NEWS REVIEW, REPUBLIKA SRPSKA

TOKYO - The president of the Government of Republika Srpska /RS/ Milorad Dodik is in the more days visit to Japan in the framework of which he has met with the numerous high officials of this country and the representatives of big companies. Dodik has talked with the officials of the Japanese Ministry of Foreign Affairs, who has expressed the contentment with the reached results of RS Government and expressed the readiness to continue the support to its work. After the visit to the Japanese Capital, it was planned to visit Hiroshima and old tsar's capital Kyodo.

SARAJEVO - The president of the Presidency of Serbian Democratic Party /SDS/ Dragan Kalinic stated last night that this party is strongest opposition party is ascending, thanks to the work of the Club of delegates of SDS in the National Assembly which, together with the radical delegates struggles for survival of RS. In the programming of the Channel S Kalinic stressed that the resignation of Mr. Aleksa Buha is a great surprise, because his merits are certain as the founder of SDS, who in one delicate and difficult moment for the party has taken over its leadership. The vice- president of the Presidency of SDS Dragan Cavic reminded that this body has 11 members, reputable cadres with much political and moral authority, which work in the greatest possible extent was harmonised.

VIENNA - The requirement for enrolment into the voting lists in OSCE centre in Vienna until today submitted 15,280 persons who will vote at the September's elections in RS and Federation B&H in absentia - stated for SRNA the minister counsellor in the Ministry of Foreign Affairs of the Council of Ministers of B&H Gordan Milinic. He has confirmed that the newest data about enlisting voters in the voting lists of OSCE centre in Vienna clearly show the weak interest of citizens for next elections and assessed that perhaps one of the reasons is their return to the fatherland. The representative of RS has reminded that voting in absentia will last from August 5 until September 13 and explained that OSCE will sent to the registered voters until then the ballots which they must fulfil and return as soon as possible to Vienna.

AMSTERDAM - Slavko Dokmanovic did not hang in Hague's prison cell, but he killed himself by the electric current - claims the priest of the Dutch eparchy of Serbian Orthodox Church SPC Dojcilo Vlajkovic, the priest of Serbs detained in Hague, who yesterday was in the prison's unit, held the requiem and talked with the rest of imprisoned Serbs. "I have learned that there is the indication that Dokmanovic has killed himself with the electricity. In the same moment the electric current was cut off in that part of prison.

SOPHIA - There is no chance to impose the new embargo against FR Yugoslavia /FRY/ -stated the Ambassador of U.S.A. to Bulgaria Mrs. Avis Bowln after the talks with the U.S. ambassador to UN Richard Holbrooke. according to her, Holbrooke has persuaded her that imposing embargo against FRY is not the aim of Contact Group.

VIENNA - If the attempt to persuade president of FRY Slobodan Milosevic to stop applying force in Kosovo fails, the international community through UN must adopt the resolutions by which it would act in that region on creating peace - stated the Austrian chancellor Viktor Klima. In the last night's special programming "Daily news" on the Austrian TV on the occasion of taking over the post of presiding of EU stressed that international community, EU and NATO have "well thought-out plan for acting".

SARAJEVO - The Secretary General of NATO Javier Solana has arrived in the federal part of Sarajevo, where he should participate at the seminary about the role of this military alliance. At the seminary, which aim is to inform citizens of B&H about the Atlantic Treaty out of mission in B&H, are invited the political representatives of parties in power and opposition, as well as the journalists.

SARAJEVO - The joint Ministry of Internal affairs /MUP/ of FB&H was established officially in federal part of Sarajevo yesterday - report the agencies, concluding that "multi-ethnic composition of employees in the new ministry represent the attack on nationalists of both parties in FB&H who wanted ethnic division of police forces". For the minister of MUP was appointed Moslem Mehmed Zilic and his deputy is Croatian Jozo Leutar.

DOBOJ - The railway transport enterprise of RS Railways /ZRS/ has prepared the traffic trains which will perform the commercial transit of goods Between Prijedor -Sibenik /Croatia/ - was announced for SRNA in the directorate of ZRS in Doboj.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic and the Ambassador of Germany to B&H Graf von Basevic have talked in Banja Luka about impending September's elections and return of refugees and displaced persons. "I have acquainted Mrs. Plavsic that Germany is carefully observing the development of democracy in these areas" - said the German Ambassador and expressed the hope that RS will before the elections be more opened and closer for cooperation with Germany.

