NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The RS Government, chaired by the RS Prime Minister Milorad Dodik, adopted at the session in Banjaluka a Protocol on disabled veteran health insurance, family members of killed soldiers and discharged soldiers of the RS Army. According to the Protocol, the Government obliged for monthly payment for disabled veteran health insurance amounting 1,722,000 DM for 26,352,000 disabled veterans, 1,627,000 DM for 24,900 family members of killed soldiers and 2,000,000 DM for discharged soldiers of the RS Army. On the ground of regulations from the General collective contract, the Government established the lowest price of work for March this year, amounting 240 dinars. The Government reconsidered a Draft of Law on cessation of current Law on using of abandoned property and Draft of Law on amendments of Law on housing relations in order to concord these Laws with propositions of the OHR. The Government also adopted proposals of the Draft on changes and amendments of the Law on the RS Constitutional Court and Law on the RS regular courts which changes and amendments are mostly related to change of the seat. The RS Governemnt appointed Tomo Maric, new editor-in-chief of a daily paper "Glas Srpski" and his deputy Nikola Guzijan, both from Banjaluka. Andjelko Kozomara, is appointed new general director of the Serbian Radio television (SRT). A decision has been made on approving of short-term credits to RS firms for reviving of production.

SARAJEVO - The President of the RS National Assembly Dragan Kalinic informed the Russian Ambassador to B&H Filip Filipovic Sidorsky about work of the Assembly. "We had talks about work of the Assembly and implementation of the Dayton Peace Accord and about parliamentary cooperation between Russia and RS" - said Sidorsky.

BANJALUKA - The UN Secretary General Special Envoy, Elizabeth Rehn, stated after talks she had with the RS Prime Minister Milorad Dodik and after she had visited the RS Internal Affairs Centre for personnel education in Banjaluka that she was pleased with course of reconstruction of the RS police and guaranties made by the Government.

BANJALUKA - The IPTF spokesman for the regions of Banjaluka and Bihac, Alunn Roberts said at a press-conference in Banjaluka that a Serb Dragan Pejic was released last night from the Central prison in Muslim part of Sarajevo, arrested by the federation police on March 23 in Lapisnica near Sarajevo.

BANJALUKA - Representatives of the Banjaluka City Assembly declared a delegate of the Coalition for Whole and Democratic B&H in the RS National Assembly Nedzad Sasivarevic a persona non grata in Banjaluka with 43 delegates for and 5 delegates from the Coalition were against.

BIJELJINA - The president of the Executive Board of the Serbian Radical Party (SRS) from Bijeljina, Mirko Blagojevic, said that representatives of that party would redraw from executive board municipal assembly if representatives of the Coalition for Whole and Democratic B&H would be there". "Radicals will never allow themselves to be coalition partners with SDA, because they are to blame for this bloody war" - said Blagojevic.

PRIJEDOR - Tomislav Prpos, the president of the Municipal Board (OO) of the Serbian People Union from Prijedor said that the inaugural session of the party would be held on April 4.

MOSTAR - In Stolac, Croation controlled city, 9 Muslim houses have been damaged or destroyed - the Croation radio Herceg-Bosna reported. The UN spokeswoman Kelly Moore said that a bus with Muslim refugees has been stoned but she did not say when.

MOSTAR - The National Council of the Croation Democratic Community (HDZ) supported a proposal of the Croation President Franjo Tudjman on demilitarisation of B&H - the Croatian radio Herceg-Bosna reported. "The National Council gave a full support to demilitarisation of B&H as a permanent solution, along with preserving of the Croation integrity and equality of Croation people" - is said in a statement from the Session.

NOVI SAD - Since the beginning of February around 1,500 Serbs moved out from the region of Slavonia-Baranja (SBO) to the region of Sremska Mitrovica - said Slobodan Veselinovic representative of Serbia Republic commissariat for refugees. in the region of the municipality there are at the moment around 17,000 refugees from Croatia and B&H.

BANJALUKA - The RS Prime Minister Milorad Dodik had talks with the UN Secretary General Special Envoy, Elizabeth Rehn and he called her attention to arrests of Serbs made by FB&H police, which does not contribute to the process of implementation of the Dayton Peace Accord. Dodik had talks with Rehn about implementation of the Dayton Peace Accord, especially about regulations regarding the freedom of movement. Elizabeth Rehn showed interest in training process of the Internal Affairs Ministry's members and as sign of support she gave six police cars" - is said from Dodik's Cabinet.

BANJALUKA - The RS President Biljana Plavsic will receive tomorrow in Banjaluka a delegation of the Board for marking of 800 years of Hilandar monastery. The delegation will be headed by Zoran Bingulac and includes also bishop Irinej Bulovic and father Mitrofan from Hilandar.

BANJALUKA - The RS Government condemned the physical assault on a deputy director of Republic Customs Administrations Bojin Bera - is said in statement from the President's Cabinet for SRNA. " The Government orders to relevant institutions a complete inquiry of the case to be carried out", is said in a statement.

BANJALUKA - The RS Prime Minister Milorad Dodik stated that the Government would support work of state media as well as the alternative media even in the case when those media were criticising the Government. Dodik visited editorial staffs of "Nezavisne novine" and "Nes"radio in Banjaluka and stressed the importance of alternative media in democratic processes in RS. Director Zeljko Kopanja who is also editor-in-chief of "Nezavisne novine" and "Nes" radio informed him about the work and future palns.

SIPOVO - On Carevo polje near Jajce 83 bodies of Serbian soldiers have been exhumed form mass tomb, who were slaughtered by Croats in September in 1995. 14 soldiers have been buried and identified along with two civilians. On all bodies, traces of torture are visible - SRNA correspondent reported.

SREBRENICA - The International Community High Representative Carlos Westendorp and the OSCE chief of mission Robert Barry made a decision by which they are banning the RS hymn to be played, hoisting of a flag and other national marks in a building the session of the municipal assembly are being held which was rejected by Serbs as unacceptable. Because of playing of the RS national anthem "Boze pravde" representatives of the Coalition for Whole and Democratic B&H left the Constitutive session on March 24 what has been described as an action without precedent.

ROGATICA - A member of the Serbian Democratic Party (SDS) City Board Mirko Sarovic said that the situation in RS was getting more complicated and course of things would depend on the Government for which he said, make concessions too easily to the international community, situation in Kosovo i.e. Serbia and Yugoslavia.

SARAJEVO - If the OHR, UN and IPTF would continue to ignore requests of the Protest Board "Who's the next" for preventing of the men hunt by federation police against Serbs, citizens of Srpsko Sarajevo would, as a sign of a protest, build walls for protection along IEBL from Srpsko Gorazde to Srpska Ilidza, Nikola Golubovic, a secretary of Veterans' organisation of Srpska Ilidza and a member of the Protest board said, adding that citizens form Pale, Srpsko Gorazde, Sokolac, Stari Grad, Srpsko Novo Sarajevo and Srpska Ilidza joined the Board.

SRBINJE - According to the Arbitration decision of implementation of results of the local elections in Srbinje, which is final and obligatory, Lutvo Sukalo was appointed vice-president of the Municipal Assembly Executive Board and Salko Pdrug the member of the Executive Board. Both of them are from the Coalition for Whole and Democratic B&H. After the announcement of that decision, made by the International Community High Representative Carlos Westendorp and the OSCE chief of mission Robert Barry, a three members' delegation left the room and did not attend the session of the municipal parliament.
