[11] FROM THE COLUMNS...FROM THE COLUMNS...FROM THE COLUMNS...

[12] FIRST DIFFICULTY: BARGAINING WITH ANNAN BY SAMI KOHEN (MILLIYET)

Columnist Sami Kohen comments on the meeting between Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas and Greek Cypriot President Tassos Papadopoulos to be held in New York today. A summary of his column is as follows:

“What can we expect from the ‘Cyprus appointment’ between Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas and Greek Cypriot President Tassos Papadopoulos to be held in New York today? Will UN Secretary-General Kofi Annan be able to start the process of negotiation, which is the last chance for the Cyprus issue? Now it’s impossible to answer these questions, which shows that this appointment is very critical and its result is still uncertain. When Annan sent the letter of invitation to parties, he hoped the new path of negotiations would be opened with the first meeting in New York. However, both Denktas and Papadopoulos stated openly that they hadn’t liked the letter of invitation at all and that certain basic changes must be made in Annan’s plan but they also accepted to go to New York in order not be seen as the party sabotaging negotiations. Interestingly, for the first time Denktas and Papadopoulos are on the same line. They will both reveal their views about the plan and the letter and ask Annan to make certain changes in line with their requests.

Would Annan make such a change? Considering the statements of circles close to Annan, it seems unlikely. In other words, Annan doesn’t plan to bargain with Denktas or Papadopoulos or make changes in the principles of his plan. If this is really Annan’s position, he might be expected to give up the idea of starting the process of negotiation. It’s very unlikely but he might do it because he doesn’t want to be unsuccessful about the Cyprus issue once more. However, giving up is considered the failure, too. Thus, Annan is really in a very difficult situation.

Not only Annan, but also Denktas and Papadopoulos are in difficult situation. If Annan ignores the Turkish side’s requests and insists on continuing the negotiations as he wishes, Denktas would probably withdraw. What would Ankara think then? Would Erdogan’s government decide to continue negotiations? The situation for the Greek Cypriot administration isn’t so good either. Papadopoulos wants to say no to Annan but he tries not to be the party which says it firstly. Consequently, the parties will meet in New York under force.”

[13] GOODBYE ‘RETURNING HOME…’ HELLO ‘BACK TO THE BEGINNING…’ BY MUSTAFA BALBAY (CUMHURIYET)

Columnist Mustafa Balbay comments on PKK_KADEK. A summary of his column is as follows:

“Besides Cyprus, there are also important developments in Iraq concerning Turkey. The deadline of the repentance law was February 6. The main goal of the law was to remove the members of the terrorist organization from northern Iraq, make them come to Turkey and cause the organization to collapse. The United States was one of the countries pressuring for the repentance law. The US has even called Ankara and expressed its satisfaction when the law was passed by the Parliament. The law would enable US to press from south and Turkey would open its doors from north and the terrorist organization would be ‘eliminated’ as the Americans say. The figures display that this didn’t happen. The result is this: about 700 Hezbollah militants and 650 PKK_KADEK militants enjoyed an amnesty or a reduction in punishment. These figures are actually not much important. Consequently, the goal could not be reached. Similar laws were also passed in 1985, 1988, 1990, 1992, 1995. The seventh law has also ended now. At the Prime Minister’s visit to the US, there were reports that the extension of this law was discussed but nothing came out.

If we look at today ant to the future, the terrorist organizations activities in Iraq are going on. We also see that the promises that the US gave don’t have any influence. The number of the terrorists in northern Iraq is about 4500. At least half of them went to the region in the year 2000. In other words more than half of the people in the terrorist camps didn’t engage in any terrorist activities. This means that the organization is growing instead of shrinking. The critical question is this: Will the US go for eliminating the organization? It sometimes goes but for meetings. There was some news on northern Iraq during Prime Minister’s visit to the US: The offices of a subsidiary organization of the terrorist organization were raided and closed down. The Turkish delegation visiting America linked this to the visit. Let’s first summarize the situation: When the US could not raid the bases of the terrorist organization; it raided the parties’ offices which were formed with its permission. There comes another report: The party in question makes a congress in Baghdad on January 28-29 (during Prime Minister’s visit to the US). The US sends such messages to Ankara: The organization’s activities will be prevented this summer. It may also happen in spring. Goodbye returning home. Hello back to the beginning.”
