AUG. 11, 1998 DAY

LAKTASI - The president of Government of Republika Srpska /RS/ Milorad Dodik and U.S. Ambassador to B&H Richard Causlarich placed into operation the reconstructed bridge on the road Laktasi- Milosevac. By this bridge was established the shortest relation between Laktasi and Banja Luka.

BANJA LUKA - The president in Presidency of B&H Momcilo Krajisnik energetically rejected all accusations and insinuations related to killing of the deputy chief of Centre of Public Security /SCJ/ Serbian Sarajevo Srdjan Knezevic given in the announcement of the minister of Internal Affairs Milovan Stankovic. In the statement for Serbian Radio-TV Krajisnik said that in question is a simple hoax, i.e. that those claims are not coming from Stankovic but his mentors.

ROGATICA - The presidency of Organisation of veterans of RS sent from the session in Rogatica the ultimate demand to the state organs to publicly state, until August 20, the names of assassins who killed the deputy chief of CJB Serbian Sarajevo and legendary leader of "White Wolves" Srdjan Knezevic. The members of the Republican veteran organisation in the announcement forwarded to media demand the most severe punishment for the perpetrators of this perfidious crime, deeming that the shots into Knezevic are the shots into RS and its veterans.

BANJA LUKA - The president of Serbian Patriotic Party SPSRS and first vice- president of Coalition for RS Slavko Zupljanin thinks that the president of RS Biljana Plavsic committed "the political suicide by nominating for mandatory of Government Milorad Dodik". Zupljanin said that Mr. Dodik "leads a policy which target is definitive destruction of RS and its silent reintegration into unitary B&H".

BANJA LUKA - The member of the City Board of Serbian Democratic Party /GO SDS/ Banja Luka Mirko Banjac said in the Local Community Obilicevo that the only guarantee of survival of RS the victory of national and patriotic parties at the September's election. At the public tribune of SDS "Elections of Serbian future '98" he stated that "RS is more than ever endangered by the godless left coalition, which are continuing the destruction of RS and its reintegration into unitary B&H".

ZVORNIK - Municipal board /OO/ of Serbian People's Union /SNS/ Zvornik sharply condemned the murder of the deputy chief of CJB Serbian Sarajevo Srdjan Knezevic, assessing it as "the criminal act in the series of criminal attacks of the same people who are leading Srpska into crime and anarchy". Along with the demand to reveal as soon as possible the perpetrators of the crime, in the announcement from the last night's meeting of OO SNS Zvornik is expressed the fear that Knezevic "is not the last victim in the attempt of establishing unavoidable democratisation process in the country".

BANJA LUKA - The thousands of best sons of Serbian people gave their lives for the freedom of RS and nobody dare not play games with these victims - stated Nedeljko Djekanovic, the member of the Main Board /GO/ and president of Municipal Board of Serbian Democratic Party /SDS? of Kotor Varos at the tribune of the Banja Luka board of this party. the president of the City Board of SDS of Serbian Sarajevo Bosko Siljegovic accused at the last night's tribune the RS Government for, as he said, "destroying and attempt of liquidation of SDS as state-creating party".

PRIJEDOR - The vice-president of Radical Party of RS Goran Zmijanac thinks that the aim of taking of the list of candidates the leaders of Serbian Party of Krajina and Posavina and Serbian Democratic Party, Predrag Lazarevic and Slavko Zupljanin, "bringing the people with whom the international community can easily manipulate". Expressing, at the press conference in Prijedor, "the surprise with this move of OSCE and PEC", he called as "funny the statements of the representatives of international community about equal start positions of all participants in preelectoral campaign.

DOBOJ - The Railroads of RS /ZRS/ made a first contract with the enterprise outside of RS about the business cooperation and commercial transports in transit railroads in RS, and that is Kozjak prom, and in preparation is the contract with the Agency of integral transportation of Croatia. Besides that, according to this announcement, ZRS made an annual contract with "Incel Holding" from Banja Luka about transportation by the railroad and regulating mutual relations in the field of services.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic discussed in Banja Luka with the Ambassador of the Russian Federation to B&H Philip Philipovich Sidorski about the preparations of her visit and visit of RS premier Milorad Dodik to Russia, which should be realised before the September's elections. The president Plavsic talked with the Ambassador Sidorski about the going on situation in RS, general September's elections, implementation of Dayton Agreement and development of situation in Kosmet.

