NEWS REVIEW, REPUBLIKA SRPSKA

LJUBLJANA - The president of the Government of Republika Srpska /RS/ Milorad Dodik stated yesterday in Ljubljana, immediately after the return from the one day return from visit to Slovenia, that he requested from his hosts to do everything, as the member state of the Security Council, in order to prevent bringing Dayton Agreement into question. Reminding that the economies of Slovenia and RS cooperated intensively in the past period, Dodik stressed that they have talked about the modalities of the further cooperation, for what is needed flexible policy, and the Slovenian Government, as he said, gave guarantees that the contacts of economists in the future will be more sound. The president of the Government specifically stressed that the citizens of RS will on the road towards Europe through Slovenia travel without transit visas what, according to him, represent another form of opening of RS towards the world.

BANJA LUKA - The minister of Defence of RS Manojlo Milovanovic warned yesterday in Banja Luka that the veterans from the past war, especially in war disabled persons, are in the difficult situation and it is necessary that the Veterans organisation in RS, in the cooperation with ministries in charge , by all means help in solving their problems. Attending the session of the Presidency of Veteran's organisation of RS Milovanivic said that the Government will support all proposals for solving problems of veterans, people who, as he said, have more merits for creating RS. The minister for veteran's issues, war victims and victims of work Tihomir Gligoric pointed out at the problem of lack of financial resources, stressing that the time of promises has past and that Government will find the way to fulfil its obligations.

VIENNA - The minister of Internal Affairs of Austria Carl Spegl justified, in the Vienna' news "Standard", the restrictive policy of his government towards refugees, stressing that Europe is threatened to became centre of the wave of refugees from the whole world. He accentuated that "majority of Albanians from Kosmet, who are trying to find a shelter in Austria, are not coming from the crisis regions, but have fled from their fatherland because economic reasons or want to join their relatives in the West". Spegl thinks that Europe must do everything in order to prevent the mass fleeing from Kosmet.

BUENOS AIRES - Argentina anti-racism organisation has commenced the legal procedure against Esperanca Sakic, the wife of the former commander of "ustashas" extermination camp in Jasenovac Dinko Sakic. The first man of the Argentina agency Victor Ramos said that he will demand the arresting of Esperanca Sakic, after insight into the documents which prove that she was a guardian in the camp Jasenovac. Ramos added that the evidence against Sakic was already presented to the judge Herman Bernasconi, who is charged also for the case of Dinko Sakic. The evidence against Sakic's wife and the demand for her extradition to the Argentina anti-racism agency delivered the Centre Simon Wiesental.

BELGRADE - The president of Republika Srpska /RS/ Biljana Plavsic is convinced that after September's elections RS Government will be elected only by the votes of Serbian delegates in National Assembly. "I believe that we shall have so much political wisdom to elect Serbian Government elected by the votes of Serbian delegates, no matter whether there will be needed votes of two, three or more parties", stated president Plavsic in an interview to the "Daily Telegraf". Commenting the assessments of some analysts in Federation B&H that election of Safet Bico for the vice- president of the National Assembly means "the possibility of reduction of the mere essence of the Serbian entity", Plavsic stressed: "I am convinced that we are enough strong to prevent reducing the essence of RS and that we shall prove that election of Bico is the result of the formality".

SARAJEVO - The president of RS Biljana Plavsic has assessed during the visit to Pale that this place has great possibilities for development of tourism and stressed that all institutions which are in this moment in this municipality should have to stay here. After the meeting with the president of the president of Municipal Assembly of Pale Predrag Lasica Mrs. Plavsic said that they were talking about the possibilities of improvement of quality of life in this region, particularly in case of providing health care. According to her, the Government has taken over the obligation to convert the former war hospital Koran into the urgent centre. "The faculties which are opened here will remain here. RS needs two universities just because its geographic configuration", said the president Plavsic.

DOBOJ - The president in the Presidency of B&H from RS Momcilo Krajisnik and president of the Presidency of the National assembly of Serbian Democratic Party /SDS/ Dragan Kalinic met in doboj with the officials of this party from seven cities of the Doboj region because of discussion about the impending electoral activities. For the afternoon was announced the press conference at which the leaders of SDS will in more details inform publicity with the conclusions of the meeting and situation in party.