BANJA LUKA - The president of RS Biljana Plavsic talked in Banja Luka with Hanse Crechmer, newly appointed chief of European Commission for B&H, about the impending elections in RS and Federation B&H /FB&H/ and economic assistance for RS with the special accent on Eastern part of RS, for the purpose, as said, of equal development of RS. After the meeting Crechmer has precisely stated that with the president of Republic he has talked about the political issues in B&H with the special review on the situation in RS.

BELGRADE - The former presiding of the Presidency of Serbian Democratic Party /SDS/ Aleksa Buha denied the claims of the member of the main board of Party of Independent Social Democrats Dragoslav Pekic that he will form new party. "There is nothing of it. I have said what I said and this is only one of absurd speculations which is insane" - said Buha in the statement for SRNA and repeated that until the further notice he will remain the president of the Club of delegates of SDS.

SARAJEVO - The delegates of the House of Representatives of the Parliamentary Assembly of B&H are considering at the 10th session in Serbian Sarajevo, between other issues, the Proposal of the law about the basis of privatisation of enterprises and banks in B&H, as well as the Proposal of the law on the seal of institutions of B&H. According to the adopted Agenda, the delegates should have agreed with the Contract about the loan between B&H and European Bank for reconstruction and development /EBRD/, related to the urgent renewal of telecommunications.

HAGUE - The representatives of the Lawyer office Fila sent on June 28 the letter to the Hague Tribunal, i.e. prison unit and Mr. Mc Faden, and warned him on the health state in which was then the former mayor of Vukovar Slavko Dokmanovic. Toma Fila reminded in the letter on the history of Dokmanovic's psychic problems and warned that in that moment he was in the worst situation then ever before since he had arrived in Hague.

KRAGUJEVAC - The professor of the International Public Law at the Kragujevac university's Law school Ivan Cukalovic stated for SRNA that as an expert in the defence of the former mayor of Vukovar Slavko Dokmanovic, he is convinced that he was not guilty. Analysing the work of the Hague Tribunal, Cukalovic assesses that Dokmanovic "was killed by the justice of the new international order", and the mere atmosphere in the court is, according to him, totally inhumane.

DOBOJ - Using the freedom of movement and new registering plates in Doboj are more and more frequently coming Moslems from FB&H, who are attacking refugees who are accommodated in their homes, threatening that they will plant explosive if the houses were not left as soon as possible so they can return there. In municipal assembly and Centre of Public Security Doboj they claim that in these cases they cannot help very much, because, as they say, "limited capacity of acting and insufficient inter- entity cooperation", while SFOR and IPTF condemning these incidents recommend that they should be solved by the local authorities.

BRCKO - The electorate in Brcko for September's general elections was formed with 80 to 85% of citizens who responded on registration invitation - stated for SRNA the president of the local commission Slobodan Zobenica. Expressing the contentment with the performed job,he stressed that this is a good average between the municipalities in RS, where the percentage of registered persons is between 70 and 90% of eligible citizens.

BANJA LUKA - In the organisation of the Foundation Conrad Adenauer and the legal adviser of the president of RS Milan Dupor in BAnja Luka has started the one day seminary "The policy and justice". In the work of the Seminary participates the minister of Justice of RS Petko Cancar, the legislative officials and representatives of international community. The lecturers are the legal experts from Germany and professors of the Law Faculty in Banja Luka.

PRISTINA - The policeman Dragan Terzin was wounded in the attack of Albanian terrorists against police near Prilep, on the road Decani - Djakovica - was announced by the Media centre in Pristina. Terzin was transported to the hospital in Pec where he was operated. The physician claims that he is out of life danger.

NEW YORK - The U.S. state department has derailed solving of Kosovo problem from the military on the diplomatic railway and announced the departure of Robert Gelbard, the envoy for Balkans, at the meeting of Contact Group in Bonn on July 8. Gelbard, who was criticised last week from the European officials because of the secret meetings with the representatives of self- styled "Liberation Army of Kosovo" /KLA/ in Switzerland, are coming now with the proposal for truce in Kosmet and to include the representative of KLA, besides Ibrahim Rugova into the negotiations with Serbian authorities.

WASHINGTON - The spokesman of the American Ministry of Foreign Affairs James Rubin has assessed that the contact with terrorists of KLA is necessary in order to establish the truce in Kosmet - reports DPA. Rubin has stated that the leader of the Kosmet Albanians Ibrahim Rugova with U.S.A. is furthermore "the central figure". "We would like to be real, in relation with the rebels" - added he and assessed that the truce would not be permanent without contacts with KLA.

