The delegation of RS Government and premier Vujanovic should sign tonight at 19,00 h the agreement on cooperation between RS and Montenegro. After the meeting with Mr. Vujanovic, delegation of RS Government will talk with the delegation of Montenegro Governments.SARAJEVO - The co-presiding of the Council of Ministers of B&H Boro Bosic will receive today at 12,00 h in Pale the new Ambassador of Russian Federation to B&H Philip Philipovich Sidorski. As stated for SRNA, at 16,00 h Russian Ambassador will be received by the minister for civil matter and communications in the Council of Ministers of B&H Spasoje Albijanic. BANJA LUKA - The vice-president of RS Government Tihomir Gligoric stressed last night in the programming of Serbian radio- TV /SRT/ "Opened screen" that the state top of RS in talks with representatives of international community insist on releasing arrested Serbs from the prisons in Federation B&H and Croatia. Mr. Gligoric, as the minister for issues of veterans and war and work victims assessed as founded the objections of Commission for POWs and civil exchange and Organisation of detained and killed veterans and missing persons from RS on the work of media, especially SRT, which, as assessed, "follow, in the filed, very little the exhumation of bodies of killed Serbian soldiers and civilians." In talks they had, it was emphasised that cooperation should be conducted without administrative and political barriers.SARAJEVO - The President in the B&H Presidency from RS Momcilo Krajisnik received in Pale in farewell visit the Malaysian Ambassador to B&H Rastam Mohid Isy and thanked him for his engagement during his service in B&H. Krajisnik stressed the fact that Malaysia was also a multinational state, with similar problems as B&H has. That fact explains great understanding and help of the Ambassador during his mission. SARAJEVO - The co-chairman of the B&H Council of Ministers Boro Bosic and the newly appointed Russian Ambassador to B&H Filip Filipovic Sidorsky made an agreement on cooperation between Russia and RS , in Pale, in the field of economy, trade, transport , education and science. "The RS wants to develop good relations with Russia and I hope that these talks represent a good foundation for that", Bosic said. SARAJEVO - The Minister for Civil Affairs and Communication in the B&H Council of Ministers Spasoje Albijanic stated for SRNA that telecoms connection were being established between operators of Herceg Bosna in Mostar and operator of the RS telephony. "That actually means that yesterday, for the first time since 1992, a telephone connection was established between these two operators, by which the Memorandum on telecommunication passed and accepted by B&H Council of Ministers in September last year was realised", Albijanic said. SARAJEVO - With series of illegal kidnappings and arresting of eight RS citizens, in March, four of them being released to go home after short inquiry, the FB&H police violated the Dayton Accord, to be more precise the Annex 6 of the Dayton accord. With these arresting the FB&H police violated regulations of the "Roman agreement". Persons, who were not indicted by The Hague war crimes Tribunal can be arrested and detained only with a warrant or indictment previously checked by the Hague war crimes tribunal - is said in SRNA review titled "Stop the campaign and release the arrested". BANJALUKA - Arresting of Serbs in Sarajevo is direct stroke to the Dayton accord, Dubravko Prstojevic, the President of the RS Alternative Government, said in Bijeljina. At a pressconference he said that with those actions the FB&H authorities were trying to frighten Serbs and prevent their return in Sarajevo. "Regarding that, we are asking for the RS authorities to take a stand and protect these people because they might have face the same actions against people from FB&H who come in RS", warned Prstojevic. BANJALUKA - The RS Socialist Party (SP RS) spokesman Igor Radojcic said in Banjaluka that the international community "did not react good enough in the case of arresting of Serbs and now some precedents became a rule". "Goran Vasic should be turned back under the RS law jurisdiction, and the rest of the arrested Serbs released. The man hunting must stop," said Radojcic at a press-conference. ZAGREB - The Croatian police arrested yesterday near Ilok a Serb Dragan Lapcevic near Vukovar, suspected of alleged war crimes, AFP reported. Lapcevic has been arrested on Monday night on the border crossing in Ilok. Milan Trbojevic, Serbs' representative in the Eastern Slavonia, said that Lapcevic was on the list of war crimes suspects, along with 25 persons more who were not within the Law on Amnesty, adopted by the Croatian Parliament in September, 1996. PRISTINA - Miodrag Kostovic, has been killed in clashes between members of Serbia's Internal Affairs Ministry (MUP) and Albanian terrorists near Decani. Rajko Rakovic, Filip Raicevic and Slobodan Jokic, all of them police officers in Decani, were seriously wounded - said the MUP. The injured police officers are at the moment in hospital and their lives are out of danger. PRISTINA - In the region of Decani and Djakovica Municipalities clashes between members of the Serbia's MUP and Albanian terrorists continued, SRNA learns. There is still no information if anyone was injured. In yesterday's attacks of the Albanians terrorists on police near Decani one police officer was killed and three were wounded while two Albanians were killed. PRISTINA - Several thousands of Albanian women and children ended their protest in streets of Pristina showing their respect for the Albanians killed yesterday in Decani. PRISTINA - Representatives of Turkey, Gypsy, Egyptian, Muslim and few of Albanians accepted the Yugoslav invitation for talks about problems of Kosovo - Bosko Drobnjak, Information Secretary stated. " Again, representatives of the Albanian political parties did not come. The invitation is still open" - said Drobnjak. MAR. 25, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKAPODGORICA - The RS and Montenegro Prime Ministers Milorad Dodik and Filip Vujanovic will sign a Protocol on cooperation between the two countries on March 26 - it has been stated from Montenegro Information Secretariat. According to the same source, a meeting between the press and RS and Montenegro Prime Ministers was postponed for March 26.SARAJEVO - The vice-president of the