BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic and premier Milorad Dodik have congratulated to the French Ambassador in B&H Ives Gaudel July 14 - the National Holiday of France. While thanking to the president and premier of RS for coming to the festivity, for the first time organised in Banja Luka, Gaudel has reminded that "14. July is the greatest French holiday and significant date for whole Europe, because by fall of the Bastille was realised the freedom and democracy which still today has significance in Europe, so and in RS."

BIJELJINA - The president of Republika Srpska /RS/ Biljana Plavsic visited the seat of the Zvornik - Tuzla region of the eparchy in Bijeljina and with his Holy Highness bishop Vasilije talked about building new monastery complex and church facilities in this eparchy. "I have talked with the bishop Vasilije about building religious objects in the region of Zvornik- Tuzla eparchy and life of the people in this region. The best are the contacts of the people with the priests and I appreciate very much the information which I am getting from these contacts", said president Plavsic.

BRCKO - The president of the National Assembly of RS Petar Djokic announced during the first official visit to Brcko the activities of the Government and other institutions of RS on assuring the permanent accommodation of refugees and displaced persons in this region. "The Assembly has adopted at the last session the Amendments and supplements of the Law on building lands, by which the conditions were created for granting in Brcko, as well as other places, the building, city, fallow lands for refugees and displaced persons which want to build housing objects and permanently remain in these regions", stated DJokic for SRNA.

BRCKO - At the locality of Bukvik near Brcko will be finished the exhumation of the post mortem remains of Serbs killed in September 1992, in the framework of which until now was found 35 out of 65 missing bodies. The president of the local Association for mission persons Milorad Zimonjic stated for SRNA that at 20 localities, marked Serbs who had survived, were found all missing bodies, although at two places current users of agricultural lands in Federation B&H have removed the graves on their own initiative.

BRCKO - The Local Electoral Commission /LEC/ in Brcko from July 16 is working on determination of polling stations in the region of this municipality, and from the Provisional electoral commission /LEC/ is still waiting for the permission to open in this city 29 polling stations instead of the now 20, for September's election. The president of LEC in Brcko Slobodan Zobenica has confirmed for SRNA that the lists of settlements in the region of Brcko municipality, forwarded from Banja Luka and Sarajevo are different significantly and that it is expected that next week this problem will be solved in the seat of PEC.

BRCKO - By the order on ban for replacement of staff which have left parties which had appointed them on the posts, the supervisor for Brcko Robert Farrand has shown that he is not working on the development of democracy in this city, but he wants directly or indirectly to establish absolute authority, is stressed in the announcement of the Municipal Board of the Serbian Democratic Party of Brcko. According to the announcement forwarded to SRNA, "the decision represents another proof that Farrand's Office is immediately working on destroying parties which did not want to be at his disposal as the direct performers, and by favouring the subjected parties".

BELGRADE - The refugees and displaced persons from B&H will be able to submit the applications for return and compensation of the property and after the October 1998, when expires the deadline which the Government of the Federation B&H has determined as the ultimate - was announced for SRNA by the Commissioner Office for refugees in Serbia. They have confirmed that the Office of the Commission in Belgrade will be opened at the end of August, latest at the beginning of September, and as the reason for delay in its opening they stated the lack of staff and premises.

PRISTINA - The Albanian terrorists on July 15 twice have attacked the facilities of the mine Trepca and Ministry of Internal Affairs of Serbia in Stari Trg, not far from Kosovska Mitrovica - learns SRNA from the representatives of the local authorities. The attacks were performed around 23,00 and 01,30 h, and the police and security workers in the mine have responded at the fire and dispersed the terrorists.

SOKOLAC - The president of Republika Srpska /RS/ Biljana Plavsic has stated during the visit to the Refugees' accommodation centre in Sokolac that the priority of the Government and Ministry for refugees and displaced persons of RS dismantling the collective refugees centres, in which was accommodated 7,000 people. For the realisation of this project, according to president Plavsic, is needed about 45 millions of DEM. She mentioned that the centres will be dismantled one by one and that until the end of the year a major part of this jobs will be finished. Warning on the fact that international humanitarian organisations have limited the delivery of aid to these centres, Mrs. Plavsic has assessed that it is not humane and that the aid is needed until the ceasing of existence of the collective centres.

VLASENICA - The president of RS Biljana Plavsic has visited Vlasenica, where she delivered to the Board of families of killed veterans of the Municipal organisation the check amounting 100,000 dinars, with the desire that this money be spent for assistance families most in need from all categories of population. President Plavsic previously met the presidents of Municipal assembly /SO/ and Executive board /IO/ of SO of Vlasenica Stanimir Reljic and Savo Celikovic, who informed he about the situation in the municipality, with the special accent on the social problems of the families of killed veterans and refugees.

