    U-N MILITARY OFFICIALS SAY CROATIAN ARTILLERY IS SUPPORTING BOSNIAN GOVERNMENT TROOPS FIGHTING SERB FORCES AROUND THE TOWN OF BOSANSKA KRUPA.

    THE SERBS ARE TRYING TO RECAPTURE SOME OF THE TERRITORY RECENTLY LOST DURING A MUSLIM AND CROAT OFFENSIVE IN NORTHWESTERN BOSNIA. THE SERBS SAY THEIR TROOPS HAVE ENTERED THE TOWN OF KLJUC. THE UNITED NATIONS CANNOT CONFIRM THAT. MEANWHILE, IN WELCOMING THE NEW CEASE-FIRE AGREEMENT FOR BOSNIA-HERZEGOVINA, MR. GUNNESS SAYS IT SHOULD BE POSSIBLE TO RESTORE ELECTRICITY TO SARAJEVO, WHICH IS ONE OF THE CONDITIONS FOR THE TRUCE.     FRANCE HAS SUFFERED DIPLOMATIC ISOLATION IN THE PAST FEW WEEKS AFTER ITS RESUMPTION OF NUCLEAR TESTS IN THE PACIFIC, SO THE GESTURE BY WASHINGTON WAS CLEARLY APPRECIATED. FRANCE HAS BEEN THE SCENE OF IMPORTANT PEACE TALKS BEFORE. THE MOST FAMOUS WERE THE VIETNAMESE PEACE TALKS. THOSE MARATHON NEGOTIATIONS WON FORMER AMERICAN SECRETARY OF STATE HENRY KISSINGER AND THE VIETNAMESE NEGOTIATOR LE DUC THO THE NOBEL PEACE PRIZE.

    COMMENTARIES IN THE FRENCH MEDIA SAID MR. CLINTON HAD CHOSEN PARIS IN RECOGNITION OF THE PREDOMINANT ROLE FRANCE HAS PLAYED IN BOSNIA-HERZEGOVINA. UNITED NATIONS TROOPS RE-OPENED SARAJEVO AIRPORT TO HUMANITARIAN AID JUST OVER THREE YEARS AGO AFTER THE THEN FRENCH PRESIDENT FRANCOIS MITTERRAND PAID A SUDDEN VISIT THERE.

    SINCE THEN, FRANCE HAS ALWAYS HAD THE BIGGEST CONTINGENT IN THE UNITED NATIONS PROTECTION FORCE. TO THIS DAY, FRENCH TROOPS CONTROL SARAJEVO AIRPORT.

HOWEVER, EVENTS DATING BACK TO HIS PREVIOUS CAREER AS A BELGIAN MINISTER HAVE CAST A SHADOW OVER THE MEETING. THERE IS A GROWING LIKELIHOOD THAT MR. CLAES WILL BE PUT ON TRIAL FOR CORRUPTION.     TEXT: IN 1988, WILLY CLAES WAS THE ECONOMICS MINISTER IN BELGIUM. IT IS ALLEGED THAT HE AND SEVERAL OTHER POLITICIANS RECEIVED BRIBES IN EXCHANGE FOR DEFENSE CONTRACTS.

    BELGIUM ORDERED 45 HELICOPTERS FROM THE ITALIAN AUGUSTA FIRM. IT IS ALLEGED THAT TO SECURE THIS ORDER, A BRIBE OF ONE AND A HALF MILLION DOLLARS WAS PAID TO THE BELGIAN SOCIALIST PARTY -- OF WHICH MR CLAES IS A LEADING MEMBER.