BANJA LUKA - The president of the Veteran's organisation of RS Borislav Bojic announced in Banja Luka that the ministers of defence and for issues of veterans, war and work victims Manojlo Milovanovic and Tihomir Gligoric have fully accepted the demands of veterans related to realising their status rights. Bojic stressed at the press conference, that there is no privatisation without active participation of the former veterans, and that it is necessary to pay 17 soldier salaries, in arrears, during the free of charge allocating of the capital. He said that it was agreed that from August 1 as the basis for accounting the payment for disabled persons will be taken the average personal income in RS, and the lowest labour price, will remain the same.

MOSTAR - The New Croatian Initiative /NHI/ is pro-Bosnian and pro-Posavina party, and it is not anti-Herzegovina - stated the president of the party and president in the Presidency of B&H Kresimir Zubak. At the last night's public tribune of NHI in Vitez Zubak as the reason of stepping out of the Croatian Democratic Community /HDZ/ noted the impossibility of internal democratisation of HDZ B&H, its full non-cooperativeness towards the international community and non-equal mutual relations of particular Croatian regions in the Federation of B&H. "The return of refugees is the issue of with the priority interest for Croats", said Zubak at the tribune.

MILICI - All parliamentary and non-parliamentary parties /except Serbian National Union /SNS//, the Association of citizens "Milicanin", demand from the presidents of RS and National Assembly of RS to withdraw urgently the Decision on forming the Governmental Agency for the municipality Milici - is said in the public announcement, along with the assessment that the Decision represents "the step backwards in the process of democratisation in RS". From the former work of Municipal Assembly and Executive Board of Milici cannot be gained the impression about "nonexistence of conditions for effectiveness of administration", and it is added that "the president of RS did not provide any evidence in favour of that decision".

MILICI - Municipal Board of the Party of Independent Social Democrats /SNSD/ Milici do not accept the Governmental Agency for this municipality, nominated two days ago by the president of RS Biljana Plavsic, and thinks that there is no need for its introducing. In the text of the decision about forming the Governmental agency for municipality Milici, according to the conclusions of municipal board of independent social-democrats, the territory of municipal assembly /SO/ Milici is put into the regions which partly or fully entered into the territory of the Federation B&H /FB&H/, "what is absolutely incorrect, so in this way the legal basis for forming the agency cannot be called upon".

BANJA LUKA - In the Banja Luka Temple of the St. Trinity was held the post- mortem commemoration-requiem for the general Dragoljub Draza Mihajlovic, the supreme commander of the Royal Army in the Second World War. The commemoration was held at the initiative of the City Board of the Serbian Renewal Movement of Banja Luka, and served by the priests of the Banja Luka eparchy, with the presence of numerous members of this party and admirer of general Draza.

SRBINJE - The replacement of money banknotes of the convertible mark /KM/ for German mark at the windows of the Srbinje branch of Development Bank AD - Banja Luka started on July 13 and is being performed without difficulties - confirmed for SRNA the director of the branch Jovanka Dobrilovic. She added that there is enough German marks and that problem represent the smaller denominations". Also in the Branch of the Commercial Bank Serbian Sarajevo there is enough quantity of German marks.

ROGATICA - The president of Republika Srpska /RS/ Biljana Plavsic expressed, during the visit to Rogatica, the surprise with the economic potentials of the municipality, stressing that "only correct policy is needed so that people will be happy". Assessing the total visit to Sarajevo-Romanija region Plavsic stressed that the inhabitants "have a hope and energy to wait for September's elections at which definitively will be unmasked the policy which is refusing cooperation with the international community, privates the state and looting Serbian people".

BANJA LUKA - The president of the Serbian Renewal Movement /SPO/ of RS Branko Tomic assessed as "the political immature and detrimental" the statement of High international Representative for B&H Hans Schumacher, by which he demanded introducing sanctions against RS. At the September's elections, at which the candidates of SPO are participating for the first time, Topic sees the best opportunity to, as he said, finally and in these regions establish the rule of law and other democratic values.

