    INTRO: BOSNIAN-SERB LEADER, RADOVAN KARADZIC, HAS CALLED FOR THE RE-NEGOTIATION OF THE DAYTON PEACE AGREEMENT TO ELIMINATE THE HANDOVER OF SERB-HELD PARTS OF SARAJEVO TO BOSNIAN-GOVERNMENT CONTROL. DAVID FOLEY REPORTS FROM THE BOSNIAN CAPITAL, MR. KARADZIC CALLED FOR THE CHANGE AFTER THREE DAYS OF DEMONSTRATIONS BY THE CITIZENS OF SERB-HELD SARAJEVO.

    TEXT: SPEAKING ON BOSNIAN-SERB RADIO, MR. KARADZIC SAID THE MAIN STICKING POINT TO IMPLEMENTING THE DAYTON PEACE AGREEMENT WAS THE STATUS OF SERB-HELD PARTS OF SARAJEVO WHICH UNDER THE PLAN MUST BE RETURNED TO BOSNIAN GOVERNMENT CONTROL.

    HE SAID HE HOPED TO RENEGOTIATE THE PEACE AGREEMENT. HE SAID SARAJEVO COULD BECOME A LONG-LASTING PROBLEM LIKE THE MIDDLE EAST.

    THE ANNOUNCEMENT CAME AFTER THREE-DAYS OF PROTEST DEMONSTRATIONS BY BOSNIAN SERBS IN A NUMBER OF SERB NEIGHBORHOODS OF THE CAPITAL. FRIDAY, MR. KARADZIC SPENT TWO HOURS ON TELEVISION TRYING TO EXPLAIN AND JUSTIFY THE AGREEMENT. BUT HE WAS ROUNDLY CONDEMNED AT THE DEMONSTRATIONS AND BOSNIAN SERBS SAID THE ONLY MAN THEY COULD NOW TRUST WAS MR. KARADZIC'S RIVAL, BOSNIAN-SERB MILITARY COMMANDER RATKO MLADIC.

    IT IS STILL UNCLEAR IF MR. KARADZIC'S STATEMENT WAS DESIGNED ONLY TO COOL THE ANGRY DEMONSTRATIONS IN SARAJEVO, OR IF HE REALLY MIGHT BE PREPARING TO REJECT THE PEACE AGREEMENT.

    /// REST OPT FOR LONG ///

    MR. KARADZIC LEFT HIMSELF SOME ROOM TO MANEUVER WHEN HE SAID UNTIL A NEW SOLUTION IS FOUND IT WILL BE UP TO INTERNATIONAL TROOPS TO PROTECT HIS PEOPLE, AND SERB FORCES WILL NOT WITHDRAW FROM AROUND SARAJEVO UNTIL THEN.

    WITH THE EXCEPTION OF ANY NEW SOLUTION, THIS IS WHAT THE DAYTON SOLUTION CALLS FOR.

    DESPITE THE DEMONSTRATIONS, IT IS POSSIBLE THE PROTECTIORLINER OVER SCOTLAND AND THE 1989 BOMBING OF A FRENCH AIRLINER OVER NIGER.

    /// END OPT ///

    THE IDEA BEHIND THE EURO-MEDITERRANEAN PARTNERSHIP IS TO FORGE CLOSER COOPERATION TO EASE POLITICAL AND ECONOMIC STRAINS ON BOTH SIDES. EUROPEAN NEIGHBORS HAVE LONG COMPLAINED ABOUT THE NON-STOP FLOW OF ECONOMIC REFUGEES FROM NORTH AFRICA AND THE LACK OF FISCAL REFORMS THAT WOULD ATTRACT FOREIGN INVESTORS TO BUILD INDUSTRIES AND KEEP THE LABOR FORCE AT HOME.

    NORTH AFRICAN AND MIDDLE EASTERN STATES WANT BETTER ACCESS TO THE EUROPEAN MARKETPLACE. THE GROUP WILL BE LOOKING AT CREATING FINANCIAL MECHANISMS FOR MOBILIZING MORE PRIVATE SECTOR INVESTMENTS ON BOTH SIDES.

