THERE HAS BEEN LITTLE FREEDOM OF MOVEMENT BETWEEN THE TWO COMMUNITIES EVEN THOUGH THEY ARE SUPPOSED TO BE UNITED AGAINST THE BOSNIAN SERBS. THE AGREEMENT CALLS FOR THE CITY OF MOSTAR, DIVIDED BETWEEN THE MUSLIM AND CROAT COMMUNITY, TO BE RE-DESIGNED INTO SIX SEPARATE DISTRICTS WITH A SINGLE ADMINISTRATOR INSTEAD OF THE TWO MAYORS THAT MOSTAR HAS TODAY. THE EUROPEAN UNION WILL CONTINUE TO POLICE MOSTAR UNTIL ELECTIONS ARE HELD EARLY NEXT YEAR. SECRETARY OF STATE WARREN CHRISTOPHER CAME HERE TO OBSERVE THE SIGNING.