MILICI - Because of the lack of conditions for normal functioning of the administration in municipality Milici president of RS Biljana Plavsic has brought the decision that SO and IO temporarily break the work and that their job perform the Presidency. "The agency of the municipality Milici is performing the orders of National Assembly, the president of Republic, republican state organs and performs the jobs from the competence of SO and IO" - is stated in the text of the decision forwarded to media from the Cabinet of president of the Republics.

SARAJEVO - The president in the Presidency of B&H from RS Momcilo Krajisnik has stated during the talks with the Ambassador Franz Parak that RS wants to be integral part of Europe and stressed the necessity of reiterated establishing the economic cooperation with the countries of EU, broken because of the war. Krajisnik received Mr. Parak, new chief of European Monitoring Mission for the former Yugoslavia, in Pale in the courtesy visit - was stated for SRNA from the Cabinet of president Krajisnik. The talks were assessed as cordial and friendly, and the topic was the current situation in RS and FB&H, as well as the impending September's elections.

BRCKO - The vice-president of RS Government Ostoja Kremenovic has stated that in the field of return of refugees and displaced persons Dayton Agreement is being most consistently implemented in Brcko, what shows that the government has firmly committed to implement laws and regulations in the whole country, as well as the obligations taken over by the international treaties". After the six regular session of the Governmental commission for the matters of the arbitration in the region of Brcko Kremenovic has announced that the programme of return of refugees into this region, in the form of official document be considered at the next session of the COmmission, until when all the necessary data should be completed.

BRCKO - At the meeting of the representatives of ten municipalities of RS in Brcko was decided to be established the Initiative Board for forming the Council of municipalities and cities of RS, and for the coordinator of the Board was elected the mayor of Brcko Borko Reljic. The session was presided by the president of Government of RS Ostoja Kremenovic, who stressed that the Government is giving the unreserved support to this initiative and from the association expects the contribution to the further development of the local community and democratisation of the society in RS.

BANJA LUKA - The president of the Associations of Syndicates of RS Cedo Volas and vice-president of the Government Tihomir GLigoric have signed in Banja Luka the Protocol on Agreement, reached four days ago by the Government and Syndicate, that the lowest labour price in the Republic be raised from 40 to 60 convertible marks /KM/. "This price will be effective only for August this year, because the General Council of the Association of Syndicates has adopted the resolution yesterday by which was anticipated that the lowest price of work until the end of the year shall be 100 KM", stressed Volas.

BANJA LUKA - The privatisation in B&H is necessary but also very sensitive process and because of that the ownership transformation of capital in this region cannot be performed for two years, as anticipated by the laws, was concluded at the round table on this topic, which was held in Banja Luka in the organisation of the German foundation "Fridrich Ebert" , the experts for economic and legal sciences, the directors of some Banja Luka enterprises, the representatives of the German foundation, USAID and guests from Sarajevo have agreed that at citizens of RS and Federation B&H exist the general commitment for privatisation, market economy and development of the democratic, pluralistic society.

SARAJEVO - The Protocol on procedure for organised return of refugees and displaced persons, signed by RS and Republic of Croatia, has constitutional shortages, as lack of competence of respective Parties to conclude such an agreement - assessed the High Representative Carlos Westendorp. In the announcement forwarded to SRNA Westendorp stated that "according to the Article 3 of the Constitution of B&H and Annex 7 of the General Framework Agreement, the return of refugees and displaced persons is in competence of the joint institutions, and that such an agreement should be concluded between B&H, and not with one of its entities".

SARAJEVO - The president of Republika Srpska /RS/ Biljana Plavsic visited in Pale the premises of the Centre of Public Security /CJB/ Sarajevo and with the representatives of the Centre talked behind the closed doors. After that president of RS has met the municipal officials of the Serbian People's Union /SNS/.

SARAJEVO - The Council of Ministers of B&H in the federal part of Sarajevo, in the framework of the discussion about the implementation of the Law on Council of Ministers, reached the agreement about the allocation of the remaining posts in the Ministry of Foreign Affairs /MIP/. The co-presiding of the Council of Ministers Boro Bosic said that the members of the Council in the framework of this item of agenda talked also about the organisation of the work of each ministry, and there was agreed that this part of the problem should be solved at the next meeting, in order to enable employees to work normally. During the part of the session about the preparations for talks with the Paris club of creditors, which should be held in Paris on July 23 t- 24, was concluded that the Council of Ministers has undertaken a series of activities, starting with the visit and talks with the president of that club in Paris to the series of bilateral relations with the representatives of the main creditors, comprised of the member states of the group G&, Sweden, Austria and Switzerland.

