  • [01] ERDOGAN: “WE SHOULD KNOW THAT THE RESOURCES AREN’T UNLIMITED AND USE THEM EFFICIENTLY”

    Prime Minister Recep Tayyip Erdogan yesterday attended an award ceremony of the “Using Resources Efficiently and Reducing Costs Project in 2005.” Addressing the gathering, Erdogan said that in the public sector savings replaced wasteful expenditures, adding that owing to this fact Turkey achieved great progress in development. Erdogan said that he appreciated the contribution of all ministers and public administrators to this positive process. “All of us should know that the resources of the state are not unlimited and use these resources efficiently,” he added. /Turkiye/

    [02] GUL: “WE HONESTLY SIGNED THE ADDITIONAL PROTOCOL, ARE NOW EXPECTING THE EU TO BE HONEST”

    Speaking yesterday before flying to Britain to attend the unofficial meeting of the European Union member states, Foreign Minister Abdullah Gul said that Ankara honestly signed the additional Customs Union protocol, which wouldn’t mean recognition of Greek Cyprus and now that it was turn of the EU to be honest. Gul stressed that since Ankara was honest about the issue, it wouldn’t let this honesty to be exploited. Gul further stated that Turkey had fulfilled the EU criteria, adding that he would tell this to EU foreign ministers at the meeting. Asked about possible opening of Turkey’s ports to Greek Cyprus, Gul said that Turkey wasn’t yet a full member and that the expectations from full members and candidate states should be different. /Star/

    [03] HISTORICAL ROLE FOR TURKEY

    Istanbul hosted a historical meeting yesterday. Israel, which has no full diplomatic relationship with the Islamic countries apart from Turkey, Jordan, Egypt and Mauritania, took an initial step to establish bilateral relations with its neighboring Islamic countries in Istanbul with the mediation of Ankara. Israeli Foreign Minister Silvan Shalom and his Pakistani counterpart Hursit Mahmud Kasuri met in Istanbul with the mediation of Prime Minister Recep Tayyip Erdogan. The meeting was of great importance since it was the first official meeting between Pakistan and Israel. At the press conference Shalom and Kasuri stated that they had decided to establish bilateral relationship. Shalom also said: “It is not a coincidence that this meeting is held in Istanbul. Turkey is a very big democratic, secular country, an important friend of Israel. Israel’s relationship with Turkey is a proof that Israel can establish mutual beneficial relationships with its Islamic neighbors.” State Minister Mehmet Aydýn who hosted the meeting on behalf of Prime Minister Recep Tayyip Erdogan, stated that an important step had been taken in terms of the Middle East peace process. /Aksam/

    [04] FISCHER: “HEADS OF EU STATES AND GOVERNMENTS SHOULD KEEP THEIR PROMISE AND BEGIN TURKEY’S EU TALKS ON OCT. 3”

    Speaking to German daily Neue Osnabrücker Zeitung yesterday, German Foreign Minister Joschka Fischer said that heads of European Union states and governments should keep their promise they gave at last December’s EU summit to begin Ankara’s EU talks on Oct. 3. Fischer further said that the EU member states should also sign the negotiation framework document. The German foreign minister added that he was sure that the experience of Britain, which currently holds the rotating EU term presidency, would ease reaching a common resolution on Turkey’s EU bid. In related news, Greek Cypriot Foreign Minister George Lacovou said that if the EU does not call for Ankara to recognize Greek Cyprus, they will not veto Turkey’s EU talks. /Turkiye/

    [05] BRITISH FM: “I BELIEVE TURKEY’S EU TALKS WILL BEGIN ON OCT. 3, AS SCHEDULED”

    British Foreign Minister Jacques Straw said yesterday that he believed Ankara would begin its European Union accession talks on Oct. 3, as scheduled. Speaking to journalists, Straw said that it was important for Turkey to implement the additional Customs Union protocol it signed. Straw further stated that the content of the EU declaration, which was decided to be issued at yesterday’s EU permanent representatives’ meeting, would be determined by the EU ambassadors next Wednesday. In related news, EU Commissioner for Enlargement Olli Rehn said that there would be no more conditions for Ankara’s talks to begin. /Sabah/

    [06] AGAR PROPOSES GOVT DEMAND SPECIAL SUMMIT FROM THE EU

    In a written statement yesterday, opposition True Path Party (DYP) leader Mehmet Agar said that the government should demand a special summit from the European Union. Agar claimed that the Union wants Turkey to make concessions, by suspending its EU talks. The government should recognize this game and take necessary measures. /Turkiye/

    [07] PKK HOLDS SPORTS AND CULTURAL ACTIVITIES IN EUROPE

    The activities of the terrorist organization PKK in Europe, which caused the reaction of General Yasar Buyukanit at the August 30 Victory Day reception, were included in the intelligence reports. After London attacks, separatist organization had changed tactics, and started a “light show” with sports and cultural activities. According to the intelligence reports, Europeans are ignoring the terrorist PKK’s activities. Therefore, the PKK can ask freedom for Abdullah Ocalan, organize terrorist activities and also cultural and sports events. The PKK had organized a bicycle tour from Lahr to Freiburg in Germany, under the title of “Let’s develop the resistance, free Ocalan”. After the bicycle tour, the separatist organization started a “homeland and freedom” march from Brussels to Cologne. /Aksam/

    Columnist Derya Sazak comments on Turkey’s full membership. A summary of his column is as follows:

    “Although Turkey received the date of Oct. 3 for starting membership talks with the European Union on Dec. 17, now the EU wants to stipulate Turkey to recognize the Greek Cypriot administration due to the rejection of France and Austria. EU foreign ministers will discuss the problems of enlargement and Turkey-EU Negotiations Framework Document at a meeting in Newport, Wales. Although the EU ambassadors gathered together in Brussels before the meeting and decided to issue a declaration concerning Cyprus, they didn’t emphasize the issue of recognition. This situation was interpreted as the way to start membership talks on Oct. 3 was opened. However, the lobby on including binding provisions in the Negotiations Framework Document concerning the solution of the Cyprus issue is continuing. Although France seems to have withdrawn, the pressure of the privileged membership is still valid. Even if membership talks start with the EU on Oct. 3, the process of full membership will continue at least until 2015. Referendums in France and the Netherlands were the expression of concerns about the enlargement. Election results in Germany might also create new obstacles on Turkey. It would be honest for the EU to stand behind the decision it took on Dec. 17. An article, which was published on the French daily Le Figaro, was the expression of the frustration seen in Turkey and some European countries. It wrote, ‘As certain European governors say, the concept of privileged membership can’t be the alternative of full membership. This proposal was discussed at the European Commission in December last year, but it was rejected and this proposal was referred to as open-ended negotiations in the Council’s final declaration. These terms, which were never used in previous enlargement processes, might have hurt Turkey, but they were considered one of the ambiguous words of the international diplomacy and accepted. If the aim weren’t full membership, none of the candidate countries would bother to issue tens of thousands of laws and regulations. Besides, it’s difficult to understand what sort of an additional advantage can be offered to Turkey as part of the privileged membership. Turkey has been a member of the Customs Union for a long period of time. As a NATO member, Turkey and the EU have the common position in issues of security and it benefits from financial and technical aid, which supports reform programs. We couldn’t understand what sort of an added value, except the full membership, can develop the Turkish-EU relations.’ We hope the meeting in Newport will end with an answer to this.”