RS Government Ostoja Kremenovic and FB&H representative Mugdim Cukle have been elected members of the Central Commission's for marking the B&H borders Presidency, while the Croatian side will appoint its member later. Spasoje Albijanic, the Minister for Civil Affairs and Communications in B&H Council of Ministers, said that the Commission would meet again in the 15 days time in order to discuss a rule book and methodology of its work. SARAJEVO - The UN spokesman Liam McDowell stated in Sarajevo that a Serb Dragan Pejic (1959), arrested by the federation police on March 23, committed a traffic violation because, as he put it, he did not put safety belt while driving. At a pressconference he said that representatives of the UN and IPTF found out about the arrest 19 hours after it took place, and he stressed that in the future these organisation had to be informed immediately about that kind of events. McDowell assessed that a Serb Milomir Tepes, arrested on March 21, also committed a traffic violation but did not know what kind of violation it was. SARAJEVO - The B&H Council of Ministers should discuss implementation of the Law on Council of Ministers at the session on March 26, i.e. rule books about internal organisation of ministries, and Law on Passports. A discussion about election of the representatives in the World and Central Bank and IMF will also be on the agenda for the session chaired by the co- presiding Boro Bosic, SRNA learns. ROGATICA - The President of the RS Socialist Party Zivko Radisic stated in Rogatica that everything must be done to secure minimum of common national and political programme. In talks he had with Zoran Kosoric, president of the Rogatica Municipal Assembly, Radisic said that RS was in a difficult moment when all people, engaged with politics and power must overcome their narrow interests. BANJALUKA - Representatives of the American Agency for International Development (USAID) and ten firms from Western part of RS, which were approved by that organisation 6 millions DM credit, have signed an agreement in Banjaluka on distribution of these assets. These credits are intended for private enterprises from Banjaluka, Gradiska, Veliki Blask, Srbac, Kozarska Dubica, and Trn and will secure reviving of the economy, said the USAID mission officer to B&H Jim Hawk. BRCKO - Representatives of the World Bank and Brcko Municipal Assembly have signed an agreement on credit amounting to US$ 4 millions for renewal of housing fund in socially owned property. MAR. 25, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - Supreme Defence Council of Republika Srpska (RS) discussed at a session in Banjaluka several issues regarding work of the RS Army and Internal Affairs Ministry (MUP) - has been stated for SRNA from RS President's Cabinet. At the session, chaired by President Plavsic, special attention was paid to issues of internal organisation of these state institutions and securing of financial preconditions for their work.SARAJEVO - The president in the B&H Presidency from RS Momcilo Krajisnik congratulate Prime Minister Mirko Mirjanovic and all members of the new Government of Serbia on their taking over duties in the Government of the national unity, which with their programme secures unique and stabile Serbia and strong FRY. SARAJEVO - The Minister for Civil Affairs and Communications in the B&H Council of Ministers, Spasoje Albijanic, asked for relevant B&H institutions to release immediately Dragan Pejic, arrested two days ago on the IEBL. In a letter forwarded to the president of the B&H Government Edhem Bicakcic and OHR Albijanic says that Pejic's arrest represents serious violation of the B&H Constitution and Law. SARAJEVO - Spasoje Albijanic, the Minister for Civil Affairs and Communications in the B&H Council of Ministers, informed the Austrian Ambassador to Sarajevo Valentin Inck that he had annulled the resolution of a director of the main office for B&H air traffic on reduction of Austrian Airlines number of flights for Sarajevo, because it was illegal. SARAJEVO - Spasoje Albijanic, the Minister for Civil Affairs and Communications in the B&H Council of Ministers, had talks in Pale with chief of the OHR economic department Deadeye Foe about establishing of inter-entity traffic and opening of border crossings between RS and Croatia. After the meeting Albijanic said that establishing of the road traffic between RS and FB&H, road and railway traffic between RS and Croatia, Memorandum on opening of the river Sava as a navigable river and building bridges on it, were discussed as well. SARAJEVO - Spasoje Albijanic, the Minister for Civil Affairs and Communications in the B&H Council of Ministers, had talks in Pale with the Russian Ambassador to Sarajevo Filip Filipovic Sidorsky about establishing of trade, economic and traffic ties between Russia and B&H. After the meeting Albijanic said that Sidorsky announced for April a visit of an official Russian delegation to B&H, in order to complete negotiations on trade, economic and cooperation in the field of transport and communications. BANJALUKA - The OHR in Banjaluka condemned the act of members of the Croatian Internal Affairs Ministry who on March 24 near Gradiska and in Vojnic had prevented several dozens of Serbs exiled from Croatia to visit their homes. The visit , in cooperation with UNHCR and in accordance with proclaimed international conventions on the freedom of movement and return of refugees, was organised by the Association of Serbs from Croatia and Republika Srpska Krajina in Banjaluka. BELGRADE - The UNHCR office spokesman in Belgrade Mans Nyberg stated that the UNHCR, in the framework of programme for repatriation of refugees in FRY, was organising visits to places of previous residence in Croatia and B&H. At a news conference of the international organisations in Belgrade he said that during the last weekend 150 refugees visited Drvar, Bosansko Grahovo and Bosanski Petrovac. VISEGRAD - The director of the main office for renewal and development of RS Bogdan Latinovic stated in Belgrade that the Main Office would intervene by distribution of construction material for continuation of building of 318 apartments in Bikavac and Garca. BANJALUKA - The Student's Association of Banjaluka University supported the students of the University in Pristina in their attempt to protect autonomy of the University and Serbia's territorial integrity.
