"Kosmet should not be a precedent regarding other regions. That might influence negatively on whole Europe" - said Biljana Plavsic. "Kosmet belongs to Serbia and FRY and only within Serbia and FRY solutions should be found for Kosmet. I am convinced that solutions exist but good will is needed", said Biljana Plavsic.BANJALUKA - President of the RS National Assembly Dragan Kalinic has concluded in Banjaluka the 5th session of the Parliament, which first part was held on May 21. After a short break the 6th session of the RS Parliament should begin, for which 29 items of the agenda have been proposed. SRBINJE - The police station Srbinje (CJB) announced that they were informed by phone that the SFOR members "in the framework of its mandate and authorisations, and in accordance with the UN Security Council Resolution number 827, at 7:50a.m. have arrested in Srbinje Milorad Krnojelac". In the announcement is said that "arresting has been conducted by request of the Hague War Crimes Tribunal and the RS MUP will give more details during the day." Krnojelac, 58, was not on the list, among eight persons from this Municipality, who are officially charged with war crimes by the Hague War Crimes Tribunal. ROME - The Inaugural Assembly of the International Criminal Court for crimes against humanity began with participation of 5,000 delegates from 156 countries and 260 international organisations. The Assembly was opened by the UN Secretary General Kofy Annan and yesterday the Assembly was given blessing by the pope John Paul the Second. The session will last for month after the final statue of the International Criminal Court for crimes against humanity should be made. BANJALUKA - President of the Serbian Democratic Party (SDS) Presidency Aleksa Buha said, regarding letter sent by Boro Bosic, co-chairman of the B&H Council of Ministers to the SDS centre, that "Bosic is not a member of the Presidency and is not a member of the SDS Main Board, so he should have submitted his resignation to the SDS Municipal Assembly Ugljevik". In the public announcement Buha said that the letter of Bosic "had an advertising aim". AVIANO - NATO concluded air manoeuvres over Albania and BJRM near border with FRY, i.e. Kosmet. The mission was successful, said a commander of the squadron. AMSTERDAM - Branch office of the Russian News Agency ITAR- TASS in Amsterdam denied that Moscow dismissed his representative in NATO because its disagreement with air operations over Albania and BJRM. The ITAR-TASS representative for Holland Valentin Volkov said for SRNA that some agencies misunderstood departure for Moscow of the Russian representative in NATO and reason for that is not some kind of a protest. It was a previously planed trip. SID - In the region of the Sid Municipality voters registration for the forthcoming elections in B&H is finished, said for SRNA Municipal coordinator and representative of the Republic commissariat for refugees in Serbia. According to him in the region of Sid, Erdevik and Morovic 730 of voters have been enlisted. DOBOJ - Director of the centre for Social Care in Doboj Slobodan Mitrovic stated for SRNA that around 29,000, 39% of population were socially in very bad condition. It is not about refugees but also local population. SREBRENICA - According to data of the Employment Bureau in Srebrenica is at the moment without a job 2,029 persons from which 874 are women. JUN. 15, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - Representatives of the Republika Srpska (RS) National Assembly in the continuation of the 6th session in Banjaluka will discuss a Proposal for dismissal of President and two vice-presidents of the Parliament - Dragan Kalinic, Nikola Poplasen and Jovan Mitrovic - it has been decided in the first part of the session with 43 votes for, 34 against and one abstained. This proposal was given by clubs of delegates of the Serbian People's Union (SNS), the RS Socialist Party (SP), the Party of Independent Socialdemocrats (SNSD), the Coalition for Whole and Democratic B&H and the B&H Socialdemocratic Party. In addition, in agenda are included Bills on changes and amendments of the Law on Taxes on Enterprises Profit, Law on Taxes, Law on Tax for the RS reconstruction and development, Law on Initial balance of privatisation of state funds in banks, Law on Registration in Court register and Law on Tax on citizens profit.SALONIKA - The RS President Biljana Plavsic, who is at the moment in Greece in an official visit, met this morning President of Greek Parliament Apostolos Kaklamanis and with President of the Greek Republic Kostis Stefanopulos - Athens Radio station Planet reports. There are some plans for meetings between the RS President and Greek Prime Minister Kostas Simitis and Greek Foreign Affairs Minister Todoros Pangalos. ATHENS - The RS President Biljana Plavsic had talks in Greece behind closed doors and without any public statements with Greek President Kostis Stefanopulos and after that with President of the Parliament Apostolos Kaklamanis. One of the main subjects, during talks, was a critical situation in Kosovo and Metohija, and both sides expressed conviction that a peaceful solution will be found for the problem. Biljana Plavsic thanked to Greece people for their help to the RS people, during war and afterward. BANJALUKA - The RS Prime Minister Milorad Dodik and Russian Ambassador to B&H Philip Filipovic Sydorski had talks in Banjaluka on details of a credit arrangement valued at $U.S.50 millions which was approved by the Russian Government for RS. At the meeting they were also talking about possibility for opening of Russian Embassy office in RS and announced visit of the RS delegation to RS in July. Russian Ambassador had separate talks with vice- president of the RS National Assembly Nikola Poplasen and Rajko Vasic, the RS Minister of Information. SRBINJE - Regarding arrest of Milorad Krnojelac, director of the Primary School "Veselin Maslesa" in Srbinje a protest gathering was held, organised by teachers and pupils of this school. On the gathering a teacher Jela Smrekic and a pupil Sonja Starovic addressed to the people. BANJALUKA - In the SFOR base in Ramici near Banjaluka a session of the joint RS and FB&H Military Commission was held at which they had talks of mutual interest with an accent on demining. "SFOR is aware of difficulties that RS and FB&H Army have during regular programme of de-mining", said the SFOR general Fedrig Delves after the meeting adding that