[01] SEZER CALLS ON PAKISTANI, AZERBAIJANI AND KYRGYZ LEADERS
President Ahmet Necdet Sezer called on Pakistani, Azerbaijani and Kyrgyz
leaders to cooperate against terrorism. It was stated that Sezer phoned
Azerbaijani President Haydar Aliyev and Pakistani President Pervez
Musherref two days ago to convey Turkey's view on forming a strong
cooperation to combat international terrorism. Aliyev and Musherref
reportedly said that they were determined to take part in such a
cooperation and were ready to do their utmost such as opening up their air
spaces and airports, and providing intelligence. Additionally, Sezer phoned
Kyrgyz President Asker Akayev yesterday morning. Akayev said that they were
already trying to combat terrorist activities. /Cumhuriyet/
[02] SEZER NOTES IMPORTANCE OF TOURISM FOR WORLD PEACE
On the occasion of World Tourism Day, President Ahmet Necdet Sezer pointed
to how the terrorist attack on the US had deeply affected all of mankind
and said, "Tourism not only creates employment and income but is also one
of the principle vehicles for ensuring lasting peace in the world;
certainly it is going to take on a new role in seeing that a mood of peace
and optimism reigns once again in the world." A statement issued by the
Presidential Press Office noted that President Sezer believed that advances
in communications and transport technology had added a continuous and
unstoppable element to intercultural activities and that the importance of
tourism in bringing together people from different countries had increased.

[03] CEM'S CONTACTS IN THE US
Minister of Foreign Affairs Ismail Cem met with Vice President Dick Cheney
and President George W. Bush's National Security Advisor Condoleezza Rice
in White House in Washington yesterday. Cheney and Rice expressed their
appreciation for Turkey's support in the fight against terrorism. Cem
stressed Turkey's views on Afghanistan. The Middle East issue, Central
Asian countries and Turkey's special situation, as well as NATO'S fifth
article were also taken up during the meetings. Turkish Foreign Minister
then met with US Secretary of State Colin Powell and Secretary of Defense
Donald Rumsfeld. Cem is expected to proceed to New York today and meet with
UN Secretary General Kofi Annan. /Turkiye/
[04] MGK TO CONVENE TODAY
The National Security Council (MGK) will convene today to evaluate the
developments and their effects on Turkey in the aftermath of the September
11th incident. It was stated that the September 11th incident would be
taken up with its all dimensions including political and economic results
and its effects on military and intelligence during the meeting. Certain
important decisions concerning Turkey's own security are also expected to
be made at the meeting. Politicians will develop new strategies for Turkey
by taking new security risks and newly emerging conditions into

[05] MINISTER OF JUSTICE TURK TRAVELS TO BELGIUM
The Minister of Justice Hikmet Sami Turk traveled to Belgium upon the
invitation of Belgian Interior Minister Antoine Duquesne to attend the
"Meeting of EU member and candidate countries' Interior and Justice
Ministers" in Brussels. Responding the questions of the correspondents at
the Ataturk Airport before his departure, Turk said they believed European
countries, which did not always support Turkey in her fight against
terrorism in the past , would be more sensitive on this issue this time.
Stating that he would bring the issue of the extradition of Fehriye Erdal
(one of the Sabanci assassins) to Turkey into the agenda during his meeting
with Belgian Justice Minister, Turk said, "I will tell him that we, as
Turkey, are ready to provide you with any kind of judicial assistance to
try Erdal in Belgium." / Cumhuriyet/
[06] HIGH PLANNING COUNCIL MEETING
The target for development rate was set as 5% for 2002 at the High Planning
Council meeting (YPK) yesterday. The expected Consumer Price Index rate at
the end of 2001 was announced as 60%. Although Minister of State Kemal
Dervis said that there would be no concessions regarding the letter of
intent presented to the IMF in May, it was observed that an intention not
to make strict restrictions at the level of government in 2002 emerged
yesterday at the YPK meeting. After the meeting, it was stated, "Turkey is
determined to continue her struggle to bring down the high inflation rate.
The Central Bank will announce the targeted rate of inflation for 2002 in