SARAJEVO - The Council of Ministers in last two months has intensively worked on the issues of stand by arrangement with IMF, which is the prerequisite for settlement of debts with the Parisian club of creditors, stated the vice-presiding of the Council of Ministers of B&H Neven Tomic, adding that B&H debt towards the Paris club amounts 650,000 $US. After the session of the Council of Ministers he stressed that everything has to be done in order to realise the arrangement for B&H during the talks in Paris. Tomic has pointed out on the fact that a great part of the job is done, because previously was necessary to determine the real debts between B&H and these creditors, because of lost documentation and impossibility of access, because that was directed through the National Bank of Yugoslavia.

SARAJEVO - The liquidator of the National Bank of B&H William Dudley has announced that from today are frozen all deposits of this bank, deposited in the Institution for payment system of the Federation B&H, what includes the deposits of 9,000 governmental bodies in B&H and 19,000 non- governmental organisations - was announced for SRNA from the Office for public relations of the Central Bank of B&H.

NEW YORK - The UN Security Council has unanimously adopted the Resolution 1184 on forming the Programme for monitoring the legal and judicial system in B&H. The president of the Security Council Russian Ambassador Sergey Lavrov said that by this was supported the requirement of the Secretary General Koffi Annan that UN should assist the programme of the legal reform in B&H.

SARAJEVO - The presidency of the Serbian Democratic Party /SDS? most vigorously has condemned and assessed as the unconstitutional the decision of the president of RS about the temporary stoppage of work of the municipal assembly /SO/ Milici and forming the Agency for this municipality. "This is second time that president of the Republic during her mandate brings unconstitutional decisions about dissolving parliament -first National Assembly of RS, and now municipal assembly", is said in the announcement from the Cabinet of the president of the Presidency of SDS Dragan Kalinic. In the announcement is noted that RS Constitution do not anticipate the possibility of dissolving the municipal assembly, except in case of war or immediate war threat, and that the agency could be formed only for the municipalities which completely or partly entered into the composition of Federation B&H.

KOTOR VAROS - The president of the Serbian Patriotic Party /SPAS/ Slavko Zupljanin has assessed in Kotor Varos that RS is in danger and expressed the hope that "Serbian people will by voting for national and patriotic parties save RS from integrating into unitary B&H". In the statement for SRNA Zupljanin sharply criticised RS Government, and its president called as "political failure which can be very expensive for RS".

BIJELJINA - The executive board of the Democratic Party /DS/ of RS has nominated Zoran Sarenac for the president of the Municipal board /OO/ of this party in Milici, while for the former president of Vlasenica board of DSRS Cedo Madzarevic was relieved from the duty.

SARAJEVO - The senior official for the democratisation in Sokolac Regional Centre of OSCE Jerom de Fris assessed that in last 15 days of work in serbian Sarajevo was noted the weak interest of the political parties for the logistic services of the Centre. At the press conference of the Centre for providing assistance to the political parties and independent candidates in the organisation of OSCE, held in Serbian Sarajevo in the presence of the representatives of the political parties, De Fris talked about the services and programme of work of the Centre.

DOBOJ - The coordinator for the cooperation of EU and Nordic-Polish brigade of SFOR Norwegian major Stajk Brauter confirmed in Doboj that EU until the further notice has stopped the performance of 72 approved projects in the zone of responsibility of this brigade. As the reason of ceasing the works, as in RS so in the federation B&H major Brauter has stated the movement of the Office of EU from Brussels to Sarajevo, what will, according to him, contribute to the faster and more qualitative performance of approved credits.

DOBOJ - Press officer of the HQ of Nordic Polish brigade of SFOR from Doboj Sjak Hayam stated in Parnica, ten kilometres north from Doboj, in Federation B&H, where is presented the procedure of mine clearance, that this is one of the most important tasks of this brigade. "The action of mine clearance by the modern procedure, which has started at 11 mine fields in the zone of responsibility of this brigade of SFOR, the brigade supports fully, because by that is for local inhabitants 99,7% created security for cultivation of fields", said Hayam.

SRBINJE - In the international Youth media centre in the hotel "Zelengora" in Srbinje was held the lecture about the dangers from the mine-explosive devices, at which the present citizens and pupils were warned that the greatest number of accidents caused by the explosions of remaining mines happened in March, April and May. the lecturer Bojan Vukovic the expert associate of the Centre for mine clearance and protection from mines /Mine Action Centre/ from Banja Luka, said that the number of accidents in the spring time increased because more frequent going in fields and forest for performing spring works.
