Foreign Ministry Spokesman Omer Akbel said in his weekly press conference yesterday that Demirel would go to Azerbaijan for the first time as a president. Noting that Demirel will address the Azeri Parliament, Akbel said: "We have close relations with Azerbaijan. We are very pleased with the improvement of these relations. Azerbaijan recently held an election. There are important developments in the region. Regional and international issues will be taken up at the meetings. The two presidents will exchange views". /Cumhuriyet/
[02] CILLER GOING TO BONNPrime Minister Ciller will visit Bonn on December 4-5, as part of her continuing efforts to make sure that Turkey gets into the EU customs union. On December 13, the European Parliament will have initial votes on Turkey's entry into the union, prior to full membership starting on January 1, 1996.Ciller and other top government officials, including Foreign Minister Deniz Baykal, are lobbying European parliamentarians and officials to vote in Turkey's favour in the crucial last stages of the customs union process. /Cumhuriyet/
[03] PKK WARNING TO MADRIDForeign Ministry stated that Spain has been cautioned because of the ERNK, the political wing of the PKK, meeting held in Barcelona which so-called Kurdish Parliament-in-exile Speaker Yasar Kaya also attended. Foreign Ministry Spokesman Omer Akbel said it was reported that while Foreign Minister Deniz Baykal was attending the Mediterranean Conference, the ERNK held a special meeting and said: "We made initiatives in the European capitals about the real feature of the meeting. We made necessary warnings. The Spanish government is also within the content of our efforts". /Cumhuriyet/
[04] TURKEY ARGUES FOR CFE AT NATOTurkey is using the occasion of NATO's Defence Planning Committee (DPC) meetings, which began in Brussels yesterday, to argue its case concerning Russia's unilateral violation of the treaty for reducing Conventional Forces in Europe (CFE) in the Caucasus.Defence Minister Vefa Tanir, who is representing Turkey at the DPC, told an emergency NATO meeting on the former Yugoslavia in Brussels on Tuesday evening that Russia had to fulfill its CFE obligations fully. Pointing out that security and stability in the Balkans was closely tied in with stability and security in the Caucasus, Tanir said that the Dayton agreement for Bosnia had brought with it new expectations concerning peace and security. "If we are determined to support the rights of independent states in the Caucasus to exist, then we have to respect their territorial integrity and political sovereignty" Tanir said. /All papers/
[05] TURKEY DENIES ANY SIMILARITY BETWEEN BOSNIA AND CYPRUS"Any attempt to create a similarity between the Cyprus question and Bosnia-Herzegovina is irrelevant" Foreign Ministry Spokesman Omer Akbel said in his weekly press conference yesterday. "No bloodshed at all has been seen in Cyprus for the last 20 years". He said that Turkey had no information about an initiative to be taken by the US. On the contrary, Washington has denied that it has a plan, although it would continue its attempts to overcome the bottleneck in the Cyprus negotiations. "If there were such an initiative" Akbel said, "our position is clear. We have always encouraged the Turkish Republic of Northern Cyprus on the establishment of a just and lasting solution on the island". /Cumhuriyet/
[06] TURKISH AMBASSADOR VISITS GREEK MINISTERTurkey's Ambassador to Athens Umit Pamir yesterday visited the Greek Foreign Minister. The 45-minute meeting was classified as a courtesy visit, delayed two months because Greek Foreign Minister Carolas Papoulias had been constantly on visits. "Turks and Greeks are like a family living together in the Aegean. It is only natural that they are interested in each other's problems" Pamir said. He added that it was necessary to create an atmosphere of confidence across the Aegean to solve problems, which could no longer be ignored. /All papers/
[07] OYMEN IN TEHRANStraight after a meeting in Bosnia, Foreign Ministry Undersecretary Onur Oymen went to Tehran to attend an Organization of Islamic Conference (OIC) meeting, where he discussed his visit to Bosnia and the points conveyed to him by his Bosnian counterparts. Oymen also relayed President Suleyman Demirel's thoughts regarding the developments in northern Iraq to Iranian President Hasimi Rafsancani. A Foreign Ministry written statement pointed out that Turkey attached great importance to bi- and multilateral cooperation for the territorial integrity, sovereignty and struggle against terrorism of the regional countries. The statement said: "Oymen noted that Turkey aimed to continue its friendly relations with Iran. The Turkish government will not tolerate any developments that could bother the Iranian government and people. So, it is expected that Iranian side will do the same. Rafsancani indicated that he fully shared this approach". Oymen also told Rafsancani that Demirel had invited him to Turkey, and Rafsancani accepted the invitation. He is expected to visit Turkey in the second half of next year. /Milliyet/
