NEWS REVIEW, REPUBLIKA SRPSKA

LONDON - The Republika Srpska (RS) President Biljana Plavsic had talks yesterday in London with Foreign Affairs Minister Robin Cook on implementation of the Dayton Peace Accord, especially return of refugees and displaced persons problem. According to Milos Prica, chief of the President's Cabinet, Biljana Plavsic and Robin Cook were talking about recent incidents in Drvar and Derventa, forthcoming election and economic renewal of RS. Prica said that British Foreign Affairs Minister expressed full support to the RS and Dodik's Government. The RS President Biljana Plavsic also had talks with the Deputy of the President of the World Bank for renewal and Development on signed contracts of RS and FB&H with this Bank. Biljana Plavsic went to London on the invitation of the British Foreign Ofice.

BRUSSELS - On the first day of the Donors Conference in Brussels, changes in RS were highly estimated so the international community would help and speed up its economic development - stated for SRNA the RS counsellor for economic affairs Rajko Tomas. It has been established that RS made a significant progress related to internal relations, achieved higher degree of democracy and contributed to implementation of the Dayton Accord and stabilisation of the situation in the Balkans. The RS Prime Minister Milorad Dodik, who is at the head of the RS delegation,called on the international community to support RS with more assets.

THE HAGUE - From the office of the Hague War Crimes Tribunal spokesman Christian Schartie SRNA has learned that it has been recognised as legal withdrawal of indictments against five Serbs charged with crimes commited in the Keraterm camp. A discussion on withdrawing of nine indictments for the Omarska prison is ongoing. For the time being names are not available for the public.

AMSTERDAM - The World Bank along with the IMF, European Bank for Reconstruction and the USAID made it in 1995 in October, before signing of the Dayton Peace Accord, an expert report on priorities for renewal of RS and FB&H according to which $ 5,1 billions of dollars was needed for the RS urgent reconstruction.

BRUSSELS - The Republika Srpska (RS) Prime Minister Milorad Dodik stated for SRNA that he was pleased with fact that 1 billion and 250 millions of dollars was collected at the 4th Donors Conference in Brussels for development and renewal of RS and FB&H. "I expect that RS will get between $400 and 500 millions of dollars", said Dodik. He expressed satisfaction with fact that new relation of donors toward RS came as a result of the new RS Government policy.

BRUSSELS - The RS Prime Minister Milorad Dodik had talks in Brussels, during Donors Conference, with representative of the international community Hans van der Brook, the International Community High Representative Carlos Westendorp and the NATO Secretary General Javier Solana. Van der Brook is due to visit RS in July, SRNA has learned.

BRUSSELS - The second day of the Donors Conference in Brussels began with statements of donors on financial help for renewal and development of RS and FB&H. More than 30 representatives of countries and international organisations, on behalf of their governments, are talking about collected assets for 1998. As it has been announced, the U.S. provided 200 millions of dollars, the European Commission $240 millions of ecus, The World Bank $100 and Japan $120 millions of dollars.

BELGRADE - Professor at the Law School in Belgrade Kosta Cavoski assessed newest presentation of his book - "The Hague again against justice -Dr. Radovan Karadzic case" - in world's media as a "psychological war and inflaming hatred between Serbs". In the statement for SRNA he said that with that kind of presentation "world's media are trying to heat up the Karadzic case".

ROME - To an ordinary reader in Italy is really hard to get along whether a wanted circular is being send out or not for Biljana Plavsic, because information on that matter are very confused. "Mystery around arrest of Biljana Plavsic" - is a title of today's text in Turin daily "La stampa" and in subtitle is said that an arrest warrant has been suspended, because Biljana Plavsic "had been forgiven".

SRPSKO GORAZDE - Branko Gigovic has been released from pretrial confinment in Sarajevo by a decision of the Cantonal Court in Sarajevo on May 6. The Court gave up further persecution because , at it has been established, there is no any ground for further suspicion that Gigovic had anything to do with still unsolved case of death of a Gypsy Rizvan Seferovic on October 23 in 1991 in Gorazde.

BANJALUKA - The RS Internal Affairs Minister Milovan Stankovic confirmed in Banjaluka that he had submitted his resignation in written on April 8, convinced that all basic tasks were fulfilled why he came at the top of the RS MUP. At the pressconference he warned that if he was to be a Minister he would have to had a complete power regarding personnel and order of all moves.

