    Summary of the political and economic news in the Turkish press this morning.

    [01] GREEK SHIP HARASSES TURKISH SUBMARINE

    Tensions between Turkey and Greece escalated further as a Greek ship harassed a Turkish submarine in the Aegean Sea. The Turkish submarine harassed by the Greek had internationally announced its maneuvres in the international waters of the Aegean between the Greek islands of Lesbos and Chios (Midilli and Sakiz). When a Greek mine searching ship went full speed at the submarine, a Turkish patrol boat stationed itself between the two, distancing the Greek ship from the submarine. The Greek ship crashed twice into the Turkish boat causing light damage. A military spokesman said the Greek ship was aiming to sink the submarine, which was "in a sensitive position on the surface".

    Yesterday Greek Embassy officials in Ankara received yesterday a formal protest from the Turkish Foreign Ministry concerning the incident. Turkish Chief of the General Staff General Ismail Hakki Karadayi warned Greece "to end provocations". He described the ship harassment as "having the likelihood to cause very serious disputes." General Karadayi stressed that Turkey "sees Greece as a friendly country and a NATO member with which we should cooperate" and added Turkey "has no hostile intentions towards Greece". /Sabah/

    [02] GENERAL STAFF BRIEFING

    The Office of the Turkish General Staff gave a briefing yesterday afternoon to defense attaches of 28 countries in Ankara. During the briefing, Turkish General Staff officials furnished information about a recent Greek harassment of a Turkish submarine vessel. /Milliyet/

    [03] KYRGYZ PRESIDENT IN TURKEY

    Kyrgyz President Askar Akaev arrived on Wednesday in Ankara for a four-day official visit. The visit aims to boost bilateral relations. Turkey and Kyrgyzstan are expected to sign at least five agreements on friendship and cooperation, customs, health, legal and judicial matters, trade and economic cooperation during President Akaev's visit. The Kyrgyz president is accompanied by a number of cabinet members, deputies, bureaucrats, and businessmen. /All papers/

    [04] TURKEY AND SLOVAKIA SIGN DEFENCE ACCORDS

    Following a visit to the Czech Republic, Defence Minister Ismet Sezgin arrived yesterday in the Slovak capital of Bratislava. Sezgin held talks with his Slovak counterpart Jan Sitek, and both ministers signed accords for cooperation in defence industry and militray training. Sezgin voiced support for the acception of Slovakia into NATO and the European Union.

    SEzgin also had a meeting with Slovakian Prime Minister Vladimir Meciar yesterday. Meciar assured Sezgin that Slovakia supported Turkey's struggle against the PKK terrorist organization. /Hurriyet/

    [05] PM YILMAZ VOICES SUPPORT FOR UN REFORM PROJECT

    In a message Prime Minister Mesut Yilmaz said that the United Nations organization responded to only some needs of humanity, but not all of them. He reminded that because of rapid changes in the last few years, organized crime, terrorism and smuggling have emerged as main problems. "The starting of the reform project offered by UN Secretary General and shared by most leaders is of great importance in the finding of solutions to the problems threatening all humanity," the statement said. Yilmaz added that Turkey would do its best to support these changes. /Cumhuriyet/

    [06] FM CEM VISITS MACEDONIA AND ALBANIA

    Foreign Minister Ismail Cem will pay a two-day official visit to Macedonia and Albania, starting on Monday. The visit ains at enhancing bilateral relations with both countries. /All papers/

    [07] CEM WARNS HOLBROOKE

    At a luncheon given by the Diplomacy Correspondents Association yesterday Foreign Minister Ismail Cem commented on the complicated situation in Cyprus and refering to newly appointed US Special Envoy to the island, Richard Holbrooke, said: "It cannot be expected that the Cyprus process will succeed immediately after replacing some of the actors in the game." He said that no progress has been reached in efforts to find a solution to the issue because of the nagative attitudes of the Greek Cypriot administration. /Milliyet/

    [08] TURKISH JETS BOMB TALABANI POSITIONS

    War planes of the Turkish Armed Forces have bombed the positions occupied by the Patriotic Union of Kurdistan (PUK) headed by Celal Talabani. Talabani forces crossed the cease-fire border in northern Iraq yesterday. /Hurriyet/

    [09] PATRIARCH BARTHOLOMEUS MEETS US PRESIDENT CLINTON

    Greek Orthodox Patriarch Bartholomeus was received on Wednesday by US President Bill Clinton. Washinton Post daily newspaper reports that Bartholomeus's meeting with the president "focused not just on religious tolerance, but also on Greek-Turkish relations, including Clinton's initiative to resolve long-standing tensions over Cyprus". /Milliyet/