[08] SECURITY FOR TURKISH UNITS IN BOSNIAGeneral Ismail Hakki Karadayi yesterday gave assurances that Turkish security units soon to be deployed in Bosnia would be given maximum protection.On his return from a NATO meeting in Belgium, Karadayi held a press conference at Ankara Esenboga Airport and gave details about his visit. He said that Turkey would share in a new programme to restore Bosnia and that Turkish units would work within the framework of NATO plans for the region. In the meantime, Bosnian Foreign Minister Muhammed Sakirbey, has been in touch with the French Foreign Ministry to ensure that Turkey will be involved in the upcoming Paris conference where agreements prepared in the recent Dayton talks will be signed. /Hurriyet/
[09] ANKARA MAKING A MOVE IN BOSNIAEven while the ink on the Bosnia agreements is still wet, Ankara is making moves to be in on the start of initiatives to rebuild and restore the Bosnia region. With the December 24 elections in mind, Prime Minister Ciller made the most of her flying visit to Bosnia the other day, causing observers to note that her election campaign "began in Sarajevo."Apart from police units, it is reported that almost one thousand Turkish troops will be stationed in Bosnia as part of the NATO peace force being set up following the Dayton peace talks. Eximbank credit will be extended, and Ankara wants to get a share of the restoration of old monuments, buildings and mosques, the construction of hospitals and get a head start on the opening up of new business. /Cumhuriyet/
[10] FULL SUPPORT FROM US TO TURKEYUS Ambassador to Ankara, Marc Grossman, speaking yesterday at the opening of a "Commercial Communications Centre" attached to US Library facilities, said that the US fully supported Turkey economically, politically and socially. He added that Turkey's integrity, economy and democratic development was important in view of Turkey's position as a regional leading country. /Cumhuriyet/
[11] TURKISH AID FOR NAKHICHEVANTurkey is cooperating with Azerbaijan in the application of new economic and political models to advance the development of the autonomous region of Nakhichevan. Experts from Turkey have already studied ways of developing the agricultural potential of the region, and one of the first projects will be to increase sugar beet production.Because of the problems with Armenia, Turkey wants to open up new business and trade opportunities in Nakhichevan, including supermarket facilities and more imports from there. /Cumhuriyet/
[12] EIGHTEEN PKK MILITANTS KILLED, 24 CAUGHTEighteen militants of the PKK terrorist organization were killed and 24 captured during security operations in Diyarbakir and Istanbul. Officials from the Diyarbakir-based emergency rule region in the southeast said that nine militants, including three women, were killed in Tunceli's Nazimiye and Bingol's Yayladere district, five in Hakkari's Cukurca district, three in the Koruklukaya region of Sirnak's Guclukonak district and one in the rural area of Bitlis' Mutki district. Officials said that weapons of the militants were seized. A total of 19 militants were caught during military operations in Diyarbakir and four automatic rifles, four pistols, two hand grenades, a time bomb, micro cassettes and many banned pamphlets were seized. Five militants were caught in Istanbul, and 33 radios and a pistol were seized. Sixteen militants, previously caught in Diyarbakir, were formally arrested yesterday. Meanwhile, a group of PKK militants attacked the police housing facilities with rockets, injuring one woman and two children in Batman's Kozluk district. /Hurriyet/
[13] MORE LATIN AMERICAN TOURISTS FOR TURKEYThe Latin America Confederation of Tourist Organizations (COTAL), with 25 member countries, has opened a branch in Turkey. COTAL has about 20 branches around the world and is targeting global integration in the tourism industry in cooperation with the Associations of National Tourism Agencies. Ahmet Abaci, COTAL representative in Turkey, said their aim was to increase the number of Latin American tourists visiting Turkey.