BELGRADE - Spokesman of the office of the Hague War Crimes Tribunal in Belgrade Jay Carter stated that he believed that a main reason for withdrawal of the indictment against 14 Serbs was a lack of evidence. Belgrade's attorney Veljko Guberina assessed that withdrawal of the indictments represented a sign that the International Tribunal was on its way to try more significant persons.

LONDON - The Republika Srpska (RS) President Biljana Plavsic had talks with His Royal Highness Prince Aleksandar Karadjordjevic. His Royal Highness expressed pleasure with readiness of the RS President to cooperate with the international community and her policy.

BRUSSELS - At the 4th Donors Conference in Brussels 1,250,000 dollars was collected for renewal, development and support to economic reforms in RS and FB&H. 880 millions of dollars is intended for reconstruction, 228 for the B&H budget and the rest for peace keeping in B&H.

AMSTERDAM - The Hague War Crimes Tribunal withdraw charges against 14 Serbs accused of alleged war crimes. In the announcement delivered to SRNA is said that judges Vohran and Riad withdraw charges against Zdravko Govedarica, Momcilo Gruban, Predrag Kostic, Nedeljko Paspalj, Milan Pavlic, Milutin Popovic, Drazenko Predojevic, Zeljko Savic, Mirko Babic, Nikica Janjic, Dragomir Saponja, Dragan Kondic, Goran Lajic and Nedeljko Timarac.

SARAJEVO - Chairman of the House of Representatives of the B&H Parliamentary Assembly Slobodan Bijelic informed in Pale a Greek Ambassador to Sarajevo Prokopios Mandzuranis that he would participate at the meeting of parliamentary delegations of the Balkans, on May 18 and 19 in Athens, at which a delegation of the B&H Parliamentary Assembly should attend. " We received the invitation 15 days ago, but we had already scheduled for the same day a session of the House of Representatives of the B&H Parliamentary Assembly, said Bijelic.

BANJALUKA - The Institute on International law and International business cooperation in Banjaluka thinks that holding up of the RS President Biljana Plavsic at the airport in Vienna, two days ago, is "a form of violating of the Vienna convention on diplomatic relations from April 16,1961". In the announcement is said that "disregard of this convention could have unforeseeable consequences for all persons with diplomatic immunity and to provoke absolute uncertainty for security of personnel with this status.

SARAJEVO - The OHR spokesman Duncan Bullivan stated in Sarajevo that the International Community High Representative Carlos Westendorp would leave for New York after the Donors Conference in Brussels, where he should have talks with the U.S. and UN officials on return of refugees in B&H. On May 9 he should meet the American State Secretary Madeline Albright.

SARAJEVO - The OSCE spokeswoman Nicol Szculc stated in Sarajevo that according to new election regulations of the Provisional Election Commission, a mandate of the B&H Presidency members would last four years and the chairman will be elected every 8 months, as it was envisaged with the Dayton Peace Accord. At the press-conference she said that the first chairman of the B&H Presidency would be a candidate with the largest number of gained votes.

SARAJEVO - The expert team of the OHR should form a commission for standardisation of media and issuing of licenses, which task will be to improve pluralism in media and make sure for media to work without political interfering. Chairman of the Expert team John Wotkinson and the OHR spokesman Simon Haselock stated at the press-conference in Sarajevo that the commission would be headed by a general director appointed by the international community, and he would be responsible to the Council with representatives of three nations.

BANJALUKA - The Coordination Board and Club of the Coalition representatives for Drvar does not accept an offered IPTF and cantonal minister of police solution, regarding appointment of 11 Serb policemen in Drvar and 4 policemen in Livno - is said in the Coalition statement. "We demand for the police in Drvar to be organised in accordance with the Dayton Peace Accord and implementation of the election results".

PRISTINA - In the attack of the Albanian terrorists on police on the Djakovica-Ponosevac road, a policeman Cedomir Bozovic was injured in the head and neck but his life is out of danger. A group of terrorists opened fire from automatic weapon and mortars on police cars from ambush.

