AUG. 8, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The minister counsellor in the Ministry of Foreign Affairs of B&H and member of Work Group for coordination of jobs abroad Gordan Milinic stated that the OSCE Centre in Vienna on August 5 started with sending envelopes with voting ballots for September's elections in B&H to the addresses into 53 states worldwide. In the statement for SRNA Milinic stressed that the voting ballots should in next three days be sent to all voters abroad, and that OSCE Centre demands immediately voting at the acceptance of ballots in order to send them back as soon as possible to Vienna.

PODGORICA - The director of the Directorate of Serbian Democratic Party /SDS/ of Montenegro Dragan Markovic was dissolved from duty because, as stated in the explanation of this decision, obstinate work and breaching Statute of the party. In the resolution forwarded to SRNA, signed by president of SDS of Montenegro Novica Vojinovic is stated that Markovic "without knowledge and permission of the president of party tried to frozen work of the party proclaiming two summer months for the annual vacation of staff o the party".

BANJA LUKA - After the meeting with the president of Republika Srpska /RS/ Biljana Plavsic the supervisor for Brcko Robert Farrand stated that in this city only destroyed and uninhabited houses are being marked and categorically claimed that dislodging Serbs who have nowhere to go "neither was nor will be". Farrand warned that, if somebody has proofs about dislodging Serbs settled in Brcko, he should inform about that his Office. Talking about Sarajevo Serbs settled in Brcko, of which small number has expressed the desire for return, Farrand said that on the basis of Dayton Agreement nobody can be forced on return.

BANJA LUKA - All refugees will be provided with possibility to freely express the wish where to live - stated in Banja Luka the president of National Assembly of RS Petar Djokic. Noting that with Mr. Farrand he talked about the issues of implementation of Additional Arbitrage decision, Djokic confirmed that they talked also about the incidents which happened in particular regions, where temporarily the houses of those persons who said that they want to return to them, are being marked.

BANJA LUKA - The president of National assembly of RS Petar Djokic confirmed that the regular session of the National Assembly, scheduled for August 13, will be prolonged. Djokic stressed that he has got the official request sent three days before by the delegates of the Serbian Democratic and Serbian Radical Party for holding extraordinary session of the National Assembly. "There exist the certain kind of obligations towards that initiative, and we shall probably first have extraordinary session, according to the Rules of Procedure of the National Assembly of RS", said Djokic.

TREBINJE - The minister of education of RS Nenad Suzic and representatives of USAID have signed in Trebinje the project of establishing 100 children playing facilities in 21 municipality of eastern part of RS, which will be financed by USAID with 500,000 $US, and implemented by the American humanitarian organisation "Save the children". The ceremony was attended by the president of the Government of RS Milorad Dodik, US Ambassador to B&H Richard Causlarich and director of the Mission USAID Craig Buck.

PRIJEDOR - The coffin with the posthumous remains of Dr. Milan Kovacevic was carried at 16,00 h by helicopter of Army of RS /VRS/ from the Belgrade's aerodrome to the plateau in front of the Prijedor hospital, where it was met by the employees in the General hospital and numerous citizens. In the retinue of postmortem remains were his son Ljubomir, brother Bogdan and physician who was present at the autopsy in Hague, Zeljko Karan MD. The body was transported into the apartment of passed away, where requiem will be held, and at 20,00 h the coffin will be exhibited in the house of municipal assembly in order to enable numerous citizens to pay respect by walking behind it.

SARAJEVO - The liquidator of the National Bank /NB/ of B&H William Dudley accused at the press conference in federal part of Sarajevo the Institute for payment system /ZPP/ of the Federation of B&H /FB&H/ that it still ignoring the instructions of the Service for consultation on freezing depositing activities of NBB&H. According to the instruction of the Service from July 16, 1998, ZPP had to stop further depositing or withdrawal resources from the accounts of depositors of NB, but the general director of ZPP Maruf Burnazovic did not react at the instruction, with an excuse that the Finance minister of B&H Drago Bilandzija had assessed that it is void. The liquidator is worried with the fact that the activities of ZPP have brought almost 19,500 nongovernmental depositors into much greater risk from loosing or delay in receiving of resources.

BANJA LUKA - The spokesman of the Office of international representative in Banja Luka Duncan Boulivant has announced forming the joint commission for media in B&H with the seat in Sarajevo, which will be composed from the experts for media from RS and FB&H. At the press conference in Banja Luka he said that this commission will have the coordinating role and that in both entities will exist the regional offices.

SARAJEVO - The TV network OBN is widening the correspondent network in B&H, by opening another seven TV stations in FB&H and three stations and two correspondent agencies in RS. In the announcement is stressed that OBN is planning to set up technical and production equipment in next 10 days, what "will provide the greater potential in collecting news and information about the current events". In this way, according to the announcement, will be increased the coverage the territory of B&H with the signal of OBN from current 60 to more than 80%.