BANJA LUKA - The president of RS Government Milorad Dodik and American Ambassador to Sarajevo Richard Causlarich solemnly in Banja Luka, in the presence of RS President Biljana Plavsic, marked the beginning of works on reconstruction of the central heat system, the greatest project of American organisation for international development /USAID/ in RS. The president Plavsic marked today's celebrity as "another proof about how it could be lived with the world". "In September we have elections and it is of essential importance that you show by your votes that we shall never again be alone in the world, but also to think about whether today you live better than yesterday" said president Plavsic. Premier Dodik reminded that many activities of RS Government are directed towards improvement of standard and conditions of life, as in Banja Luka so in another cities of the Republic. He warned on the wave of terrorism and developed network of mafia acts", as well as on "attempts of reiterated return on the scene of those who was ruling before in these regions", what premier depicted as the desire for destabilisation of RS.

KOZARSKA DUBICA - The president of RS Government Milorad Dodik, American Ambassador to B&H Richard Causlarich and director of USAID Craig Buck marked in Kozarska Dubica the beginning of works on the repairing of the bridge on the river Una, which links Kozarska Dubica /RS/ with Croatia, and USAID will invest in this project 900,000 $US. According to Mr. Buck, the general contractor will be American structural corporation Parsons, and in realisation of the project will participate several local structural engineering enterprises. The works should be finished until the end of the year.

BRCKO - In Brcko has started the personal checkup of provisional electoral lists for elections in September - is confirmed for SRNA from the Local Electoral Commission /LEC/. In the centres which were opened in the seat of LEC in Court, local communities Grcica and Krajiski put and Culture Home in Razljevo all adult citizens could by insight into lists confirm their voting right and use this term for submitting claims if their name is not in list or if there is a need for any kind of correction.

PRIJEDOR - The LEC Prijedor has determined that in the voting lists for 1998, communicated by OSCE and LEC, is enrolled 2,061 voters less, out of which in the relation to last year's list is enlisted 1,285 voters less and omitted 776 voters registered this year. At the today's meeting of the representatives of LEC with the representatives of the political parties of this municipality was concluded that for the polling station in Gornji Orlovci is not forwarded the list of voters, so the 1,125 registered voters cannot vote.

BIJELJINA - The president of Bijeljina LEC Ljubomir Kitic stated for SRNA, after the meeting the members of this commission, that the provisional electoral lists for September's elections exhibited at eight most frequent places in Bijeljina. According to him, in this way the voters will easier find out is their name in the voting lists, and if it is not they can submit claims in the anticipated term for complaints and objection, which lasts until August 16.

BRCKO - The Socialistic Party SPRS come out at elections with winning spirit and message that it does not want unitarisation but strong, healthy, modern and on market oriented RS - stated for SRNA the chief of Electoral staff of socialists in Brcko Sinisa Kisic. "We wish to be equal entity, opened towards the world, in which will be respected the Laws of the country" - he added.

ZVORNIK - There is no written evidence that minister for refugees and displace persons Miladin Dragicevic, as at the local television had stated the representatives of Serbian Democratic Party /SDS/, gave a permission for return of Moslems into the village Klisa, near Zvornik - is said in the announcement of municipal board /OO/ of SPRS. The president of Presidency of SDS Dragan Kalinic, the first on the list for Parliamentary Assembly of B&H Mirko Banjac and president of OO SDS Zvornik Stevo Radic tried by their claims to discredit the minister Dragicevic - assesses OO SPRS.

BANJA LUKA - The strategic goals of SPRS are return of Serbs into Glamoc, Drvar and Grahovo, and after that into Croatia, stated at the press conference in Banja Luka the spokesman of that party Igor Radojcic. Radojcic stressed that Serbs in these regions were always the majority, and that their return is in accordance with Dayton Agreement and international law which guarantees the inalienable private property rights.

BANJA LUKA - The party of Independent Social Democrats /SNSD/ of RS sharply condemns the murder of deputy chief of CJB /centre of public security/ Srpsko Sarajevo Srdjan Knezevic, accusing "part of Serbian Democratic Party /SDS/" that it creates the chaotic situation before elections. The secretary general of the party Nenad Bastinac said at the press conference in Banja Luka that "one part of Serbian Democratic Party /SDS/" which, as he stated, "until now dealt with the mafia jobs, had decided to make chaos before elections".

BANJA LUKA - The delegate in the National Assembly of RS Borivoje Sendic condemned the announcement of the Interior minister Milovan Stankovic that he will refuse the police escort for president in Presidency of B&H from RS Momcilo Krajisnik. Sendic warned in the statement for Banja Luka radio "St. George" that RS, as he said, "lead by the government at which head is Milorad Dodik, is coming into the time of anarchy and horrible countdown with the political non-like-minded persons.

BIJELJINA - The president of Electoral staff of OO SP Bijeljina Miodrag Stankovic announced that the basic task of this staff in the next period will be contact with electorate through the public tribunes. At the press conference in Bijeljina he explained that in the Culture Home and National Library will be held the total of six public tribunes, at which should participate the leading persons of SP RS - Zivko Radisic, Dragutin Ilic, Petar Djokic and Miladin Dragicevic.

