APRIL 14, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BIJELJINA - The RS Army Chief of Staff lieutenant general Momir Talic congratulated to all members of the RS Army an orthodox holiday Easter - a resurrection of the Lord Jesus Christ. "This is the opportunity for us to pay tribute to all Serbs who had died for Republika Srpska", Talic said.

BANJALUKA - The President of the RS Union of Syndicates Cedo Volas said in Banjaluka that the Syndicate and the Government would have to do everything in order for RS to achieve economic growth in May. In an interview with the Serbian Radio Television (SRT) Volas urged on all firms in RS to pay out all salaries according to the lowest price of work amounting 240 dinars.

PRISTINA - Unknown persons had thrown two hand grenades on a police station in Vranjevac in Pristina at 11.25 pm, SRNA has learned in the Pristina Internal Affairs Ministry. It is believed that the attack was conducted by members of the so called "Liberation Army of Kosovo". There were no injuries but a considerable material damage has been done.

BANJALUKA - Regarding humanity, problem of refugees and displaced persons is one of the most important part of the Dayton Peace Accord, the RS President Biljana Plavsic said in Banjaluka after a meeting with the UN High Commissioner for Refugees Sadako Ogata. In the future, concerning this problem, the UNHCR will work out a regional strategy by which all Republics of the former Yugoslavia will be included.

BANJALUKA - The RS Prime Minister Milorad Dodik said after he had talks with the UN High Commissioner for Refugees Sadako Ogata in Banjaluka that they had talks about modalities for urgent solving of problems regarding refugees and displaced persons at the regional level. A special attention was paid to the collective shelters and finding of an adequate solution for that problem.

DOBOJ - A meeting of the delegates' clubs should be held in Doboj at 5.00 pm, in the framework for tomorrow's special session of the RS National Assembly, SRNA has learned. The President of the RS National Assembly Dragan Kalinic scheduled for 8.00 pm a meeting of chiefs and representatives of the Parliamentary parties after which a proposal for the tomorrow's session agenda will be issued.

SARAJEVO - The B&H Presidency should discuss the B&H Budget and give a permission for opening of German and Franch diplomatic missions in Banjaluka. At the session in the National Museum in Sarajevo they will discuss giving of agrements for Belgium and British Ambassadors to B&H.

BANJALUKA - The Secretary General of the Independent Socialdemocrats Party (SNSD) and a delegate in the RS National Assembly Nenad Bastinac said in Banjaluka that representatives of the SNSD would not take part at the special session of the Assembly, because of the irregularities in its scheduling.

BANJALUKA - The Presidency of the Veterans' Association of the Second World War (SUBNOR) Republic Board stressed in Banjaluka a very hard position of its 4,000 members. It has been concluded that it was a high time for changing the attitude toward those veterans all the more so the SUBNOR has been accepted in the World Confederation of fighters against fascism, 1941- 1945.

SARAJEVO - The RS Red Cross Assembly should elect tomorrow in Pale working bodies of the Assembly. At the session at 10.00 am in hotel "Panorama" a working Presidency that includes 5 members will be elected along with a three members' Verification Commitee.

SARAJEVO - Miroslav Kvocka and Mladen Radic, accused of alleged war crimes will stand before the Hague Tribunal today, said the UN spokesman Aleksandar Ivanko at a press-conference in Sarajevo. On their first appearance they have to plead whether they feel guilty or not on all charges of the indictment.

BANJALUKA - The OSCE spokesman Paul Hawkins said in Banjaluka that tomorrow in Gospic would continue with a trial to a Serb Milorad Stetic, accused by Croatian authorities of alleged war crimes. At a press-conference in Banjaluka he stressed that the OSCE mission would supervise the trial.

SARAJEVO - Igor Pantelic, Belgrade's defense attorney of Goran Jelisic from Bijeljina before the Hague War Tribunal, cancelled his further engagement. Pantelic stated for SRNA that he could not defend someone who did not accept his evaluations or professional views.

BELGRADE - The Serbian Orthodox Church headed by his Holiness a Serb Patriarch Mr. Pavle sent to the clergy and all believers an Easter epistle, that will be read in all churches in the homeland and Diaspora after a solemn Easter liturgy on April 19. This epistle SRNA conveyed in total.

BELGRADE - Danish Foreign Affairs Minister Neals Helweg Peterson, invited by the FRY Foreign Affairs Minister Zivadin Jovanovic, will visit FRY tomorrow. They will have talks about development of bilateral relations between the two countries and "possibilities for relations between the FRY and OSCE and EU".

PRISTINA - In the main street in Pristina a several thousands of Albanians from Kosovo started peaceful protest, SRNA correspondent reported. One foreign TV crew is there. There is no noise and posters.