ATHENS - The president of Albania Redzep Mejdani last night in the statement to the Greek state television repeated the stance, the same as the demands of Albanian separatists on Kosmet, that the exit from the crisis is only in the full independence of that province. Mejdani thinks that Kosmet should became the sovereign republic with the right on self- determination, while the Greece is strongly convinced that it could cause a real landslide of demands of national minorities in other countries.

SKOPJE - The Albanians in FYRM are seriously preparing themselves for the war - is the conclusion of the "New Macedonia" derived from the statement of the Albanian party DPA Arben Dzaferi and police reports which every days discovers new illegal weapons and ammunition storages and Albanian groups which are bringing it into the country from Albania, with the ultimate aim to transfer the situation from Kosmet to FYRM. The Macedonian police has confiscated these days huge quantities of weapons and ammunition, brought from Albania into Macedonia. The investigation has confirmed that the smugglers are of Albanian nationality from the two neighbouring countries.

SARAJEVO - The Secretary General of NATO Javier Solana has assessed in Sarajevo that no matter how much the Western alliance and international community are decisive in exerting the pressure on parties involved in conflict in Kosmet, the lasting peace on Balkans cannot be provided from outside - reports AFP. "The security of Europe is endangered until the Balkans is shaken by the ethnic conflicts, but the solution on Kosmet as well as in B&H should be searched in the hearts and heads of people, and not in EU, seat of NATO in Brussels or UN in New York" - stressed Solana.

BONN - The chief of the German diplomacy Klaus Kinkel will visit on July 8 and 9 Albania and FYRM, where with the political leadership of these countries he would talk about the situation in Kosovo and Metohija - reports DPA according to the statement of the German Foreign Ministry.

BANJA LUKA - The president of Government of Republika Srpska /RS/ Milorad Dodik met in Tokyo with the deputy minister of Foreign affairs of Japan Mr. Yanin, who conveyed to him the full support of the Japanese Government to the democratic changes in RS. In the announcement of the Ministry of information forwarded to SRNA is stated that Mr. Yanin supported also the progress in peace process and efforts of RS Government in the filed of economic renewal and reconstruction of RS.

SARAJEVO - The Presidency of B&H has considered in the federal part of Sarajevo the activity of the Work Group for implementation of Luxembourg declaration on special relations of EU and B&H and demanded from the Ministry of Foreign Affairs /MFA/ in the Council of Ministers of B&H the report about the former work of this team of experts. The Presidency has requested that MFA harmonise the future activities with its envoys for monitoring the implementation of Luxembourg declaration about the special relations with EU and B&H, by which is inaugurated the chain of work of the consultative expert team which could help to implement the laws and provisions of EU in B&H.

SARAJEVO - The delegates of the House of Representatives of the Parliamentary Assembly of B&H at the 10th session in Serbian Sarajevo has decided to postpone the debate about the Proposal of the Law on bases for privatisation of enterprises and banks in B&H for July 14, because the proposer - the Council of Ministers of B&H - could not accept the sent amendments. The presiding if the House of Representatives Slobodan Bijelic has assessed the reasons for postponement of debate as the formal-essential, or, as he said, just the top of the iceberg, stressing that there exist more serious problems of much deeper nature.

SARAJEVO - The session of the Council of Ministers of B&H, which should held in the building of the Electro-technical Faculty in Serbian Sarajevo, was cancelled because of non-scheduled longer duration of the session of the House of representatives of Parliamentary assembly of B&H, and the new term for its holding is July 9. at the 52nd session should be lead the debate about the implementation of the Law on Council of Ministers and the Law on performing the Budget of B&H.

SARAJEVO - The High International representative Carlos Westendorp has assessed in federal part of Sarajevo at the seminary about the activities of NATO that in last year was recorded the visible progress in the stabilisation of situation in B&H. This claim he explained by the fact that joint institutions of B&H started to work and that the basic elements were adopted which a state must have - the currency, passports, joint registering plates and budget.

BANJA LUKA - The ministry of Justice of RS has expressed the deep regret because of the death of the former mayor of Vukovar Slavko Dokmanovic in the prison in Hague, where he was as indicted for alleged war crimes, and expressed the protest to the Hague Tribunal because of inadequate treatment of prisoners.

PRISTINA - The Albanian terrorists from the direction of Smionica, Sisman and Nece have opened fire at the members of Yugoslav Army, learns SRNA from the local authority representatives in Djakovica. According to the same source, the provocations stopped when the army responded at the fire and rejected terrorists.

