    Summary of the political and economic news in the Turkish press this morning

    [01] TURKISH MILITARY PLANE CRASHES

    One of the two Turkish pilots was saved by Greek helicopters which rushed to the area after a Turkish Phantom fighter aircraft crashed near Greece's eastern island of Lesbos yesterday, a Greek government spokesman said. The crash, in international airspace, was due to a technical difficulty and not the result of a dogfight, a statement from the Turkish Foreign Ministry said.

    One of the pilots was saved and taken to Midilli. Turkey asked the Greek helicopters to do what they could to rescue the other pilot, a spokesman for the Turkish Foreign Ministry said, adding that the plane was an F-4E model, based at Eskisehir 1st Main Jet Base. Earlier Greek spokesman, Telemachos Hytiris, said Greek ships and helicopters were on their way to rescue the pilots. A Greek C-130 carrier and two helicopters were sent to the area. Two Turkish helicopters and a plane were also sent to the area. /All papers/

    [02] TURKEY ASSURES TRNC AT HIGHEST LEVEL

    Turkey has assured the Turkish Republic of Northern Cyprus (TRNC) at the highest level of its continuing and unwavering support, and has promised Turkish Cypriots they will avail themselves "in the broadest manner possible" of the advantages to accrue from the customs union accord Ankara has concluded with the EU. A joint declaration issued after a summit meeting in Ankara yesterday between Turkish President Suleyman Demirel and TRNC President Rauf Denktas also spelled out that the Turkish side could consent to EU membership for a federal Cyprus only after Ankara's full membership in the Union and not before.

    Denktas told reporters following the announcement of the Joint Declaration at a press conference after the Turkey-TRNC summit that this was "the best New Year's present they could have received". "Naturally, there were some concerned about where things were heading and what would happen. Now our people and the whole world will find the answer to these questions in this declaration" Denktas said.

    Demirel said: "As Turkey tries to keep up with Europe so the TRNC will have to keep up with Turkey. This will result in the TRNC keeping up with Europe. Turkey will help the TRNC in shouldering the difficulties that will appear".

    Turkey and the TRNC have decided in the declaration as follows:

    The ultimate aim in Cyprus is the achievement of a bi-zonal and bi-communal federal settlement based on the sovereign equality of the Turkish Cypriot and Greek Cypriot sides. The full and effective guarantee of Turkey will continue under the Treaties of Guarantee and Alliance of 1960 following a final political settlement. The EU membership of Cyprus can be taken up in discussions once the final political settlement is reached. However, it should be borne in mind that, as stipulated by the 1959 Zurich and London Agreements, Cyprus cannot join international political and economic unions to which Turkey and Greek are not members. The objective of EU membership will be taken into consideration during the intercommunal talks conducted under the auspices of the UN, after the two sides have agreed on fundamental issues such as sovereign equality, they could begin to discuss, as a separate topic, the conditions of EU membership for Cyprus.

    Until the final settlement, as before and after it, Turkey will continue fully to ensure the security of the TRNC and shall take all necessary counter measures against the ongoing Greek/Greek Cypriot attempts of military escalation.

    Thw two sides confirm that the CU between Turkey and the EU does not include any provision that hinders commercial and economic relations between Turkey and the TRNC. Turkey and the TRNC will make joint efforts to ensure the lifting of all restrictions imposed on the TRNC in the international arena with a view to providing unhindered political, economic, cultural and sportive ties between the TRNC and third countries. /Cumhuriyet-Milliyet-Sabah/

    [03] YILMAZ-ECEVIT MEETING

    Following an hour-long meeting at the Motherland Party (ANAP) headquarters yesterday, ANAP leader Mesut Yilmaz and Democratic Left Party (DSP) leader Bulent Ecevit said in a press conference that they would continue their joint efforts for surmounting the governmental crisis. Ecevit said that the most reasonable solution for overcoming it was the formation of an ANAP-True Path Party (DYP)-Republican People's Party (CHP) coalition. However he did say that he would clarify his position regarding Yilmaz's models of an ANAP-DYP government backed by the DSP from outside (the coalition), or of an ANAP-DSP coalition backed by DYP from the outside after discussing them with his own party.

    In a press conference following her meeting with President Demirel, DYP Chairwoman and Prime Minister Tansu Ciller for her part said she and her colleagues wanted an ANAYOL coalition (between ANAP and DYP), but insisted that no one should act in haste on this issue. She added: "The president has the power. When the process starts, both parties will have the opportunity to discuss everything". /Hurriyet-Sabah/

    [04] "WE NEED TURKISH SUPPORT"

    According to Bosnian Foreign Minister Muhammed Shakirbey, the Bosnian army should be brought into harmony with NATO standards in order to to preserve the balance in the region in the absence of NATO forces. Shakirbey added that the plans for providing training and appropriate armament to the Bosnian military forces could be successfully implemented with the support of Turkey. "We want to see Bosnia as an extention of NATO. Turkey, a NATO member country, could play an important role for the promotion of NATO special armament systems and for the harmonization of the Bosnian army with NATO regulations", the Bosnian foreign minister said. /Sabah/
