THE U-S ENVOY HAS SPENT THE PAST SEVERAL WEEKS IN A VIRTUAL NON-STOP ROUND OF SHUTTLE DIPLOMACY AIMED AT PREPARING FOR THE MEETING HERE. BUT, ON THE EVE OF THE TALKS, HE ACKNOWLEDGED PROSPECTS FOR SUCCESS ARE UNCERTAIN, AT BEST. IN A STATEMENT TO A BRITISH TELEVISION NETWORK (W-T-N), MR. THE BOSNIAN, CROATIAN AND YUGOSLAV FOREIGN MINISTERS ARE SEEKING A CONSENSUS ON THE BASIC PRINCIPLES OF A PEACE SETTLEMENT IN BOSNIA. IF THEY ARE SUCCESSFUL, THE GENEVA MEETING COULD LEAD TO A FULL-SCALE PEACE CONFERENCE. MR. HOLBROOKE SAYS ALL SIDES IN BOSNIA NOW AGREE ON THE OUTLINE OF A TERRITORIAL COMPROMISE THAT WOULD GIVE BOSNIA'S MUSLIMS AND CROATS CONTROL OF 51 PERCENT OF THE COUNTRY. THE REMAINDER WOULD BE LEFT TO THE BOSNIAN SERBS. BUT THE DETAILS OF THAT TERRITORIAL SPLIT REMAIN HIGHLY CONTENTIOUS. MR.