STOLAC - The chief of the law enforcement in Stolac Zdenko Gloza was replaced under the pressure of the international community, because in this city, which is under the Croatian control, until now were not found the perpetrators of the terroristic acts against Moslem property. As federal media report, in Stolac in last several months by planting mines or arson completely were destroyed 39 abandoned Moslem houses, and no one perpetrator was discovered.

MOSTAR - The policemen Croatian nationals from the police station in Travnik will return at job when from their building go out the organisational unit of secret Bosniak's police AID - is the conclusion of more hours lasting meeting in Nova Bila, held at the request of the SFOR commander for B&H general Eric Shinseki, who yesterday visited Travnik. The meeting was attended also by the county minister of internal affairs Enes Handzic, his deputy Fabijan Trbara, high officials of the federal MUP Avdo Panjeta and Vinko Letica, the representatives of SFOR, with major Folk at he head, and IPTF, represented by the regional chief in Banja Luka major Meng - report the Croatian Radio Herceg-Bosna.

SRBAC - The representatives of USAID's Project for privatisation of media from Sarajevo have informed the leadership of Public state enterprise Radio Srbac about the details of model of privatisation of media in B&H. Claudio Wiolando, who lead the delegation of USAID, stressed that in the particularly specific conditions are just municipal radio stations which are at the crossroad between the state and market.

SIPOVO - In Sipovo has started the three days seminar of International bureau for humanitarian issues /IBHI/ "The initiative opened cities", with the topic of repatriation and return of refugees and displaced persons. On the second day of seminar will be talked about reconstruction, rehabilitation and role of organs of authorities, and about management and programme of micro credits in B&H, and on third day about human rights and civil society.

TREBINJE - The president of Government of Republika Srpska /RS/ Milorad Dodik stressed in Trebinje that realisation of the project Buk Bijela, finishing of works on the road Trebinje - Herceg Novi, relocation of Power Utility of RS into Trebinje and regulation water supplying for Trebinje and other municipalities in Herzegovina only some of the jobs started and realised by the Government of RS. At the press conference of the Party of Independent Social-democrats /SNSD/ he stressed that the basic commitment of this party is richness and prosperity of RS, which will be opened towards the world. Stressing that all that Government is doing serves exclusively for the wellbeing of citizens of Srpska, Dodik stressed that all the problems that this government found must be seen, adding that until now was done very much indeed to improve the general situation in Srpska.

PRIJEDOR - The funeral of Dr. Milan Kovacevic, who recently died in the prison Scheweningen in Hague, will be done tomorrow at 14,30 h at the cemetery Sotonica in Bozici, birth place of passed away Kovacevic. The coffin with the body of Dr. Kovacevic is laid down at 19,00 h in front of the building of municipal assembly in Prijedor, where in the presence of family, friends and local officials was paid respect to him. The citizens of Prijedor will passing by his coffin paid last respect to their fellow citizen.

BANJA LUKA - The president of the National Assembly of RS Petar Djokic sent the condolence telegram to Ljubica Kovacevic on the occasion of recent death of her husband Milan in prison Scheweningen in Hague. " On the occasion of the death of your husband, dear doctor and great humanist, passed away in prison of the Hague Tribunal, in my name and the name of National Assembly of RS accept our sincere condolence" - is said in the telegram.

BELGRADE - The federal minister of Justice ZOran Knezevic has sent the protest to the president of the Hague Tribunal Gabriela Kirk McDonald because of death of Dr. Milan Kovacevic, which followed after the lack of untimely and inadequate medical care. In the announcement of the Federal Secretariat for information is stated that "Hague Tribunal can not evade the responsibility for the death of detainee, whether it was the consequence of suicide or untimely and inadequate medical care".

SOKOLAC 0 The director of the Direction of the Serbian Democratic Party /SDS? and president of municipal board of SDS Sokolac Milovan Bjelica claims that the order for his arresting, as well as the arresting of Veljko Borovina and Predrag Bartula signed the chief of Centre of Public Security Brcko, who for that did not have the authorisation. Municipal assembly of Sokolac will demand from the National assembly of RS to give its opinion about the document on the basis of which the arresting was done, and if it would be determined that it is not in accordance with the law, municipal assembly will demand the responsibility of persons which participated in the action.

BELGRADE - The expert for terrorism Radoslav Gacinovic thinks that in Kosovo and Metohija is present the internal terrorism. "That internal terrorism is dangerous, frequently most dangerous, because it lasts while its objectives are not realised, or roots destroyed" - said Gacinovic for SRNA.

BANJA LUKA - The international commission for media /IMC/, formed on August 5, by the Decision of High representative for B&H, published the names of the members of the Council and Board for implementation - president of the Council is Fremute Dave, vice-president Clair Malholand and members Srdjan Dizdarevic, Brian Fonts, Mehmed Husic, Bozo Matic and Branko Peric. The general director of this independent commission Christer Telin stated that it deserves congratulations, since it provided successfully the extraordinarily qualitative members of the Council, what will enable it for free, fair and impartial media in B&H.
