[08] CROATIAN PRESIDENT MESIC VISITS TURKEY
Croatian President Stipe Mesic arrived in Turkey
yesterday for an official visit. An official ceremony was held for
Mesic in Cankaya Palace. President Mesic and President Ahmet Necdet
Sezer held a joint press conference after the ceremony. Stating both
societies in Cyprus had the right to determine their own future, Mesic
said, "The reality of Cyprus is that there are two different
nations living on the island. Both must have the right to determine
their own future." Sezer said Croatia was very important for the
peace and security in the Southeastern Europe. Sezer stated they
reached an agreement on improving economic and commercial relations,
increasing cooperation on issues related to military and defense
industry and the fight against organized crime. /Cumhuriyet/
[09] ECEVIT ON THE DECREASING INFLATION RATE
Prime Minister Bulent Ecevit was angered by the
opposition parties statements that the government was `acting in
hurry'. Ecevit said, "We are in a hurry. Not only the ruling
parties, but Turkey is in a hurry." Ecevit evaluated the latest
developments at the Assembly Group meeting of his party (Democratic
Left Party) yesterday. He added, "Inflation, which has been
considered as a 'nightmare' for many years, is restrained now. The
inflation rate decreased below 30% for the first time in 14 years. We
have said that while decreasing the inflation, payments and salaries
will not be defeated by the inflation. We have kept and are continuing
to keep our promise." /Aksam/
[10] FOREIGN MINISTER CEM TO TRAVEL TO IRAN
Minister of Foreign Affairs Ismail Cem will travel
to Iran February 12. Cem is expected to discuss with Iranian officials
the possibility that allegations of the so-called Armenian genocide
will be taken up at the Iranian Parliament. Turkey's concerns arose
after Armenian Foreign Minister Vartan Oskanyan's visit to Tehran.
Vartanyan had brought the allegations into the agenda of his meetings
in Tehran. Cem is expected to convey the message that such allegations
would seriously damage regional peace as well as bilateral relations.
He will want the Tehran Administration to focus on the Hizbullah and
PKK terror organizations. /Cumhuriyet/
[11] CEM AND ARAFAT ON THE MIDDLE EAST PEACE PROCESS
Minister of Foreign Affairs Ismail Cem stated a
backward step should not be taken concerning the issues on which a
consensus was reached in the Middle East peace process. Cem added,
"They should be protected and further steps should be taken. We
also expect Sharon to act positively on the peace process, about which
Turkey is sensitive." Meanwhile, Palestinian leader Yaser Arafat
said he hoped the peace process would continue with Sharon. Arafat, in
comments to Turkish journalists, said they were expecting Turkey to
force Israel to keep the peace. /Aksam/
[12] ALLEGATIONS OF THE SO-CALLED ARMENIAN GENOCIDE IN
SWISS PARLIAMENT
Swiss Parliament is preparing to discuss passage of
a so-called Armenian genocide law. The application prepared by Josef
Zsyadis, a deputy of Greek origin, and signed by other four deputies,
will be discussed in the Parliament in March. The Parliament will
decide whether or not to prepare a law. Zyadis and other deputies had
first appealed to the Swiss government. However, the Swiss government
said the issue must be taken up in the international arena adding the
Swiss Parliament was not the correct forum to discuss the issue.
Meanwhile, Ankara is concerned over the new Armenian attempts in
Switzerland. Diplomatic sources states bilateral relations between the
two countries would be seriosly damaged unless the attempts were

[13] HISTORICAL EVIDENCE CONTRARY TO ARMENIAN ALLEGATIONS
IN RUSSIAN ARCHIVES
According to books prepared by the Armenian
Philology Desk at Moscow University , the number of Armenians exposed
to deportation were 438.758, not 1.5 million as alleged. Russian
information sources and books at Moscow University were prepared by
using the Russian archives and show the Armenian allegations are
untrue. The books stated 382.148 Armenians were put in Syrian refugee
camps and others died from illness or terrorist attacks. The books
said there was no genocide. The Russian documents on the issue will be
translated into English and Turkish. /Turkiye/
[14] IGDIR GOVERNORSHIP'S REPLY TO ARMENIANS
Igdir Governorship will begin a series of meetings
and exhibitions where the real victims of the incidents during 1915
will tell the truth as a reply to the allegations of the Armenian
lobbies. The program called "The Real Face of Armenians"
will be promoted at a meeting on February 10. Ataturk University's
School of Science and Literature, Chairman of History Department Prof.
Enver Konukcu, who is an expert on the mass graves of Turks killed by
the Armenians, will give a conference during the program. An
exhibition called "Armenian cruelties" will also be opened.