    THE EUROPEAN UNION HAS ALREADY PLEDGED ABOUT SIX-BILLION DOLLARS DURING THE NEXT FIVE YEARS FOR EDUCATION AND INFRASTRUCTURE.

    THERE ARE ALSO NAGGING SECURITY CONCERNS, ESPECIALLY AFTER THE TERRORIST BOMBINGS IN FRANCE, WHICH WERE CLAIMED BY ALGERIAN MUSLIM EXTREMISTS. THE MINISTERIAL MEETING IN BARCELONA WILL LOOK AT STRENGTHENING LINKS IN FIGHTING CROSS-BORDER TERRORISM, ILLEGAL IMMIGRATION, AND DRUG TRAFFICKING.

    THE FINAL COMMUNIQUE IS ALSO EXPECTED TO CALL FOR A NUCLEAR-FREE ZONE IN THE MEDITERRANEAN. (SIGNED)

    [03] U-S/BOSNIA REACT (S ONLY) BY VICTOR BEATTIE (WASHINGTON)

    VOICED AT:

    INTRO: PRESIDENT CLINTON ADDRESSES THE AMERICAN PEOPLE MONDAY EVENING ON THE REASONS FOR U-S PARTICIPATION IN A MULTI-NATIONAL PEACEKEEPING EFFORT IN BOSNIA-HERZEGOVINA. V-O-A'S VICTOR BEATTIE REPORTS MR. CLINTON FACES A SKEPTICAL CONGRESS AND PUBLIC AS HE SEEKS TO WIN THEIR SUPPORT FOR U-S TROOP INVOLVEMENT IN THE PEACEKEEPING ATTEMPT.

    TEXT: PRIVATE DEFENSE INDUSTRY CONSULTANT PETER WALKER -- A FORMER ADVISER TO THE HOUSE (OF REPRESENTATIVES) ARMED SERVICES COMMITTEE -- SAYS MR. CLINTON MUST GIVE THE AMERICAN PEOPLE A SOBER ASSESSMENT OF THE RISKS INHERENT IN THE MISSION:

    ///WALKER ACTUALITY///

    HE'S GOT TO BE FRANK IN HIS PRESENTATION MONDAY THAT WE'LL SUFFER CASUALTIES, IT'S GOING TO BE A DANGEROUS ENVIRONMENT, THERE ARE LOADS OF LANDMINES AND THERE WILL BE ROGUE UNITS. WE CAN SEE FROM THE PROTESTS NOW IN SARAJEVO WITH THE (BOSNIAN) SERBS, IT'S GOING TO BE A VERY DIFFICULT ENVIRONMENT TO EXIST IN.

    ///END ACTUALITY///

    PUBLIC OPINION POLLS CONTINUE TO SHOW MOST AMERICANS OPPOSED TO SENDING IN GROUND TROOPS TO KEEP THE PEACE IN BOSNIA. RESIDENTS OF DAYTON, OHIO -- NEAR THE SITE OF THE JUST-CONCLUDED BOSNIAN PEACE TALKS -- ARE SPLIT IN THEIR OPINIONS:

    ///MONTAGE ACTUALITY///

    (FIRST) TO WASTE LIVES AND EVEN ONE IS TOO MANY. (SECOND) I'M A VET(ERAN) AND IF THAT'S WHAT IT TAKES, THEN THAT'S WHAT IT TAKES. (THIRD) I'M AGAINST TROOPS BEING SENT TO BOSNIA BECAUSE IT'S NONE OF OUR BUSINESS. LET THE EUROPEANS HANDLE IT, NOT US. (FOURTH) SAME THING HAPPENED IN NAZI GERMANY THAT IS GOING ON THERE AND IF THE U-S DOESN'T DO SOMETHING TO STOP IT THEN WHO ELSE IS GOING TO DO IT.