    MR. CLAES HAS CONSISTENTLY DENIED THAT HE ACCEPTED THE BRIBE, BUT HE HAS ADMITTED THAT HE KNEW A BRIBE HAD BEEN OFFERED. THERE ARE ALSO ALLEGATIONS ABOUT AN EVEN LARGER BRIBE BEING PAID TO THE BELGIAN SOCIALIST PARTY FOR ANOTHER DEFENSE CONTRACT -- BY THE FRENCH FIRM DASSAULT, TO SECURE NEW RADARS FOR F-16 FIGHTERS. UNTIL NOW, MR CLAES HAS STOOD HIS GROUND, AND RESISTED ALL PRESSURE TO STEP DOWN FROM HIS TOP JOB AT NATO. HOWEVER, OBSERVERS SAY HE IS LOOKING MORE VULNERABLE FOLLOWING A REQUEST FRIDAY FROM THE PROSECUTOR GENERAL IN BELGIUM'S HIGHEST COURT, JACQUES VELU. MR. VELU WANTS MR. CLAES TO BE PUT ON TRIAL ON CHARGES OF CORRUPTION AND OF FALSIFYING DOCUMENTS. BECAUSE OF MR. CLAES' ELEVATED STATUS, THE BELGIAN PARLIAMENT HAS TO GIVE ITS ASSENT FOR HIM TO BE TRIED.     THE TURKISH PREMIER OPTED INSTEAD FOR A MINORITY GOVERNMENT AFTER SECURING BACKING FROM BULENT ECEVIT, FORMER PRIME MINISTER AND LEADER OF THE SMALL DEMOCRATIC LEFT PARTY OR D-S-P AND THAT OF ALPARSLAN TURKES, LEADER OF THE EXTREME RIGHT WING NATIONALIST ACTION PARTY OR M-H-P.

    MRS. CILLER, WHOSE D-Y-P HAS 181 SEATS IN THE 428 MEMBER TURKISH PARLIAMENT NEEDS A SIMPLE MAJORITY TO LEGITIMISE HER GOVERNMENT. THE DSP AND THE MHP TOGETHER HAVE ONLY 27 SEATS. MRS. CILLER, ANALYSTS SAY, WILL THEREFORE NEED TO TURN TO SOME INDEPENDENT DEPUTIES AS WELL, IF SHE IS TO WIN A VOTE OF CONFIDENCE.

    PUNDITS WIDELY PREDICT THAT THE TURKISH PREMIER WILL SURVIVE. MOST AGREE, HOWEVER, THAT HER NEW GOVERNMENT WILL BE FACED WITH A HOST OF DAUNTING PROBLEMS.

    WITH THE SOCIAL DEMOCRATS NO LONGER AT HER SIDE, MRS. CILLER WILL FACE A STIFFER OPPOSITION IN PARLIAMENT THAN EVER. AND THE FACT THAT NEITHER DSP OR THE MHP IS PHYSICALLY TAKING PART IN THE GOVERNMENT MEANS THAT THEY CAN SWITCH OFF THEIR SUPPORT ANY TIME.

    ON THE DIPLOMATIC FRONT, MRS. CILLER IS LIKELY TO HAVE A TOUGH TIME MEETING DEMANDS OF THE EUROPEAN PARLIAMENT FOR PUSHING THROUGH DEMOCRATIC REFORMS. EUROPEAN LEGISLATORS ARE DEMANDING IN PARTICULAR THAT THE TURKISH GOVERNMENT ABOLISH ARTICLE EIGHT OF THE ANTI-TERROR LAW AS A CONDITION FOR APPROVING A CRUCIAL FREE TRADE AGREEMENT BETWEEN TURKEY AND THE EUROPEAN UNION.

    ANALYSTS SAY MRS. CILLER'S HANDS WILL LIKELY REMAIN BOUND (MRS. CHILLER WILL NOT BE ABLE TO OVERCOME OPPOSITION) BY MR. TURKES, A FORMER ARMY COLONEL WHO IS STRICTLY OPPOSED TO ANY SORT OF POLITICAL ACCOMMODATION FOR THE COUNTRY'S ESTIMATED 12 MILLION KURDS.

    HER GREATEST STRENGTH, OBSERVERS SAY, LIES IN HER CONTINUING POPULARITY WITH THE TURKISH PEOPLE.     THE BOSNIAN MISSION WILL BE CUT FROM ABOUT 30-THOUSAND TO 21-THOUSAND TROOPS. AMONG THOSE BEING PULLED OUT ARE SOME THREE-THOUSAND BRITISH SOLDIERS WHO ARE PART OF THE RAPID REACTION FORCE ESTABLISHED LAST JUNE TO SUPPORT THE BELEAGUERED U-N OPERATION.

    DIPLOMATIC SOURCES INDICATE THE UNITED NATIONS IS RELIEVED TO BE DOWN-SIZING ITS MISSION, WHICH COSTS NEARLY FIVE MILLION DOLLARS A DAY. THE UNITED NATIONS IS GOING THROUGH A SEVERE FINANCIAL CRISIS. THE SECRETARY-GENERAL HAS SAID ON SEVERAL OCCASIONS LATELY THE MONEY SPENT IN BOSNIA IS URGENTLY NEEDED IN OTHER AREAS OF THE WORLD.