PRISTINA - Several groups of Albanian terrorists have attacked on the July 1 at the evening the Serbian villages Grabovica, Grapce and Kijevo in the municipality Klina - learns SRNA from the municipal authorities in Klina. The defenders of these villages, in which, besides the inhabitants, are the refugees from the surrounding Serbian villages, have succeeded to reject these terroristic attacks without casualties.

PEC - The public Prosecution Office in Pec has submitted to the Regional Court the requirement for conducting the investigation against six Albanians from the municipality Decani because of founded suspicion that they have committed the criminal act of terrorism. i.e. associating for the hostilities. The requirement for conducting the investigation was submitted against Hilmija /54/, Daut /20/, Ramus /30/, Enver /38/ and Rasim /41/ Hajradinaj from the village Glodjane, municipality Decani.

SARAJEVO - The Secretary General of NATO Javier Solana stated in the federal part of Sarajevo that alliance did not ask and there do not exist the plan for using the territory of B&H as the basis for eventual action of NATO in Serbia. At the press conference, in the pause of the seminary about the activities of NATO, Solana stressed that alliance supports the diplomatic efforts for solving conflicts in Kosmet, but it will not tolerate the possibility to be repeated the situation form B&H.

PODGORICA - The president of the Montenegrian Government Filip Vujanovic has informed the representative of UNHCR in Podgorica Pierre Francesco Natu that the Government formed the Commission for monitoring of the taking care about the refugees from Kosmet and from the Republican reserves taken the intervention aid of 120 tones of flour, 10 tones of sugar and oil and 1,500 kg of powder milk.

SARAJEVO - The standing military committee of B&H has adopted at the session in the federal part of Sarajevo the Programme of Work for the period of June - December and the reports of ministers of defence of Republika Srpska /RS/ and Federation B&H /FB&H/ about the activities at the defence preparations. The member of the Secretariate of the Committee and the counsellor of the Croatian member of the Presidency of B&H Kresimir Zubak for military matters general Ivan Nagulov has confirmed that it was decided that about the helicopter flights over the inter-entity demarcation line furthermore should be talked at the level of the Expert team.

SARAJEVO - The vice-governor of the Central Bank of B&H Ljubisa Vladusic stated for SRNA that from June 22, when in circulation was put the convertible mark, in RS was realised the selling of that currency in the amount of almost five million of German marks. "German marks remained at the market of money in RS in order to be used for the intervention in effective sense on the money market", explained Vladusic.

VIENNA - The minister in the Ministry of Foreign Affairs in the Council of Ministers of B&H GOrdan Milinic stated in Vienna that for September's elections in B&H abroad were registered 151,362 voters, out of which only 135,483 persons from the last year's list for municipal elections, what, as he said, makes a half of the then electoral list. According to him, by this figures will least be concerned the leadership of the political parties of Serbian people, because on the last year's elections was the negligible number of Serbs who were voting in absentia.

TREBINJE - The president of the Presidency of the Serbian Democratic Party /SDS/ Dragan Kalinic has stressed in Trebinje that all problems in SDS arisen after the resignation and cadre changes will soon be overcome and that the unity of the party will be preserved.

PRISTINA - The policeman Mica Mikic from Belgrade who was about 15,00 h wounded in the attack of the great group of Albanian terrorists at the village Dolovo near Klina, was operated in the Pec hospital and the surgeons claim that he is out of life danger. The Physicians confirmed that Mikic has got hard body injure in the area of right lower leg.

PRIASTINA - The Investigation judge of the Municipal Court in Pristina Danica Marinkovic has brought the decision about starting the investigation against 15 Serbian Albanians because the founded suspicion that they have committed the criminal act of associating for the purpose of enemy activities and terrorism. In question are the terroristic groups from Kacanik and Urosevac, which members have participated in forming the terroristic organisation "The Liberation Army of Kosovo" /KLA/.

BELGRADE - The U.S. Ambassador to UN and the special American envoy for Balkans Richard Holbrooke will arrive tomorrow to Belgrade at the new round of talks with the president of FRY Slobodan Milosevic.

BELGRADE - The international monitoring mission which consists of the diplomats accredited in the Belgrade will come to the first joint patrol on Kosmet on Monday July 6 - has confirmed the Informational service of the American Embassy in Belgrade.

BRCKO - The mayor of Brcko Borko Reljic has verified the Contract on realising three projects of public works in the region of the municipality, which will be financed by the Organisation for development programmes of UN /UNDP/.
