APRIL 30, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - President in the B&H Presidency from Republika Srpska (RS) Momcilo Krajisnik thanked in Pale to the Special Envoy of the Russian Foreign Affairs Ministry Alexander Aksenonak for his engagement in the implementation of the Dayton Peace Accord. "Russia plays a key role in creating of peace and its stabilisation in B&H and we are interested in further cooperation with Russia" - said Krajisnik after the meeting.

DOBOJ - President of the RS Union of Syndicates Cedo Volas urged on all responsible employers in the country to enable constituting of syndical organisations of workers. He warned that banning for workers to organise their syndicates jeopardised democratic right of workers to organise themselves in that way. Volas repeated his request of the RS Syndicate for increasing of production in regard to the last year's 40% and employment of workers to 300,000 workers because economic capacities of RS allows that.

ROME - Italian carabiners will be the main IPTF force in B&H, starting in the end of June and will be under command of the SFOR American general Eric Schinseky. New police will have abbreviation of MSU and will be composed of two battalions with total of 600 men. 400 of them will be carabiners and other 200 should be from Argentina, Spain, Holland and Rumania.

PRISTINA - On the Prizren-Urosevac in a village of Dulje, last night at 11:00p.m. Albanian terrorists attacked a police patrol. One policeman has been killed while the other one was serously wounded, SRNA has learned in Media Centre in Pristina.

BANJALUKA - The Republika Srpska Prime Minister (RS) Milorad Dodik said at the Government's session, attended by the RS President Biljana Plavsic, that the RS Government ,in spite difficult situation, achieved in last 100 days good results in all its parts of functioning. "Under very bad conditions we took responsibility and everything that we achieved, by now, we owe to the RS President Biljana Plavsic and progressive political forces in RS", said Dodik.

SARAJEVO - A session of the B&H Council of Ministers started today in Lukavica. At the session's agenda will be preparations for the Donors Conference on May 7 and 8 in Brussels. According to the agenda Ministers should discuss process of implementation of the B&H Law on Council of Ministers and Law on Foreign Investments.

SARAJEVO - Co-chairman of the B&H Council of Ministers Boro Bosic and Deputy Foreign Affairs Minister Dragan Bozanic had talks with a chief of department for B&H in the British Foreign Affairs Ministry, Caren Pears. She promised them that the British Government would help implementation of the Peace Accord, establishing of peace and economic development. Bosic and Bozanic expressed gratitude to Great Britain on its previous financial help to B&H .

SARAJEVO - The International Community High Representative for B&H Carlos Westendorp thinks that yesterday's session of the Managing Board of the Council for Implementation of Peace in B&H, held in Sarajevo, was very fruitful. Return of refugees, financial help to RS and preparations for elections in September were discussed at the session. The High Representative informed members of the Managing Board on positive result of the Regional Return Conference in Banjaluka. "Some steps must be taken in order for new incidents not to take place come, like those in Drvar and Derventa.

BRCKO - Manifestation on May 1, organised by the B&H Socialdemocratic Party is announced for tomorrow in Jabucik within the IEBL region in Brcko. It has been estimated at the session of the Municipal Assembly Executive Board, as a highly risk gathering . IPTF and the local police disposed 23 policemen for security, additional 17 policemen in Brod and a request has been forwarded fro 100 policemen to be in a state of alert.

BANJALUKA - President of the Serbian Patriotic Party (SPAS) Slavko Zupljanin announced in Banjaluka that the SPAS would forwarded to representatives of the RS National Assembly a request for reconstruction of the Government because its work did not pass the examination . "The RS Government explains and implement the Dayton Peace Accord to the detriment of Serb people", said Zupljanin at the press-conference.

BANJALUKA - Director of the RS Public Fund of Health Care Dragutin Ilic said in Banjaluka that in the whole territory of RS conditions for health care were equalised. At the pressconference Ilic said that agreement has been reached yesterday and a unique stance about expanding of the Fund in a unique financial institution which should be established by June 1.