    [10] STATE MINISTER CELEBY MEETS WORLD BANK OFFICIALS

    State Minister Isın Celebi met yesterday with World Bank Turkey Director Ajay Chibber and Turkey Mission Represenatative Frederic Temple. Celebi gave details about the education reform launched by the government and about the ambitious Southeastern Anatolia project and asked the World bank for financial support. State Minister Gunes Taner in turn went to the US for contacts with IMF officials and business circles. /Cumhuriyet/

    [11] WTO PROMOTES SILK ROAD

    The World Tourism Organization (WTO) is promoting travel among the countries on the Silk Road, the ancient trade route that connected Europe with China. "The WTO's Silk Road project aims to unite all the countries along the 12,000 km route under a common tourism banner - one that will capture the interests of modern-day explorers and inspire them to make many visits," a WTO report released on Thursday in Istanbul said. Delegates from 131 countries, meeting in Istanbul for the WTO 12th general assembly, discussed the project yesterday.

    [12] FOREIGN ENTREPRENEURS INVITED TO INVEST IN TURKISH TOURISM

    At a meeting on Thursday, Turkish Tourism Investors' Association representatives invited foreign entrepreneurs to take part in the future of Turkish tourism. In a speech, association chairman Barlas Kuntay said that in 1996 Turkey earned $5.9 billion from tourism, adding that by the year 2004 the number of tourists visiting Turkey is expected to jump to 25 million and tourism revenues will rise to $10 billion. /Hurriyet/

    [13] EUROPEAN HUMAN RIGHTS COURT THIS TIME SUPPORTS TURKEY

    European Human Rights court this time for the first time admitted that Turkey was right in a case opened by Turkish citizen Mehmet Erdagoz. Erdagoz, living in the southern province of Adana, claimed that he had been mistreated and taken into custody in a military post on September 16, 1992 where he went to lodge a complaint. The European Human Rights Court has rejected the case and ruled that Turkey did not violate human rights as alleged by Erdagoz. /Hurriyet/

    [14] FRIENDSHIP BETWEEN TURKISH AND GREEK BUSINESSMEN

    The fourth meeting of the Turco-Greek Business Council in 1997 started in Athens yesterday. Twenty-four Turkish businessmen headed by Rahmi Koc and Sarik Tara came to Athens as the guests of the Greek Young Businessmen's Association Chairman Athanasios Lavidas and met with Greek entrepreneurs to discuss cooperation in tourism, economy and trade. Chairman of the Turco-Greek Business Council Rahmi Koc delivered a speech and said that even though there were disagreements between Turkish and Greek politicians, Tuukish and Greek businessmen should keep improving their friendly relations.

    Sharing Koc's views completely, Lavidas noted that Turkish Prime Minister Mesut Yilmaz and Greek Prime Minister Kostas Simitis, who will meet in Crete on 2-4 November, should take Turkish and Greek businessmen as an example for themselves. Member of the Executive Board of the Turco-Greek Business Council Sarik Tara stated that the meeting in Crete was an opportunity for improving bilateral relations that should not be missed.

    Meanwhile, 10 Turkish Cypriot businessmen, who came to Athens with the special permission of the Greek government for the first time to attend the meeting, will meet Greek Cypriot businessmen today. /Sabah-Milliyet/

    [15] TERRORIST ATTACK: TWO SOLDIERS KILLED

    Militants of the PKK terrorist organization attacked on Wedneday night Turkishsoldiers who were travelling in a military vehicle to participate in operations continuing near the Mazgirt district of Tunceli. Two Turkish soldiers died and two others were wounded in the attack. It is reported that operations have been continuing for two days in the rural areas of Tunceli. Skorsky helicopters also take part in the operations. /Sabah/

    [16] SABANCI AWARDED IN SWITZERLAND

    The European Economy Institute based in Switzerland announced that it will present the Euro Crystal Globe Award to Sabanci Holding President, Sakip Sabanci, for his efforts to boost international cooperation and his successful work in and outside Turkey. Sabanci will receive his award at a ceremony to be held in Zurich. /Sabah-Hurriyet/

    [17] AWARD FOR TURKISH PROFESSOR IN US

    Turkish scientist Prof.Sadik Kakac has been awarded by the American Society of Machine Engineers (ASME) for his successful research in the field of heat transfer. The ASME award will be presented to Kakac during an International Machine Engineering Congress to be held in Dallas, Texas on 20 November. /Hurriyet/

    [18] "ESKIYA" TO REPRESENT TURKEY IN OSCAR CONTEST

    The film named "Eskiya" will represent Turkey this year in the "Best Movie in Foreign Language" cathegory of the Oscar Contest organized by the American Cinema Art and Science Academy. A Ministry of Culture commission decided by a majority of votes that "Eskiya" will be the movie to represent Turkey at the contest. Ministry of Culture officials said that "Eskiya" has successfully represented Turkey in Germany and has become very popular in Turkey with its effective cinema language, extraordinary performance of the actors and its technical peculiarities. The film is directed by Yavuz Turgut. /All papers/
