TEXT: FOREIGN MINISTRY SPOKESMAN OMER AKBEL SAID WEDNESDAY HIS GOVERNMENT WAS SADDENED AND DISAPPOINTED BY WHAT HE DESCRIBED AS RUSSIA'S DECISION TO ALLOW A MEETING OF THE SELF-DECLARED KURDISH PARLIAMENT IN EXILE. HE SAID THE SELF-DECLARED BODY HAS DIRECT LINKS WITH THE SEPARATIST KURDISTAN WORKERS PARTY (P-K-K). MR. AKBELS REMARKS FOLLOW A PROTEST NOTE, HANDED EARLIER TO THE RUSSIAN AMBASSADOR IN ANKARA, CONDEMNING MOSCOW'S FAILURE TO PREVENT THE THREE-DAY MEETING OF THE 65 MEMBER KURDISH ASSEMBLY FROM TAKING PLACE IN A BUILDING BELONGING TO THE RUSSIAN PARLIAMENT. FOREIGN MINISTRY SPOKESMAN SAID THE GATHERING WAS SERIOUSLY DAMAGING TO TURCO-RUSSIAN TIES. MOSCOW HAS DENIED OFFICIALLY SANCTIONING THE GATHERING, BUT POLITICAL ANALYSTS SAY THE RUSSIANS ARE LIKELY TO HAVE TURNED A BLIND EYE IN RETALIATION FOR WHAT THEY PERCEIVE AS TURKISH SUPPORT FOR CHECHEN SEPARATISTS.
