  • [01] SEZER: “TURKEY IS STRONG ENOUGH TO PROTECT ITS PRINCIPLES”

    President Ahmet Necdet Sezer yesterday attended a ceremony for universities in Gaziantep and Kahramanmaras marking the new academic year. Addressing the gatherings, Sezer said that the nation had witnessed a recent rise in terrorism, and reactionary and ethnic groups’ movements provoked through mass street demonstrations. Stressing that Turkey was strong enough to protect its stability, unity and peace, Sezer called on the students to uphold the principles of the state. /Sabah/

    [02] GUL ADDRESSES UN GENERAL ASSEMBLY

    Addressing the 60th Session of the UN General Assembly, Foreign Minister Abdullah Gul yesterday gave important messages concerning Iraq. Stressing that everyone is anxious about the situation in the country, Gul said, “Iraq has unfortunately become a training ground for terrorists. As a neighboring country, we suffer from this. We are concerned that terrorism emanating from Iraq might have a ripple effect upon other countries, including Turkey. It is our common duty to prevent such an outcome.” In related news, Gul met with Iraqi Foreign Minister Hoshyar Zebari. During the meeting, Gul expressed Turkey's concerns and uneasiness about the presence of the terrorist PKK in northern Iraq, and Zebari said that they had been doing everything in their power to counter the group and hoped to do more. /Milliyet/

    [03] RICE: “INTERVENTION AGAINST THE PKK IS A MATTER OF TIMING”

    Foreign Minister Abdullah Gul yesterday met with his US counterpart Condoleezza Rice. During the meeting, Gul expressed Turkey’s concerns about the northern Iraqi cities of Tal Afar and Kirkuk as well as the terrorist PKK’s presence in the region. It was reported that both countries shared the same views on these issues. U.S. Secretary of State Rice said that intervention against the PKK terrorist group in Iraq is a matter of timing, not principle. /Milliyet/

    [04] GREEK CYPRIOTS APPROVE EU COUNTER-DECLARATION

    Even as Greek Cypriots’ demands weighed large in the European Union’s counter-declaration on Cyprus, which was officially approved yesterday by the 25 EU member states, their proposals for changes to the upcoming negotiations framework document were also accepted. A statement saying, “The negotiations will continue through an intergovernmental conference with the participation of all EU member states” was added to the negotiations framework document. Observers said that the Greek Cypriot demand for de facto recognition during the negotiations process was satisfied with this statement. In related news, Greek Cypriot administration spokesman Kypros Chrysostomidis said that they had reached a satisfying result after a difficult diplomatic process. Ankara reacted sharply to Greek Cypriot Foreign Ministry spokesman Giorgos Koumoutsakos’ statements on Turkey recognizing Greek Cyprus. Also evaluating the developments, Turkish Republic of Northern Cyprus (TRNC) President Mehmet Ali Talat said that the Greek Cypriots had shown their usual political maneuvering to reach their goals. /Cumhuriyet-Star/

    [05] ARINC RETURNS FROM LITHUANIA

    After completing his contacts in Lithuania, Parliament Speaker Bulent Arinc yesterday returned to Turkey. Speaking to reporters at Ankara’s Esenboga Airport, Arinc stated that he had had very fruitful meetings in the country, adding that Lithuanian officials had vowed to continue their support for Turkey’s European Union membership bid. /Star/

    [06] ERDOGAN ATTENDS OPENINGS OF SABANCI GROUP FACILITIES

    Prime Minister Recep Tayyip Erdogan yesterday attended an opening ceremony of additional facilities of the Sabanci group’s BriSA and BekSA factories in the Marmara region province of Kocaeli. Speaking at the gathering, Sabanci Holding Board Chairman Guler Sabanci said that her group was trying to serve the country with top-quality products, adding that their factories could compete with the best ones in Europe. /Aksam/

    [07] TURKISH, ISRAELI, PALESTINIAN BUSINESSMEN MEET IN ISTANBUL

    Delegations comprised of representatives from the business communities of Turkey, Israel and Palestine yesterday convened in Istanbul for the third time. During the two-day meeting, the participants sought ways to cooperate in investments in the Middle East. Turkey was represented by Turkish Union of Chambers and Commodities Exchanges (TOBB) Chairman Rifat Hisarciklioglu. The fourth meeting was decided to be held in Tel-Aviv in November. /Star/

    [08] TOP DUTCH COMMANDER VISITS TURKEY

    The Netherlands’ Chief of General Staff Gen. Dick. L. Berlijn yesterday arrived in Ankara at the invitation of his Turkish counterpart Gen. Hilmi Ozkok to hold a series of contacts in the country. /Hurriyet/

    [09] CANWEST CONSORTIUM TO BUY SUPER FM RADIO STATION

    A Canadian-Turkish consortium that includes CanWest Global Communications Corp. has won an auction to acquire Super FM Radio station for $33.1 million. Super FM is part of the Star Media Group that once belonged to the Uzan family. /Turkiye/

    Columnist Sami Kohen comments on Turkish-European Union relations. A summary of his column is as follows:

    “At first sight, the European Union’s counter-declaration which was confirmed yesterday can be seen as a unilateral declaration lacking in both legal standing and binding character. Thus, one might think that even if this document includes certain elements disliked by Turkey, it matters little. Or does it? It’s true that the counter-declaration has no legal weight, just like the declaration on Cyprus issued by Turkey this summer. However, this counter-declaration shows the EU’s common stance on such controversial issues as recognizing the Greek Cypriot administration and opening up our harbors and airports. This stance contradicts the views espoused by Turkey. Obviously, the counter-declaration has a political importance. This document lays out the shortcomings which Turkey will be expected to address. Even if the expressions are ambiguous, it can be easily guessed that the Greek Cypriot administration and probably certain EU member countries will remind Turkey of these expectations and put pressure on us.

    The counter-declaration consists of compromising formulas as follows:

    1. The recognition issue: In its own declaration, Turkey emphasized that signing the Additional Protocol didn’t mean recognizing the Greek Cypriot administration but added that this might happen only after the Cyprus problem is solved. First some EU states like Greek Cyprus and France wanted to link recognition with starting our EU membership talks. Then Britain convinced France to give up its insistence on the issue and included a sentence envisaging fulfilling the recognition condition at the stage of membership in the draft text. When the Greek Cypriot administration harshly rejected this, this paragraph was changed to read as follows: ‘Recognition of all member states is a necessary component of the accession process.’ This expression is different from the views argued by Turkey. The document suggests that recognition occurs within the process of membership talks and mentions the importance attached to normalizing the relations in the shortest time possible. However it’s emphasized that ‘improvements’ on this issue would be monitored next year as well, which is another issue to pressure Turkey.

    2. Opening our harbors and airports: Expressions on this issue in the declaration are clearer. It states that the developments concerning this issue will be monitored next year as well. It warns that otherwise, certain chapters in the membership talks won’t be opened and that this would have an impact on the talks process. During the process, Turkey will have to find a pragmatic solution to this problem.

    3. Method for Cyprus solution: Turkey wants the Cyprus issue to be solved under UN auspices. Although the counter-declaration supports UN Secretary- General Kofi Annan’s efforts, it suggests that any solution will be in line with Security Council resolutions and principles of the EU.

    As we said above, the counter-declaration isn’t binding legally, but it seems it will create serious difficulties in the process of our membership talks. However, considering this declaration a reason for not sitting at the table on Oct. 3 or suspending the membership talks wouldn’t be reasonable. Now we turn our attention to the final framework document, which is actually important and binding.”