VISEGRAD - President of the Visegrad Municipal Assembly Aleksandar Savic stated for SRNA that the RS Government approved 1,120,000 DM for building of settlement for refugees in Prelovo, Garca and Bikavac. At the meeting in Brcko Savic informed the RS Minister of Refugees and Displaced Persons Miladin Dragicevic about project of dismissing of collective shelters.

DERVENTA - Vice-president of the Derventa Municipal Assembly Executive Board Mujo Jasarevic condemned the newest Croatian provocations in Derventa. In his opinion these incidents came as a result of orders from Croatia. Regarding recent events in Derventa and a visit of cardinal Vinko Puljic, Jasarevic said that it was unbelievable that Croats, who committed the most horrifying crimes against Serbs in 1992, for holding of its mass choose the day when they committed crimes six years ago.

DOBOJ - Headquarters of the SFOR Nordic-Polish brigade in Doboj stated that first part of the action of collecting arms and military equipment in the region of Doboj and Tuzla was successfully concluded.

AMSTERDAM - Good relations between Sarajevo and Teheran and Islamic elite were reflected in most of Muslim political decisions , as well as in agreements from Dayton and Paris - said the American diplomat Jozef Bogdanski in his newest book "Somebody call it peace".

PRISTINA - In last night's attack of terrorists on a police station near Dulje a policeman Sasa Jovanovic, 26, has been killed from village of Hum near Nis.

SKOPLJE - The NATO Secretary General Javier Solana will visit tomorrow afternoon Skoplje. He will have talks with the Macedonian President Kiro Gligorov and Foreign Affairs Minister and Defence Minister Blagoje Hadzinski and Lazar Kitanovski.

SARAJEVO - The B&H Council of Ministers at the session in Lukavica reached an agreement on all stances for the B&H delegation on the Donors Conference in Brussels on May 7 and 8. Final agreement will be reached at the next session of the Council on May 5. At the Donors Conference in Brussels more than 1 billion and 80 millions of U.S. dollars should be provided for B&H. Cochairman of the B&H Council of Ministers Boro Bosic said that Conference in Brussels will be the last one of that kind.

BANJALUKA - The RS Socialist Party expressed in Banjaluka discontent because of last night's decision made by the Contact Group on imposing of sanctions to FRY. In the public announcement the SPRS assesses that "with the sanctions no crisis has been solved in the world so far, on the contrary, its imposing increased suffering and poverty of people".

DOBOJ - Police station in Doboj confirmed for SRNA that two Croats from Odzak were detained because they had provoked incident in front of restaurant "Rim" in Modrica. "Member of the police station Odzak Goran Maras,24, and Franjo Barukcic,31, also from this town in the FB&H, were insulting a Serb policeman Simeun Markovic,24, and his friend Petar Obradovic after which Maras physically attacked Markovic", is said in the statement.

PRISTINA - Milos Radunovic and Slobodan Radosevic who were kidnapped along with three other Serbs from village of Gornje Ratiste on April 22, have been killed and their bodies are near road in village of Dasinovac near Decani, it has been stated in the Municipal Assembly Decani. It is not possible to take over the bodies and help from the international humanitarian organisations was asked for.

PRISTINA - On the invitation of the Patriotic Union in the main street in Pristina gathered tens of thousands of Serbs who were protesting against Albanian terrorism, SRNA correspondent reported. On behalf of the organisers of protest Ognjen Vukovic addressed to the people saying that "they raising their voice against injustice and hypocrisy of the West, which openly supports Albanian terrorism and separatism".

PODGORICA - Vice-president of the Montenegro Government Predrag Drecun expressed hope that a warning of the Contact Group would have influence on the FRY President Slobodan Milosevic to be more cooperative with the international community. The newest measures of the Contact group against FRY represents a prove more that the international community is not joking when it says that it want to mediate in solving of Kosovo's crisis.