PRISTINA - In the attack of the Albanian terrorists on a police patrol in the village of Iglarevo near Klina, on the Pristina-Pec road an attacker Agim Hasanaj,24, has been killed. Police found with him a rifle and 250 bullets. In the nearby houses uniforms have been found with signs of so called "Kosovo Liberation Army" and certain amount of ammunition.

PRISTINA - In the attack of Albanian terrorists on a police patrol near the village of Balnice on the Pristina-Pec road around 3:00 p.m. Zoran Smiljanic, Srdjan Markovic and Srecko Filipovic have been injured. The injured policemen were transferred to the hospital in Pristina.

PODGORICA - Terrorist groups from Kosovo are being trained under leadership of Croatian military experts - stated in Podgorica vice-president of the Montenegro Socialist Party (SNP) Zoran Zigic. According to him a demand of Montenegro to open its borders with Croatia is quite unreasonable when it is very well known their engagement regarding this events.

PODGORICA - It is well known that FRY, for which the SNP urging on, is for now, without the alternative, is equal to Yugoslavia under absolute power of Slobodan Milosevic - stated in Podgorica the Coalition candidate "To live better - Milo Djukanovic" Miodrag Vukovic. Vukovic is wondering "if there is any person who attacked Serb people more than political father of the SNP - Slobodan Milosevic, who keeps his nation in isolation and poverty and in permanent conflict with all".

LONDON - The Republika Srpska (RS) President Biljana Plavsic stated in an interview with the BBC that RS was for consistent implementation of the Dayton Peace Accord because it gave a good frameworks for its survival. Speaking about Kosovo she said that Kosovo was an internal matter of Serbia but "the mediation of the international community and Felipe Gonzales must be accepted."If the mediation is not accepted the additional sanctions would struck those innocent- simple citizens", said Biljana Plavsic.

SARAJEVO - President in the B&H Presidency from RS Momcilo Krajisnik and adviser with the American Institute for Peace William Stubner agreed on a stance that reconciliation and establishing of peace in B&H was a long-term process which demanded a good will and engagement of both entities and representatives of three nations. As it has been announced from Krajisnik's Cabinet, President in the B&H Presidency from RS said that only with plain truth could be reached reconciliation and permanent peace in B&H.

SIPOVO - Delegation of the RS Government, headed by vicepresident Ostoja Kremenovic, had talks in Sipovo with representatives of the Municipal authorities on problems of functioning of local and state institutions in that region and ways for its solving. Expressing hope that the Government will succeed to solve all difficulties Kremenovic stated for SRNA that number of people came back to Sipovo and the situation is better then in some other municipalities.

THE HAGUE - Beginning of a trial against former manager of a hospital in Prijedor dr. Milan Kovacevic, suspected of participating in genocide against non-Serb population, by the Hague War Crimes Tribunal, has been postponed - it has been stated from the Tribunal. The beginning of a trial was postponed because prosecutor asked for permission to extend indictment on which a final decision is yet to be reached. Council of the Court of Original Jurisdiction rejected that request.

BELGRADE - Associations of Serbs from Belgrade will sent to the Hague Tribunal an official legal suit against persons who made a decision on bombing of RS in 1995 and had carried it out - is said in Belgrade at the press-conference of this association. The Association Secretary General Pero Djordjevic forwarded to all institutions in the world, which are dealing with the same area, to visit RS and establish what was going on in RS in 1995.

BANJALUKA - The city Assembly from Banjaluka supports justified struggle of Serbian people against Albanian terrorism and attempts of secession of a part of a state territory of Serbia - is said in the Declaration on Kosovo adopted at the session by members of the body.

BELGRADE - President of the Federal Commission for helping voters on election in September in B&H Bratislava Morina stated in Belgrade that refugees in FRY, with the right to vote, would be registered from June 1-28 and from September 12-13 would be able to vote on 80 polling stations in Serbia and Montenegro. She added that voting would be supervised by 32 teams in Serbia and 3 in Montenegro, with more than 200 members and 35 international supervisors.

SARAJEVO - President of the B&H Presidency Alija Izetbegovic dose not want to run for President and he had been supported, regarding this decision , by all members of the Presidency of the Democratic Action Party (SDA) but not the membership, which demand for him to be on parties ' election lists - said today "Dnevni avaz". The paper claims that Izetbegovic got the American support for the new candidacy.
