CROATIAN OFFICIALS SAY THE REFUGEES WILL BE RETURNED TO TERRITORY RECAPTURED BY BOSNIAN MUSLIM AND CROAT FORCES DURING THE PAST FEW WEEKS. V-O-A'S VICTOR BEATTIE REPORTS THE LAWMAKERS WARN PRESIDENT CLINTON IN A LETTER THAT THE COMMITMENT OF U-S TROOPS TO A PEACE-KEEPING OPERATION IN THE FORMER YUGOSLAVIA SHOULD BE SUBMITTED TO CONGRESS FOR ITS APPROVAL:

    TEXT: IN THEIR LETTER, THE LAWMAKERS SAY THAT TO THEIR DISMAY THEY HAVE LEARNED ABOUT THE CLINTON ADMINISTRATION'S PLEDGE TO SEND UP TO 25-THOUSAND TROOPS TO BOSNIA LARGELY FROM PRESS REPORTS. THE LAWMAKERS SAY THEY WANT TO KNOW WHAT PROMISES HAVE BEEN MADE TO NATO, WHICH IS EXPECTED TO COMMAND THE FORCE, HOW MANY TROOPS WILL BE REQUIRED, THE COST INVOLVED AND WHETHER RUSSIAN OR MIDDLE EASTERN TROOPS WOULD BE INVOLVED.