[15] PROPOSAL TO CHANGE BY-LAWS ACCEPTED IN TGNA PLENARY
SESSION
The proposal for changing the by-laws to accelerate
the process for bills and proposals was accepted in the Turkish Grand
National Assembly (TGNA) Plenary Session. According to the proposal,
the question and reply periods in the general discussions will be
limited to 10 minutes. The commission reports and search and
investigation reports related to the bills will not be read in the
Plenary Session. Discussions will be held only on the total text of
the bills, not on the single articles. /Turkiye/
[16] SERVANTIE DISMISSED
European Union (EU) Commission's Chief to the
Turkish Desk, Alain Servantie was dismissed. Servantie sent an
official letter to the 'Chairmanship Council' of the terrorist
organization PKK last November. The Turkish reaction to his
correspondence with the PKK led to his dismissal. British Michael
Leigh was appointed instead of Servantie. The incident over the letter
created a restless situation and caused many discussions. EU
Commission sources stated the above-mentioned change was made as
relations with Turkey had improved and to improve the Turkish Desk as

[17] FP CASE FILES
The Constitutional Court put the additional
indictment, prepared by the Court of Appeals Public Prosecutor in
Chief Sabih Kanadoglu, and the main FP (Virtue Party) case files
together. Therefore, the Court accepted video tapes as evidence
showing ex-leader of the closed Welfare Party (RP), Necmettin Erbakan

[18] ARNON VISITS GURTUNA
Israeli Consul General to Istanbul, Amira Arnon,
visited the Mayor of Istanbul Metropolitan Municipality, Ali Mufit
Gurtuna, yesterday. Arnon wanted the support of Gurtuna to further
cooperation in the textile sector and invited Gurtuna to the Meeting
of Mayors that will be held in Israel. /Star/
[19] EUROPEAN-MEDITERRANEAN PARLIAMENTARIANS FORUM
The second European-Mediterranean Parliamentarian
Forum, which will be attended by parliamentarians from EU-member
Mediterranean countries, begins in Brussels today. Parliament's Deputy
Speaker Ali Iliksoy and five other deputies will attend the first
session of the forum that is expected to last two days. Cooperation in
the political, security, financial and social projects are among the
topics to be discussed in the forum. /Turkish Daily News/
[20] NEW POLICE CHIEF APPOINTED TO DIYARBAKIR
The Anatolian news agency reported Thursday that
Malatya Police Chief Atilla Cinar was appointed as acting Diyarbakir
Police Chief to replace Gaffar Okkan, who was killed in an attack in
Diyarbakir's Sezai Karakoc Square on January 24. "I will try to
be worthy of this distinguished duty I was given by our state,"
said Cinar. /Turkish Daily News/
[21] YUGOSLAV DEPUTY FOREIGN MINISTER BOGOJEVIC TO VISIT
ANKARA
The political consultations between the Federal
Republic of Yugoslavia and Turkey will begin again with the Ankara
visit of Yugoslav Deputy Foreign Minister Radojko Bogojevic. According
to a statement by the Foreign Ministry, Bogojevic will come to Ankara
as the official guest of Deputy Undersecretary Ambassador Yigit
Alpogan February 12, 2001. Bilateral relations and regional issues are
expected to be discussed in the political consultations. /Cumhuriyet/
[22] COUNTDOWN BEGINS FOR GSM 1800 BID
Companies are expected to make their proposals for
the GSM 1800 bid until the February 15 dealine. Authorities stated the
bid was expected to be completed in two months. /Turkiye/
[23] 'FINE TUNING' MEETING TO BE HELD
Leaders of the coalition parties will meet
representatives of the financial and real sector and determine the
'fine tuning' precautions that will be announced at the beginning of
next week. The meeting will be held at the Prime Ministry at 11:00.
The problems of real sector representatives will be discussed and
solutions for these problems will be found within the framework of the
stability program. The precautions to be taken will be announced next
week. Prime Minister Bulent Ecevit and the Deputy Prime Ministers
Devlet Bahceli and Mesut Yilmaz will attend the meeting, which will be
held with 40 representatives from the private sector including the
Turkish Union of Chambers and Stock Exchanges, Turkish Assembly of
Exporters, members of the Executive Board of Union of Banks and the
Turkish Association of Agricultural Chambers. /Aksam/
[24] ERCEL'S STATEMENT
Governor of the Central Bank, Gazi Ercel, said
important gains were reached in the anti-inflation program's
three-year perspective. Ercel gave a written statement titled
'Monetary Policy Implementation During the Next Term', stating,
"The inflation rate has decreased to its present level after a
long period of time. This decrease will continue in the following
months as well. The Central Bank's policies concerning the issue and
its contribution to the program will continue. Reserves of the Central
Bank increased by 25.6 million US dollars from 5 February 2001."

