[01] ERDOGAN GIVES THANKS TO
GERMANY’S SCHROEDER
Prime
Minister Recep Tayyip Erdogan yesterday opened
the headquarters of the Union of European
Turkish Democrats (ATDB) in Cologne, Germany,
and then attended a dinner hosted by the group.
Outgoing German Chancellor Gerhard Schroeder and
Turkish businessmen also attended the dinner.
Addressing the gathering, Erdogan said that the
main common points linking Turkey with the
European Union were democracy, human rights, the
rule of law and freedom of speech, and that
steps taken in that direction would help Turkey
to reach its goal. Erdogan also had the
opportunity to thank Schroeder for his support
ahead of the start of negotiations between
Turkey and the EU on Oct. 3. In related news,
the premier said en route to Cologne that a
third bridge would be constructed in Istanbul in
order to alleviate traffic jams. “A third bridge
is needed in the north,” he explained. “After
this third bridge goes into operation, large
trucks will be barred from crossing the other
two bridges. This bridge will also be a
connection to the Black Sea Highway. We can put

[02] GUL TO MEET WITH RICE AND STRAW
Foreign
Minister Abdullah Gul will attend a summit in
Bahrain this Friday and Saturday. The Greater
Middle East and North Africa Project will be
discussed at the meeting. US Secretary of State
Condoleezza Rice and British Foreign Minister
Jack Straw will also attend the meeting. Gul is
expected to meet with both. This will be an
opportunity for Gul to meet with Straw after
this week’s release of the EU progress report on

[03] JUSTICE MINISTER CICEK
CRITICIZES EU
Visiting
delegations from the European Union meet only
with “marginal groups” in Turkey and judge the
country on the basis of this biased experience,
charged Justice Minister Cemil Cicek over the
weekend. Cicek stated that EU visitors see only
marginal groups such as the Human Rights
Association (IHD) and the Human Rights
Foundation but not with other groups more
representative of the population such as
associations of martyrs’ relatives and veterans.
Cicek also underlined that EU visitors have
never visited the veterans’ rehabilitation
center of the Turkish Armed Forces (TSK) in
Ankara, despite his calling on them to do so.

[04] NATIONALIST MOVEMENT PARTY
REPORT: “THE EU IS A ROAD TO NOWHERE”
Opposition Nationalist Movement Party (MHP)
has prepared a report entitled “The Justice and
Development Party’s (AKP) European Union Roadmap
is Dead-End Street.” The report charges that
Turkey has been put on a road to nowhere in
which it is obliged to obey all the decisions of
the EU’s Negotiation Framework Document and
progress reports, as well as those of the

[05] GREECE SEEKS TO MAKE ISSUE OF
TERRITORIAL WATERS “CASUS BELLI”
Athens is reportedly planning to make an
issue out of Ankara’s declaration that an
expansion of Greek territorial waters beyond
international norms may constitute a “casus
belli,” or cause of war. Athens hopes to make
the issue appear in the European Union progress
report on Turkey due out on Wednesday. It was
also reportedly addressed in Ankara’s recent
National Security Policy Document. /Aksam/
[06] EU CITIZENS IN TURKEY TO GET
RIGHT TO VOTE
This week’s European Union progress report on
Turkey will address Turkey’s practices about EU
citizens’ rights. The report says that when the
time comes, EU citizens in Turkey will have the
right to vote. The report says that the Turkish
Constitution currently only gives Turkish
citizens the right to vote and the right to run
for office in elections and that a change will
be requested in the future on this issue. The
section concerning the right of EU citizens
says, “When the time comes, it will be necessary
to give the right to vote and the right to run
for office to EU citizens who live in Turkey and
who have no Turkish citizenship during European
Parliament elections and domestic elections.”

[07] TURKISH DEMOCRACY TO BE
DISCUSSED AT EU COUNCIL
Turkey will be asked to implement more
reforms at the local and regional administrative
level during the European Council’s Local and
Regional Administrations Congress in Strasbourg
today. The two most important subjects of the
two-day meeting will be local and regional
democracy in Turkey and local democracy on
Cyprus. As part of this, a report evaluating
local and regional democracy in Turkey will be
discussed. The report emphasizes the Turkish
government’s determination to implement
noteworthy institutional changes in order to
modernize local administrations. /Milliyet/
[08] ALIEV’S PARTY AHEAD IN INITIAL
AZERBAIJAN ELECTION RESULTS
Azerbaijanis
voted on Sunday in parliamentary elections seen
as a major test of the ex-Soviet republic’s
commitment to democracy. About 4.5 million
voters were registered to choose between more
than 1,500 candidates, including President Ilham
Aliev's wife, competing for places in the
Parliament, or Milli Majlis. According to the
initial results, Aliev’s ruling party won 35 out
of 62 of the constituency districts. The
opposition parties, on the other hand reportedly
won 17 districts. Over 550 international
observers, including 60 Turkish and 260
international press officers, monitored the
poll, and the US government sponsored an exit
poll as a check on the official count. For the
first time, election officials in the 5,000
polling stations sprayed indelible ink on
voter’s thumbs to stop them for voting twice.
The opposition parties, however, accused the
authorities of vote rigging and said that they
are planning major protests tomorrow. /Aksam/
[09] UAE PRINCE NAHYAN COMES TO
ANKARA TO INVEST
Crown
Prince Hamid bin Zayed Al Nahyan, the United
Arab Emirates’ head of Abu Dhabi’s Planning and
Economy Administration and Executive Board
member, yesterday came to Ankara as the guest of
State Minister Kursat Tuzmen. Sheik Nahyan was
welcomed by Tuzmen at Esenboga Airport. Tuzmen
told a press conference at the airport that they
were planning to draw 10% of an expected $150
billion cash surplus, depending on oil prices,
and invest it in Turkey. Nahyan is expected to
meet with Prime Minister Recep Tayyip Erdogan,
Economy Minister Ali Babacan, Finance Minister
Kemal Unakitan and Energy and Natural Resources
Minister Hilmi Guler. /Turkiye/
[10] WORK ON 2006 BUDGET CONTINUES
Parliament today is set to resume work on the
2006 budget after the Ramadan holiday. The
budget legislation process is scheduled to be
completed by Nov. 29 in the Planning and Budget
Commission. The commission will work on the
individual budgets of various government
