THE BOSNIAN GOVERNMENT MAY ALSO REALIZE ITS FORCES ARE NOT LIKELY TO GAIN ANY MORE TERRITORY IN NORTHWESTERN BOSNIA AND MAY NOT BE ABLE TO HOLD ONTO THE LAND CAPTURED IN RECENT FIGHTING.
