    FRIDAY'S AGREEMENT ENDORSES A TERRITORIAL COMPROMISE THAT WOULD GRANT 51 PERCENT OF BOSNIA TO THE MUSLIMS AND CROATS, WITH THE REMAINDER GOING TO THE SERBS. BUT THE PRECISE DEMARCATION OF THE INTERNAL BORDERS HAS BEEN LEFT TO FUTURE NEGOTIATIONS.

    THE DOCUMENT ALSO STATES THAT BOTH THE MUSLIM-CROAT ALLIANCE AND THE BOSNIAN SERBS WILL HAVE THE RIGHT TO FORGE WHAT ARE CALLED SPECIAL RELATIONSHIPS WITH NEIGHBORING COUNTRIES.

    THE MUSLIMS AND CROATS HAVE ALREADY AGREED TO A CONFEDERATION WITH NEIGHBORING CROATIA. BUT FRIDAY'S ACCORD DOES NOT ADDRESS A BOSNIAN-SERB DEMAND TO ESTABLISH A SIMILAR LINK WITH SERB-DOMINATED YUGOSLAVIA. THAT ISSUE AS WELL WAS CONSIGNED TO A LATER STAGE IN THE NEGOTIATIONS.

    MR. HOLBROOKE CALLED FRIDAY'S AGREEMENT A LIMITED BUT SIGNIFICANT MOVE TOWARD A SOLUTION OF THE BOSNIAN CONFLICT. BUT HE ACKNOWLEDGED THAT MUCH REMAINS TO BE DONE.

    THE STATEMENT TAKES US AN IMPORTANT STEP CLOSER TO PEACE. YET, IMPORTANT AS IT IS, THIS STATEMENT DOES NOT CONSTITUTE THE END OF THE TRAGEDY IN THE BALKANS. FAR FROM IT. SIGNIFICANT DIFFERENCES EXIST BETWEEN THE SIDES -- DIFFERENCES THAT WILL REQUIRE CONTINUED AND INTENSE NEGOTIATIONS.

    THE U-S ENVOY AND EUROPEAN UNION MEDIATOR CARL BILDT PLAN TO RETURN TO THE BALKANS LATE NEXT WEEK TO CONTINUE THEIR DIPLOMATIC EFFORTS. FURTHER MEETINGS OF THE CONTACT GROUP HAVE ALSO BEEN SCHEDULED OVER THE NEXT FEW WEEKS IN GENEVA, MOSCOW AND ROME.

    BUT NO DATE OR PLACE HAS YET BEEN SET FOR A PLANNED INTERNATIONAL CONFERENCE TO WORK OUT DETAILS OF A BOSNIAN SETTLEMENT. MR. HOLBROOKE SAID IT WOULD BE COUNTER-PRODUCTIVE TO SCHEDULE THAT SESSION WITHOUT FURTHER PREPARATIONS. (SIGNED)