    ///END ACTUALITY///

    MEMBERS OF CONGRESS PLAN HEARINGS ON THE ISSUE THIS WEEK. EARLIER THIS MONTH, THE HOUSE OF REPRESENTATIVES APPROVED A MEASURE REQUIRING THE PRESIDENT TO SEEK CONGRESSIONAL FUNDING BEFORE SENDING TROOPS. THE MEASURE GOES TO THE SENATE AND IF PASSED THERE, FACES A CERTAIN PRESIDENTIAL VETO. (SIGNED) NEB/SD 25-Nov-95 9:16 PM EST (0216 UTC)

    [04] U-S / BOSNIA (L) BY DAVID SWAN (WASHINGTON)

    DATE=11/26/95
    TYPE=CORRESPONDENT REPORT
    NUMBER=2-189111
    CONTENT=
    VOICED AT:

    INTRO: THE UNITED STATES HAS RULED OUT THE IDEA OF REOPENING THE BOSNIAN PEACE TREATY, AS BOSNIAN-SERBS DEMAND. THE CLINTON ADMINISTRATION IS ALSO LAUNCHING A CAMPAIGN TO BUILD PUBLIC SUPPORT FOR THE USE OF THOUSANDS OF U-S TROOPS AS PEACEKEEPERS. V-O-A'S DAVID SWAN HAS DETAILS.

    TEXT: BOSNIAN SERBS HAVE TAKEN TO THE STREETS IN RECENT DAYS, PROTESTING THE NEWLY-INITIALED PEACE ACCORDS, AND DECLARING THEY WILL NOT GIVE UP PARTS OF SARAJEVO AS THE TREATY REQUIRES. THERE HAVE BEEN CALLS FOR MORE TALKS. BUT IN A SUNDAY TELEVISION INTERVIEW (C-B-S), DEFENSE SECRETARY WILLIAM PERRY SAID THE PACT WILL NOT BE RENEGOTIATED -- AND PREDICTED ALL SIDES WILL EVENTUALLY GO ALONG.

    /// PERRY ACT ///

    I EXPECT THERE IS GOING TO BE SOME BARGAINING TO TRY TO GET AN IMPROVED AGREEMENT BETWEEN NOW AND THE TIME OF THE FINAL SIGNING. BUT I DO NOT BELIEVE THAT WILL BE SUCCESSFUL. WE ARE GOING TO HOLD FIRM ON THE AGREEMENT AND I BELIEVE WHEN IT COMES DOWN, RIGHT DOWN TO IT, IT WILL BE ACCEPTED AND WE WILL GET COMPLIANCE.

    /// END ACT ///

    ANOTHER U-S OFFICIAL (ASSISTANT SECRETARY OF STATE RICHARD HOLBROOKE) WARNS BOSNIAN-SERB LEADERS RADOVAN KARADZIC AND RATKO MLADIC WILL BE ARRESTED AS WAR CRIMINALS IF THEY TRY TO ATTEND THE SIGNING CEREMONY. MEANWHILE, THE ADMINISTRATION IS TRYING TO PERSUADE CONGRESS, AND THE PUBLIC, U-S GROUND TROOPS SHOULD JOIN THE NATO PEACEKEEPING FORCE IN THE FORMER YUGOSLAVIA. PRESIDENT CLINTON PLANS A NATIONALLY-TELEVISED ADDRESS ABOUT THE ISSUE MONDAY.

    MANY REPUBLICAN LAWMAKERS STRONGLY OPPOSE THE MISSION. SENATOR JOHN WARNER SAYS HE IS KEEPING AN OPEN MIND, BUT THE PRESIDENT HAS A DIFFICULT TASK AHEAD.

    /// WARNER ACT ///

    HE HAS THE TOUGHEST SPEECH OF HIS ENTIRE PUBLIC LIFE THIS MONDAY NIGHT, WHEN HE HASS GOT TO FACE THE AMERICAN PEOPLE AND PLACE HIMSELF AS IF HE WERE IN A LIVING ROOM OF A HOME, COMING TO TELL A YOUNG WIFE OR A FAMILY THAT THEY HAD LOST A LOVED ONE IN BOSNIA AND TRY TO JUSTIFY THAT LOSS OF LIFE.

    /// END ACT ///

    MR. WARNER PREDICTS CONGRESS WILL PLACE CONDITIONS ON THE DEPLOYMENT. THE HOUSE OF REPRESENTATIVES HAS ALREADY VOTED TO BLOCK FUNDING FOR THE OPERATION UNLESS CONGRESS SPECIFICALLY APPROVES. AN INTENSIVE DEBATE ON THE PLAN IS EXPECTED IN THE NEXT FEW WEEKS. (SIGNED)
