AMONG OTHER TOPICS, THE PAPERS DISCUSS THE TERRORIST BOMBING IN SAUDI ARABIA; THE BOSNIAN PEACE TALKS; THE QUESTION OF WHAT TO DO WITH NIGERIA AFTER THE HANGING OF KEN SARO-WIWA, AND THE RECENT ELECTIONS IN SOUTH AFRICA. NOW, HERE IS __________________ WITH A CLOSER LOOK AT WEDNESDAY'S EDITORIAL DIGEST. TEXT: WE BEGIN WITH THE TOPIC ON ALMOST EVERYBODY'S LIPS IN THE GREATER WASHINGTON AREA, THE GOVERNMENT SHUTDOWN THAT BEGAN TUESDAY AT NOON LOCAL TIME. THE ACTION WAS BROUGHT ABOUT BECAUSE THE CONGRESS AND THE PRESIDENT CANNOT AGREE ON A BUDGET FOR THE FISCAL YEAR ALREADY UNDERWAY, AND THE GOVERNMENT'S SPENDING AUTHORITY UNDER A TEMPORARY FUNDING BILL RAN OUT AT MIDNIGHT LOCAL TIME MONDAY NIGHT. THE NATION'S PAPERS ARE NOT HAPPY WITH THE SITUATION. FOR EXAMPLE, THE LEAD EDITORIAL HEADLINE IN WEDNESDAY'S "ATLANTA CONSTITUTION" READS: "BAD GOVERNMENT THEATER", AND THE PAPER CONTINUES: VOICE: "THE BIT OF POLITICAL THEATER BEING STAGED THIS WEEK BY CONGRESSIONAL BUDGET LEADERS AND PRESIDENT CLINTON IS DRAWING BOOS FROM THE MOST IMPORTANT CRITICS: THE VOTERS... WHAT IS HAPPENING ... IS NOT A HIGH-MINDED CONFLICT OVER PRINCIPLES, BUT RATHER AN UGLY FAILURE TO GOVERN BY OUR ALLEGED LEADERS.