[07] IDEF-2001 OPENED
The fifth International Defense Industry, Aviation and Navigation Fair
(IDEF-2001) was opened in Ankara yesterday. In his opening speech, Minister
of Defense Sabahattin Cakmakoglu said, " If we wish to live in a safe
world against terrorism, we should improve our defense industries."
Stressing that globalization process speeded up in the 21st century, he
said countries and nations were getting closer. Pointing to recent
terrorist attacks on the US, Cakmakoglu said security and defense topics
are getting more important. /Turkiye/
[08] DEBATES ON REFORM PACKAGE CONTINUES
The Turkish Grand National Assembly (TGNA) is continuing debates on the
reform package including amendments on 37 articles of the Constitution.
During the session held yesterday, 12 more articles were approved. The
Parliament is working 12 hours a day until it gets through the 37 measures.

[09] CILLER PROPOSES TO DECREASE NUMBER OF DEPUTIES
True Path Party (DYP) leader Tansu Ciller said her party presented a
proposal to amend the Constitution, which intends to decrease the number of
Parliament deputies 450. Stressing the number is too high while citizens
are sacrificing a lot, Ciller said, "We hope and believe that all members
of Parliament will contribute this proposal to reduce the number of
deputies from 550 to 450." /Turkiye/
[10] DENKTAS TO ARRIVE IN ANKARA
President of the Turkish Republic of Northern Cyprus (TRNC) Rauf Denktas,
accompanied by Foreign and Defense Minister Tahsin Ertugruloglu, will
arrive in Ankara today to pay official visits. He will meet with President
Ahmet Necdet Sezer, Prime Minister Bulent Ecevit and Chief of General
Staff Gen. Huseyin Kivrikoglu. Denktas will also attend a conference
organized by "Foundation 2000". /Turkish News/
[11] BLACKSEAFOR STARTS ACTIVITIES
The multi-national naval force, formed by the countries which border the
Black Sea, the Black Sea Naval Co-operation Task Group (BLACKSEAFOR)
started its activities yesterday in Golcuk. Spaeking at the ceremony held
to mark the beginning of the activities, the commander of the Turkish Naval
Forces Adm. Bulent Alpkaya, said that the organization aimed to increase
cooperation and strengthen friendly and good neigborly relations among

[12] TURKEY TO JOIN NATO'S RRF EXERCISE
NATO's Rapid Reaction Task Force will organize a "Adventure Exchange 2001
(ADVEXC 01) military exercise in Thrace. A written statement issued by
NATO's Southeast Europe Joint Command Press and Public Relations
Department said that 5,000 military personnel from 16 NATO countries
including Turkey will participate in the exercise to take place on Oct. 1-

[13] CHIBBER: THE AIM HAS TO BE REALIST
State Minister Yılmaz Karakoyunlu, responsible for privatization, received
Ajay Chibber World Bank Turkey Country Manager and discussed privatization
in 2002. World Bank Turkey Country Manager Ajay
Chibber, stated that determining the goal for the year 2002 will increase
the credibility of the programme as well as helping the economy recover.

[14] TURKEY SIGNS A CONVENTION AGAINST MONEY LAUNDERING
Turkey signed European Commission's Convention on Combating Money
Laundering, Distraining and Seizing Dirty Money yesterday. Turkey's
Permanent Representative to European Commission, Alev Kilic also signed the
criminal convention against corruption and European special judicial
convention against corruption. The convention on combating dirty money
foresees to improve cooperation between the members on the issue. It
provides the parties with opportunities of cooperation in seizing the
assets of criminals. /Milliyet/
[15] TUSIAD-SWEDEN COOPERATION
Turkish Industrialists and Businessmen Association (TUSIAD) and Swedish
Entrepreneurs Confederation have reached an agreement to establish a
committee which will carry out activities to improve the cooperation
between Turkish and Swedish small and medium sized managements. Sweden
thinks that Turkey might be a partner for her commercial activities in a
market including Central Asia and Middle East with her geo-strategic
location, labor power and close cultural links with those regions.

