BUT THE USA-CANADA INSTITUTE DIRECTOR BELIEVES THE BALKANS WOULD BE A GOOD PLACE FOR RUSSIA TO TRY TO REALIZE ITS PLANS OF BECOMING AN INTERNATIONAL POWER ONCE AGAIN. HE THINKS THAT MAY BE BEHIND A RUSSIAN PROPOSAL FOR A PEACEKEEPING FORCE FOR THE FORMER YUGOSLAVIA LED JOINTLY BY RUSSIA AND NATO.

    BUSINESS CIRCLES REACTED WITH DISMAY TO NEWS THE COUNTRY'S TWO MAIN RIGHT WING PARTIES HAD FAILED TO AGREE ON FORMING A GOVERNMENT. SHARE PRICES ON THE ISTANBUL STOCK EXCHANGE DROPPED BY TWO-POINT-THREE-PERCENT ON NEWS THE COALITION HAD FAILED TO MATERIALIZE.

    THE COUNTRY'S LEADING INDUSTRIALISTS HAVE BEEN PRESSING BOTH SIDES TO COME TOGETHER IN THE HOPE A STRONG CONSERVATIVE GOVERNMENT WOULD HELP SPEED UP THE COUNTRY'S PRIVATIZATION PROGRAM. THEY ALSO WANT THE GOVERNMENT TO COMPLETE DEMOCRATIC REFORMS NECESSARY FOR THE FINALIZATION OF A PROPOSED CUSTOMS UNION WITH THE EUROPEAN UNION SCHEDULED TO COME INTO EFFECT NEXT YEAR.

    POLITICAL ANALYSTS SAY MRS. CILLER WILL MOST LIKELY TURN TO SMALLER POLITICAL PARTIES REPRESENTED IN THE 450-MEMBER TURKISH PARLIAMENT WITH A VIEW TO FORMING A MINORITY GOVERNMENT. THE MOST PROBABLE CANDIDATES, THEY ADD, ARE BULENT ECEVITS' DEMOCRATIC LEFT PARTY AND ALPARSLAN TURKES'S EXTREME RIGHT-WING NATIONALIST ACTION PARTY. BOTH LEADERS HAVE EXPRESSED SUPPORT FOR PRIME MINISTER CILLER.