the RS and FB&H Army have accepted standards of human approach to de-mining and that SFOR will give full support to both sides. MOSCOW - Yugoslav President Slobodan Milosevic will arrive to Moscow this evening, on the invitation of the Russian President Boris Jeljicin,where he will have talks on situation in Kosovo and in the Balkans. Yugoslav President will arrive late this evening so no meetings were planned for today. This will be a good opportunity for FRY President to inform, in a direct conversation, Russian President with situation in Kosovo and Metohija where Albanian terrorists for some time now are carrying out armed, terroristic actions. CARDIFF - NATO forces can not intercede in Kosmet without the UN mandate, German Foreign Affairs Minister Claus Kinkel said at the European summit in Cardiff. German Minister hopes that a peaceful solution will be found for the Kosovo crisis and that Yugoslav President Slobodan Milosevic, after talks with Russian President Boris Jeljcin, will allow according to Kinkel, for "violence in Kosovo to be stopped". LONDON - One of the KLA members said to "Times" correspondent that the KLA for the first time planed an offensive against Serb forces, and as illustration he gave him a great amount of modern arms, including antitank rockets. "In FRY there is a great feeling of patriotism",said Times describing situation in Kosmet and there are new modern Albanians so called design-guerrilla which are wearing "Versace" and "Calvin Klein" instead of uniforms. ROME - The NATO Secretary General Javier Solana said in Rome that an air operation "Decisive Falcon" over BJRM and Albania has been concluded and represented a clear successes, agencies report. He stated that before the meeting with the UN Secretary General Kofy Annan who said earlier that he fully supported the NATO action. VUKOVAR - Norwegian OSCE Ambassador Cay Eide said in Vukovar that in the Srem-Baranja region there were still unsolved problems which provoked concern of the international community representatives, especially respecting of human rights. The OSCE wants for process of reintegration and reconciliation to be finished as soon as possible because it is one of the main reasons for presence of the international community in the region. BELGRADE - Leaders of six oppositional parties in Serbia and representative of Serb Diaspora Milan Panic issued in Belgrade an initiative for uniting of all democratic forces in Serbia. This block includes the Democratic Party (DS), the Serbia Citizens Union (GSS), Democratic Alternative (DA), Demochristian Party, Socialdemocracy and Serb Renewal Movement which Presidents - Zoran Djindjic, Vesna Pesic, Nebojsa Covic, Vladan Batic, Vuk Obradovic and Velimir Ilic - represented the Initiative Board. JUN. 15, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - In the continuation of the 6th session of the Republika Srpska (RS) National Assembly in Banjaluka President of the RS National Assembly Dragan Kalinic asked for letter, who he had received from the International Community High Representative Carlos Westendorp, to be read to representatives. Before discussion on proposal for dismissal of President and vice-presidents of the RS National Assembly, a short break was given after which representative of the RS Socialist Party Mile Mirkovic gave explanation of this request. According to him, President of the National Assembly is blamed for obstruction of the Assembly's work and "discussion in the Assembly he used as the election campaign". "In that way he disturbs work of the National Assembly", said Mirkovic. Representatives of the Serbian People's Union (SNS), SPRS and the Party of Independent Socialdemocrats (SNSD) initiated this proposal for dismissal of Dragan Kalinic as President as well as two vice-presidents.ATHENS - The RS President Biljana Plavsic had talks in Athens with Greek Defence Minister Akis Cohacopulos on the Kosovo crisis and implementation of the Dayton Peace Accord in B&H. They agreed that problems in Kosovo and Metohija must be solved in a peaceful manner. During talks about implementation of the Dayton Peace Accord Plavsic said that "RS supports implementation of the Dayton Accord in order to provide lasting peace in B&H and in whole region". NEW YORK - The UN Security Council discusses report of the UN Secretary General Kofy Annan from the last week, in which he proposed for the UN mission in B&H to be extended for another year - until June 21, 1999. The Security Council scheduled a session at which it should be adopted a resolution on extension of the UN mandate in B&H i.e. of IPTF and SFOR for another 12 months. MOSCOW - Yugoslav President Slobodan Milosevic arrived in Moscow where he will have talks with Russian President Boris Jeljcin on the Kosovo crisis - Reuters reports. Milosevic is in Moscow on the invitation of the Russian President Boris Jeljcin. CARDIFF - Foreign Affairs Ministers from 15 countries, the EU members, agreed in Cardiff that for eventual military intervention of any kind in Kosmet is needed a mandate of the UN Security Council - AFP reports. Luxembourg Foreign Affairs Minister Jacques Pos said that Ministers approved Draft of the Declaration which should be forwarded on adoption to Presidents or Pime Ministers of the EU states. The Declaration is consisted of four items - retreat of special police forces from Kosmet, presence of the international observes, return of refugees and displaced persons and continuation of a dialogue between Belgrade and Albanian leaders. TIRANA - Albanian terroristic organisation from Kosovo the "Kosovo Liberation Army" (KLA) conditioned a dialogue with official Belgrade with retreat of Serbian police from Kosovo - AFP reports. Spokesman of Albanians from Kosovo Jakub Krasnici said for Albanian television that talks would start when "all enemy forces are to be retreated from Kosovo". As other conditions he said that the international community must take part and and "serious preparations for talks". BELGRADE - The Serbian Renewal Movement (SPO) said that the NATO manoeuvres in BJRM and Albania were part of the unprincipled pressures of the international community on FRY and encouraged Albanian terrorists and those who support them. "These manoeuvres are classical sabre rattling from the cold war period. They do not contribute to building of the mutual confidence between FRY and leading countries in the world, and it can not solve Kosmet's problems" - is said in the SPO announcement.