BANJA LUKA - The president of Serbian Coalition for RS and president of the Party of Krajina and Posavina /SSK&P/ Predrag Lazarevic assessed his and Slavko Zupljanin's taking off the list for RS Parliament "as good, because now is clear which interests defends the Electoral appealing commission of OSCE". "I think that any punishment in pre-electoral campaign represent taming and undemocratic act, so in that way I accepted this taking of the list for RS National assembly" -stressed Lazarevic in the public announcement.

PRIJEDOR - The explanation for taking of the list of the delegates Predrag Lazarevic and Slavko Zupljanin is unfounded, and the objective of this act of international community is to place on certain posts people with whom they can manipulate - said Branko Latinovic, the candidate of Serbian Coalition for RS for vice-president of RS.

SARAJEVO - The security situation in Mid-Bosnian Canton is being worsened, because Croats keep encompassed the settlement Gracice in the municipality Vitez, while Moslems blocked the regional road Zenica-Vitez, report the independent media in Federation B&H /FB&H/. Moslem refugees, which already four days hold barricades in the settlement Cairdas, have threatened that they will not un-block the road until Croats allow them return into Gracice.

BANJA LUKA - The president of Main Board and first on list of Social- Democrats /SD/ of B&H for Council of Representatives of the Parliamentary assembly of B&H Sejfudin Tokic sharply condemned the series of terroristic acts in both entities of B&H, as well as the last murdering of deputy chief of CJB Serbian Sarajevo Srdjan Knezevic. tokic stressed at the press conference in Banja Luka that this is "obvious example that in pre- electoral campaign there exist forces which would like to keep status quo in national homogenisation or to return to the pre-war state, what is fatal and must be prevented urgently".

SARAJEVO - The spokesman of OSCE Nicol Schulz categorically denied the allegations of media that this organisation directly finances the pre- electoral campaign of particular political parties and independent candidates. "We do not give cash to anyone", she said categorically, adding that OSCE helps parties and independent candidates in another ways - by producing leaflets, brochures, organising tribunes and similar.

SARAJEVO - The UN spokesman in sarajevo Alexander Ivanko stated for SRNA that IPTF believes that Blagoje Tomic /1907/, Serbian refugee from Visoko , who was found on July 27 killed on his son's grave in Ilijas, committed suicide. Ivanko said that IPTF monitored the investigation of FB&H police and that on his body was found one knife stab, the evidence of violence was not found and besides him was found farewell message by which he informs family about the decision to commit suicide.

BANJA LUKA - The spokesman of Office of OSCE in Banja Luka Paul Hockins announced at the press conference that for 151,000 voters - refugees from B&H who live worldwide - were sent the ballots and that the deadline for returning filled ballots is August 14. Hockins added that refugees from B&H who are in FR Yugoslavia and Croatia will vote on August 12 and 13.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic talked in Banja Luka with the representatives of the greatest world companies for gas and crude oil "Chioda" and "Iwatany" from Japan about the reconstruction of refineries in Serbian Brod and Modrica, as well as revitalisation of similar industrial capacities in RS. In Japan economic delegation were the general managers of companies Iwatany Toshio Horikawa and Chioda Giniroh Fujima, and the m,ember of Steering Board of Iwatany Isao Micami, who told reporters that in accordance with talks which recently premier Milorad Dodik had lead in Japan this companies will determine the priorities in reconstruction of crude oil and similar plants in RS.

BANJA LUKA - The president of Government of RS Milorad Dodik talked with the Ambassador of Russian Federation to B&H Philip Philipovich Sidorski about the current situation in RS and impending elections. "Besides this with Mr. Dodik I talked about the bilateral relations of two states" - said Sidorski after the meeting. He added that today he talked also about the situation in Kosmet and about visits of RS president BIljana Plavsic and Milorad Dodik to Moscow at the beginning of September.

SAMAC - The Defence minister of RS general Manojlo Milovanovic and representatives of "Hranaproduct" /food-product/ agreed that this factory for processing milk, fruits and vegetables will supply with its products units of the Third Corpse of Army of RS /VRS/. Minister Milovanovic, the representatives of municipal authorities in Samac and chiefs of parliamentary parties talked about the property-legal issues related to forming the garrison of VRS in this municipality. In the statement for SRNA as the special theme of today's talks with the municipal leadership he stressed unsolved issue of demarcation of the territory with Federation B&H /FB&H/ in the area of village Ostra Luka, in the municipality Orasje, and part of territory near the railroad bridge in Samac.