[16] YUCELEN FORMS CENTRAL GOVERNORS' COUNCIL
Interior Minister Rustu Kazım Yucelen formed a "Central Governors Council"
for the 70 governors serving at the Interior Ministry and 30 others serving
at the center in Ankara. The council will commission the central governors,
whose experiences cannot be made use of, to active duties through this
council. The central governors will convene twice a year, and will make an
assessment of the past term. /Turkish News/
[17] "WORLD MEDIA CENTER INCIRLIK
About 30 correspondents including those from the foreign press, are
observing the air base in Incirlik. The reporters who settled in the
marketplace 500 meters away from Incirlik, turned the place to a media

[18] EUROPEAN DIPLOMA" AWARD TO THE MUNICIPALITY OF BAHCESEHIR
Four municipalities of Turkey took the "European Diploma" award. The
"European Diploma" award is given to municipalities which are successful in
environmental and agricultural issues according to the European norms. At
the ceremony where General Secretary of the European Council Walter
Schimmer made a speech, the Bahcesehir district in Istanbul, Bozkurt in
Kastamonu, Guzelcamlı in Aydın, and Karadeniz Eregli in Zonguldak received
the 2001 "European Diploma".

[20] PRESSURE ON CYPRUS REDUCED BY SAMI KOHEN (MILLIYET)
Columnist Sami Kohen writes on the developments regarding the Cyprus
problem ir the aftermath of the terrorist attacks on twin towers in New
York. A summary of his column is as follows:
"On September 11 when the twin towers in Newyork were attacked by
terrorists, Greek Cypriot leader Glafkos Clerides was flying to the US to
meet with UN Secretary General Kofi Annan. Even though President of the
Turkish Republic of Northern Cyprus, Rauf Denktas had rejected the call for
meeting unconditionally, the Greek Cypriot leader had accepted the
invitation. However, when the New York airport was closed to traffic due
to the terrorist attacks, Clerides' plane had gone to Canada. When
Clerides understood that such a meeting would not take place he returned
home. His return created a disappointment in the Greek Cypriot side. The
main reason of this disappointment lies in the fact that the developments
following these attacks pushed the Cyprus problem to backstage. The US
who was the driving force behind the Cyprus issue does not have the time to
lose over Cyprus.This means that the efforts for solving the problems are
being suspended for a time and the pressures on the Turkish Cypriots are
eased. Contrary to the disappointment felt in the Greek Cypriot side there
are series of reasons for the relief felt by the Turkish Cypriots. First
of all, under the present circumstances no one is thinking to resume the
Cyprus talks in a hurry and to pressure the Turkish Cypriots. Secondly, in
this critical atmosphere, Turkey's strategic importance has increased. It
is very important that Turkey is taking part within new formations.
Therefore both the US and the West are refraining from taking steps which
would disturb Turkey. Thirdly,
it is of utmost importance that under these new circumstances in the
Eastern Mediterranean and the Middle East, Cyprus should remain calm. The
efforts to find a solution to the problem may jeopardize the peace.
However, these should not be interpreted as the UN and the forces behind
it will abandon all efforts regarding the issue. In these critical days,
the Cyprus problem is pushed to the backstage but it is not forgotten or
abandoned. There is one important factor which will bring the Cyprus issue
to the fore and that is the EU calendar. The European diplomats are
reiterating that the Greek Cypriot Administration will be admmitted to the
EU even if the problem is not solved. It is difficult to estimate how the
developments in the world and the region may change the present
circumstances and balances. However it is clear that new formations will
affect developments regarding the issue and its solution."