MOSCOW - Russia is strongly against imposing of economic sanctions against FRY - stated the official representative of the Russian Foreign Affairs Ministry Vladimir Rahmanjin. He stated that the Contact group was against autonomy for Kosovo, condemned terrorism as a mean for achieving of political goals. The Contact Group urges on all neighbouring countries to join their stance.

BELGRADE - The Democratic Party from Serbia thinks that conclusions made by the Contact Group are not taking into consideration the real situation in Kosovo, which can be described as escalation of Albanian terrorism and intrusions of terroristic groups from Albania. "We are convinced that imposing of additional sanctions against Serbs will not contribute in solving of Kosovo's problem, but will only increase expanding of terrorism" - is said in the statement of the party.

BELGRADE - The Democratic Party thinks that the decision made by the Contact Group on new sanctions against FRY will only strengthen hopeless social status of citizens. "Keeping in mind that because of selfish postponing of economic reforms, regime already brought economy of the country to collapse, new sanctions will not destroy anything new", is said in the DS announcement.

BANJALUKA - The Republika Srpska President Biljana Plavsic said in Banjaluka that the RS Prime Minister was the first Prime Minister who leaded the RS Government on his own. She said that in 1992 and 1993 "previous Prime Minister Branko Djeric has been working in the same way as Dodik now, but because of pressures he had had to resign".

BANJALUKA - Main celebration of the May 12 - the VRS day - will be held in Banjaluka - it has been decided at the session of the Supreme Defence Council, chaired by the RS President and the Supreme Commander of the armed forces. In the statement from this meeting in Banjaluka is said that suggestions about promotions of some generals and appointment of some officers were also discussed in regard of the Army day.

BANJALUKA - The RS Internal Affairs Minister Milovan Stankovic denied all accusations that the Ministry was obstructing its duties. "This institution has united entire region of RS and conducted its duties highly professional. At the pressconference in Banjaluka Stankovic said that in time when he took over duties no one wanted "to accept a hot potato" because police was completely divided.

VIENNA - The OSCE Permanent Council forwarded from Vienna an invitation to authorities in Belgrade to accept mediation mission of Philippe Gonzales in Kosovo with mandate determined by the OSCE and to allow return of missions of the international organisations in Vojvodina and Sandzak. "If Yugoslav authorities accept conditions for dialogue, in return negotiations for graduate return in OSCE will be offered to them", it has been stressed at the Session.

BELGRADE - The Serbian Radical Party (SRS) said that imposing of sanctions against FRY represented legal and political violence of the West. "A decision made by the Contact Group represents a precedent in the world's political frameworks, because for the first time a country has been punished which is fighting against terrorism with methods applied by all sovereign countries in the world, with similar problems", is said in the SRS statement.

BELGRADE - The Socialist Party of Serbia stated that a decision made by the Contact Group in Rome represented a continuation of support to separatism and terrorism in Kosovo and degrading stance toward Serbia and FRY. "Instead of to clearly condemn terrorism and attempts of imperilling of the FRY integrity , members of the Contact Group are trying to jeopardise legitimacy of the FRY Army and its actions on protection of the national border and prevention of organised incursion of terrorists and arms", is said in the statement.

BELGRADE - Presidents of the Council of Citizens and Council of Republics Milomir Minic and Srdja Bozovic scheduled separate sessions of the Councils for May 12, the Informative service of the FRY Parliament reported.

BELGRADE - Serbia Internal Affairs Ministry confirmed that a policeman Sasa Jovanovic,26, has been killed in a terroristic attack on a police patrol on the Suva Reka-Stimlje road in a village of Dulje. Several weeks ago in a village of Dulje a similar attack took place on a car with representatives of the SDS in the Republic Assembly.

PODGORICA - Prosecuting Attorney in Podgorica Vlado Vukovic brought charges against former President of Montenegro Momir Bulatovic because " of abusing of the official position ,Article 216 of the penal law of Montenegro". He has been charged of abusing of his position for three times in 1997 by making illegal decisions on a pardon.