PRISTINA - In a bomb attack on the police station in Vranjevac in Pristina a police officer Budimir Savic has been slightly wounded, SRNA has learned in Pristina. Savic will stay on a treatment for two or three days.

BANJALUKA - The Republika Srpska President Biljana Plavsic had talks with the German Defense Minister Volker Ruhe mainly about peace and measures for its preserving, adding that the Bundestag will soon discuss mandate extension of the German units in SFOR. "I know it is necessary, so we can develop RS in a direction of economy and democratisation", said Biljana Plavsic adding that they were also talking about the Dayton Peace Accord military part implementation.

BANJALUKA - The RS Prime Minister Milorad Dodik and the SFOR Commander, the American General Eric Schinseky signed the "Memorandum on Understanding", by which the SFOR operation regarding security of 5 TV relays of the SRT is concluded, is said from the Prime Minister's Cabinet. These relays are Duge Njive near Doboj, Udrigovo near Bijeljina, Veliki Zep, Leotar and Trebevic, secured by the SFOR since October last year. "The memorandum has been planed after accepting of the SRT restructuring project, appointment of Dragan Gasic as a technical administrator and giving permission for the SRT Statute by the RS Government", is said in a statement.

BANJALUKA - The RS Minister of Refugees and Displaced Persons Miladin Dragicevic had talks in Banjaluka with the UN High Commissioner for Refugees Sadako Ogata about possible solutions for refugees. After the meeting Dragicevic said that he had talks with Ogata also about possibilities of fair compensation and property exchange.

SIPOVO - The UN High Commissioner for Refugees Sadako Ogata will visit Sipovo on April 15, stated for SRNA the Sipovo Municipality President Milorad Cirko. According to him on April 15 the Local EU Mission from Strazburg will pay an official visit to Sipovo. Unofficially it has been learned that a distribution of small credits to local businessmen will be the main issue.

SARAJEVO - The B&H Presidency had adopted in the National Museum in Sarajevo a Bill on proposal of the B&H Budget amounting 40 millions of convertible currency. As it has been announced by the Counsellor in the Cabinet of the President in the B&H Presidency from RS Nenad Radovic, the proposal will be given for adoption to the Parliamentary Assembly at the irregular session.

HAGUE - Two Serbs Miroslav Kvocka [41] and Mladen Radic [45] pleaded not guilty before the Hague War Crimes Tribunal on all charges of the indictment. They had been arrested last week by SFOR in Prijedor.

BELGRADE - The director of the Museum of the genocide victims in Belgrade Milan Bulajic thinks that FRY should ask for extradition of the commander of ustasha's camp Jasenovac Dinko Sakic and his wife Esperance-Nada Luburic. At a press-conference in Belgrade Bulajic explained that, according to principle of continuity, acknowledged also by Croatia, FRY has a right to ask for that.

ZAGREB - Croatian public prosecutor Marijan Hranski stated in Zagreb that Croatia has the priority to try to former commander of ustasha's concentration camp Jasenovac Dinko Sakic because crimes had been committed on the Croatian territory - AFP reported.

APRIL 14, 1998 EVENING

DOBOJ - A meeting of the delegates' clubs of the Parliamentary parties is now at the session, before tomorrow's special session of the Republika Srpska (RS) National Assembly. A meeting of delegates' clubs of the Serbian Democratic Party (SDS) was held today. Most of the delegates of the Serbian Radical Party (SRS) arrived along with delegates of the RS Socialist Party.

BANJALUKA - The RS Prime Minister Milorad Dodik and a German Defense Minister Volker Ruhe agreed on extension of the Serbia-German cooperation, as an impulse for normalisation of the situation in the region. The RS Prime Minister stated that some forms of cooperation had been agreed between Ministries.

BANJALUKA - RS does not represent anything bad, negative and undemocratic, thanks to political options made by the RS President Biljana Plavsic - stated the RS Prime Minister Milorad Dodik in an interview with "Nezavisne novine." "RS is accepted today as a promising region" - thinks Milorad Dodik. Dodik rejected speculations about the RS Government reconstruction.

SARAJEVO - The Serbia Ministry for relations with Serbs out of Serbia organised a distribution of financial help amounting 300 dinars to children of killed soldiers and disabled veterans of I and II category. So far, the lists on base of which a distribution of financial help will start, have been prepared for the region of Doboj and Banjaluka.

BELGRADE - We are not going to give Kosovo - Kosovo is a Serbian Jerusalem - is a motto under which all world Serbian and Yugoslav associations should gather on April 25 and 26, it has been stated for SRNA from the World Serbian Community. This community calls on all its organisations to launch initiative for holding of these manifestations in states they are now.