KLINA - In the last night's attack of the Albanian terrorists at the village Grabovac near Klina, was killed the policeman Sasa Filipovic - announced the Media centre in Pristina. Filipovic was in the patrol which came to help endangered people in this village.

PRISTINA - Since yesterday afternoon the numerous forces of Albanian terrorists are attacking Orahovac, northern from Prizren, and most heavy attacks are coming from the direction of Malisevo, where are concentrated great Albanian forces and where is situated their HQ for this part of Metohija. According to the imperfect data, terrorists had kidnapped 40 citizens of Orahovac of Serbian nationality. The city is without electricity, because terrorists set mine at the power transforming station, and the huge number of citizens of Orahovac, both Serbs and albanians, are fleeing towards Prizren.

DECANI - The Yugoslavian border guardians near watch-tower DJeravica west from Decani keep encircled 200-1000 Albanian terrorists who last night, carrying the great quantity of armament, managed to cross over the border from Albania to FR Yugoslavia.

RUDO - At the border of the municipalities Rudo and Visegrad, in the vicinity of the crossroad Visegrad-Uzice and Visegrad-Rudo, at the place of arresting the general Dragoljub Draza Mihajlovic was held the requiem as the sign of memory on this event 52 years ago. The organiser of the requiem- commemoration was "Ravnogorski pokret" /Ravnagora movement/, which aim is assembling patriotic and democratic forces and forming unique front for defence and unification of Serbian people.

NEW YORK - Widely throughout USA and Canada, in many Serbian Orthodox churches in Diaspora, tomorrow will be served the requiem for the general Dragoljub Draza Mihajlovic, the commander of the Royal Army in the fatherland in the second world war. The requiem to general Mihajlovic will be served in the Orthodox church St. Sava at Manhattan in New York too.

BIJELJINA - The president of Republika Srpska /RS/ Biljana Plavsic has confirmed in Bijeljina that in previous three days she was convinced that the people in eastern part of RS is aware of reality in which we are currently. "In last three days I visited several municipalities in Eastern part of Republic and I did not hope to face anything positive. However, the most positive matter that I have noticed is that the people is aware of the reality in which we are, and when a people is aware of that it is easy to engage it in real policy" - explained president Plavsic in the statement for SRNA.

DOBOJ - The president in the Presidency of B&H from RS Momcilo Krajisnik stated in Doboj that the deputy High Representative Hans Schumacher is a "serious person" and that in "his statement there is nothing new, but actual government in RS by its reaction shows that they do not understand the real facts, as in RS so in the world too". The presiding of Presidency of Serbian Democratic Party /SDS/ Dragan Kalinic thinks that "Schumacher has many reasons to be disappointed with current RS Government", because, as he said, "it gives not real promises which it is not able to fulfil".

DOBOJ - The Presiding of the Presidency of SDS Dragan Kalinic stated after the session of the Main Executive Board of this party, which seat is in Doboj, that SDS is in reality estimating what is people's interest in creation and keeping RS, what must be respected by the international community. SDS, added Kalinic, who is the presiding of the Main Executive Board, from international community expects to respect equally all parties in the pre-electoral campaign and enable conducting elections in normal conditions.

BELGRADE - The special American envoy for Balkans Robert Gelbard called upon the representatives of the "Association for changes" at the joint meeting on Monday July 20 in Hague - announced the Informational service of the Citizens Association of Serbia. The topic of talks of representatives of Serbian opposition with American envoy will be the situation in Kosovo and Metohija.

OBILIC - In the village Ade in the vicinity of Obilic returned 30 Albanian families, which two weeks ago fled because of the clashes provoked by Albanian terrorists attacking at the nearby mine Belacevac. The police guaranteed the full security to the Albanian families and inhabitants of this village.

PRISTINA - Late afternoon on July 16 was prevented the attempt of the great group of armed Albanians in the vicinity of border watchtower Kosare near Djakovica to cross the state border and go into Albania. and since they did not stop after being warned, the members of Army of FR Yugoslavia opened a fire. In the mutual clash were killed four terrorists, and attempt of illegal crossing the border, according to the military sources, was lead by Sally Becker from Great Britain, who is believed to belong to some of numerous humanitarian organisations which these days are acting in Kosmet.