[25] YKB'S SUPPORT FOR THE DATA PROCESSING SYSTEM
`IT Day-Day of Visions', organized by Yapi Kredi
Bank and sponsored by the Sweden Consul, the Swedish Council of
Commerce and the Turkish Data Processing Foundation, will be held 13
February at Lutfi Kirdar Congress Hall. The event will provide
information on e-trade and will be attended by former Swedish Prime
Minister Carl Bildt, the Swedish Minister of Commerce, Leif Pagrotsky
and the parliamentarians from the Turkish Grand National Assembly.

[26] CUBAN COACHES COMING TO TURKEY
Robert Gonzales, director of the Cuban Directorate
of Youth and Sports Institute met Kemal Mutlu, the Turkish director of
Youth Education and Sports yesterday, the Anatolia news agency
reported. The purpose of Gonzales' visit to Turkey was to assess the
need for coaches, trainers and athletic specialists and to introduce
similar Cuban sports professionals to Turkey. Gonzales invited Mutlu
to Cuba in order to better introduce Turkey to Cuban sports.
Emphasizing their will to cooperate in sports, Gonzales said Turkey
attracted the utmost international attention in the lifting and
wrestling fields especially during the Sydney Olympics. /Turkish Daily

[27] ORDER OF MERIT TO TURKISH DOCTOR
Turkish doctor Hikmet Ulus working in Koln,
Germany, received presidential federal order of merit. Koln Mayor
Fritz Schramma presented the order of merit. /Cumhuriyet/
[28] GARANTI BANK RECEIVES AWARD IN NEW YORK FILM
FESTIVAL
Garanti Bank's TV advertisement "I hate bank
offices." placed first in the New York Film Festival's
advertisement competition. The "Grandfather and grandchild"
commercial on online banking placed third among thousands of banking

Columnist Sami Kohen conveys his impressions from
the Wiltonpark Conference. A summary of his column is as follows:
"One of the conditions of the Wiltonpark Conference concerns the
conveyance of discussions to the public. According to this condition,
debates taking place during the Conference can be relayed without
mentioning the names of the speakers unless special permission is
given. Therefore, in compliance with this condition, the names of the
speakers will be withheld but the discussions regarding Turco-EU
relations will be disseminated. A member of the EU Parliament,
following a speech where he explained at length the conditions Turkey
is expected to comply with, said, 'We know Ataturk did a lot to create
a modern Turkey. However, this period is over. When we visit Turkey we
see pictures of Ataturk everywhere. This has to change. Turkey should
look towards liberal democracy and social justice.' Turkish
participants immediately replied to this statement and explained the
importance of Ataturk as a symbol for the country, saying the pictures
of such great leaders of other nations were also seen everywhere and
that if the Europeans thought of Ataturk as a problem it would create
a backlash. The speech of the guest EU parliamentarian caused
shockwaves in the conference hall. At the end of his speech, the MP
claimed he was a friend of Turks and never thought he was
disrespectful to Ataturk. His only desire was to explain to Turkey
that she must comply with the conditions of the day. However, the
speaker was listing what Turkey had to do to integrate with Europe
from the beginning of his speech. Among them are those we hear often
such as political and administrative reforms, reducing the National
Security Council's status to an advisory capacity and, avoiding the
closure of political parties like the Virtue Party(FP) and People's
Democracy Party(HADEP). Many more issues were added to this list, such
as not obstructing the European Security and Defense Identity, not
boycotting France, choosing friends carefully (like Germany),
encouraging trade between the two sections in Cyprus, etc... Where did
all these come from? How much do these words represent the EU'S stance
towards Turkey? Does the Commission(the executive organ of the EU)
think the same way? From the answers the parliamentarian gave in
response to my questions following the meeting, I gathered these were
not official EU policy, but reflected the tendency of a group in the
parliament. However, if the EU Parliament is important and
influential, such nonsensical claims are bound to bother us in the
future. The Commission which is the direct opposite of the Turkish
state has a different and more positive stance. An influential member
of the Commission, in a statement made during a different session,
said recently there was a campaign against the EU in Turkey. He asked
Turkey to try and see the EU's stance. Turkey would see that the EU
sincerely desired her membership. 'In the coming days the Parliament
and the Council of Ministers will ratify the Accession Partnership
Document. The road to membership is open. The rest depends upon you.'
The whole problem is what the rest entails. If it means complying with
the criteria mentioned in the Accession Partnership Document, Turkey
is ready. In fact, the National Program will be announced at the end
of this month. If the rest covers the conditions the EU
Parliamentarian listed, they will not serve any purpose but be
repugnant."