BANJA LUKA - The president of the Presidency of Serbian Democratic Party /SDS/ Dragan Kalinic and his deputy Dragan Cavic decided in Banja Luka that this party should temporarily stop its participation in the pre-electoral campaign for next September's elections. At the urgently convened press conference Cavic as the chief of Electoral staff of SDS for tomorrow has announced the extraordinary session of the Main Board of this Party, because, as he said, "the security and political conditions for delegates and activists of this party is worsened, especially in the region of Serbian Sarajevo". "We demand from OSCE and RS Government to guarantee full security and in all aspects equal treatment of SDS and other patriotic parties in the time of campaign" - stressed Kalinic and announced the urgent receiving of the representatives of this party by presiding of Provisional Electoral Commission Robert Berry and president of RS Government Milorad Dodik.

PRISTINA - After the taking into position Malesevo and searching the terrain police in this place found the documentation of self-styled Liberation Army of Kosovo with lists of its members, films and pictures - learns SRNA. It is expected that on the basis of these documents will be performed numerous arresting of terrorists of so called Liberation Army of Kosovo.

PRISTINA - One Albanian terrorist was killed, and one wounded last night while attempting to cross Yugoslavian-Albanian border in the region of Karaula- Learns SRNA from the representatives of local authorities in Djakovica. According to them, a group of terrorists tried smuggle from Albania into Yugoslavia a certain quantity of infantry weapons and warned by the border organ opened fire from machine guns on what border guardians responded.

PRISTINA - Almost every day we have calls from the villages from people who want to give weapons to state and military organs, given to them by the terrorists of KLA /self-styled Liberation Army of Kosovo/, under the threat that they will exterminate their family and all their property, stated for SRNA Momcilo Stanijkovic the president of municipal assembly of Djakovica. According to him, until now the weapons gave Albanians from eight villages from Djakovica municipality.

VIENNA - The Association of Yugoslavian citizens in Vienna most vigorously protested against reports about the crisis in Kosovo, published in one brochure by the organisation amnesty International, representing Serbs as aggressors in their own country, and albanians as innocent victims. "Your purpose comparison of the situation in Kosovo with the war in B&H is inappropriate, but if you wish comparison, then we must remind you on the destiny of 200,000 Serbs from Croatia whoa are still today homeless, while you in the forests of Kosmet are searching for Albanian refugees" - is stressed in the protest signed by the president of this Association Lazar Bilanovic.

AUG. 11, 1998 EVENING

BANJA LUKA - The president of Government of Republika Srpska /RS/ Milorad Dodik talked in Banja Luka with the delegation of Japanese economists about the realisation of aid which Japanese Government has approved for RS during Dodik's visit to Japan a month ago. "The Japanese companies expressed the readiness to help to RS Government in creating programmes of revitalisation of energetic system, especially in refineries in Serbian Brod and Modrica, but also another similar plants in RS" - stated to reporters the counsellor of the president of Government for relations with Japan Zoran Jovanovic and added that Japanese Government for these programmes this year approved to RS and Federation B&H 120 million dollars.

BANJA LUKA - The World Bank has significantly raised the level of credits for RS and in last nine months credits to B&H were shared equally - half RS, half FB&H - so the situation is now essentially different than the one before coming new Government of RS, when only two percent of credits was given to RS. This stated in Banja Luka the deputy director of mission of World Bank Samya Mitra after talks with president of RS Government Milorad Dodik. While promising continuation of the strong support to the policy of RS Government, Mitra stressed that "the World Bank expects that RS Government will continue commenced policy of reforms".

BANJA LUKA - The Serbian Radical Party /SRS/ warned that in last several months in RS was registered the high level of general insecurity of citizens and their rights and lives. In the announcement of SRS is stressed that "state organs of RS are violating the law and for realisation of illegal decisions they are using police, which shows that we are witnesses of the classic state terrorism, conducted along with assistance of some international organisations". Serbian radicals are making their efforts "that all state organs in RS work in accordance with the law and Constitution of the state, and that is primarily related to justice and MUP of RS, where the responsibility for done must bear the highest state organs - from the president of Republic, over president of Government to the member in the presidency of B&H from RS."

PRISTINA - Six policemen was injured in the attacks of Albanian terrorists at the police checkpoints near the village Prilep, Rastavica and Glodjani on the road Decani-Djakovica - learns SRNA from the representatives of local authorities in Djakovica. The police responded at these attacks with counteraction which is underway and which primary objective is neutralising the mortar shell bases, sniper nests and strongholds of Albanian terrorists.

GLOGOVAC - In Glogovac started with work the special department which will take care about accommodation and humanitarian problems of fled Albanians who are returning to their homes - announced Media centre in Pristina. The department will act will already existing local authorities.
