKEEPERS, WHO NORMALLY OPERATE WITH LIMITED RESOURCES. WHEN SERB ARTILLERY BEGAN TO INDISCRIMINATELY SHELL SARAJEVO, MILITARY EXPERTS ARGUED THAT IT WOULD BE DIFFICULT FOR AIRCRAFT TO ATTACK THAT ARTILLERY.
