Stating this for SRNA the presiding of the Presidency of SDS Aleksa Buha stressed that the conditions which the arbitrator Owen has set out in the last year's decision are being fulfilled in the dynamics which allow the general circumstances, but incomparably faster than return of refugees, freedom of movement and establishing multi-ethnical administration in Stolac, Mostar, Bugojno or Drvar.SARAJEVO - The High Representative for B&H Carlos Westendorp said, while announcing the decision of Arbitrage Tribunal about the status of Brcko, that it followed the long lasting analysis of international legal experts, who were weighing a series of variants about the issue to whom Brcko will belong - Republika Srpska or Federation B&H /FB&H/. At the press conference Mr. Westendorp, not giving details, presented the text of the decision of international arbiter for Brcko Roberts Owen. SARAJEVO - The postponement of the final decision for Brcko is the worst solution - thinks Mirza Hajric, the counsellor of the presiding of Presidency of B&H Alija Izetbegovic. "The uncertainty about the status of Brcko is turning into agony for refugees, which represent four fifths of total population of that city" - said HAjric to the press agency Beta. BRCKO - The press conference of the acting supervisor for Brcko Ian McLeod, announced for 10,00 h, was not held because the press conference about the arbitrage decision for the region of this city, out protocol, was held on March 15 - is stated for SRNA in the Office of supervisor. MAR. 16, 1998 DAYNEWS REVIEW, REPUBLIKA SRPSKABIJELJINA - The vice-president of the Serbian People Union Svetozar Mihajlovic stated for SRNA that postponing of a final decision on Brcko represents a tactical and political move of the international community in order to reduce tensions in B&H. "Brcko must stay within RS, every other decision would be unjustified and counterproductive", Mihajlovic said.BANJALUKA - The President of the RS Socialist Party (SP RS) Zivko Radisic said at a press-conference in Banjaluka that with a decision of the Arbitration Tribunal, problem of Brcko become less legal and more political one. "The international community, at this moment can show just how it respect the Dayton Accord and interests of the RS", said Radisic. He pledged for the city to be multiethnic, but within RS. BANJALUKA - The President of the Serbian Party of Krajina and Posavina Predrag Lazarevic assessed that the decision on Brcko was offensive for RS and warned the president of the Arbitration Commission Robert Owens that he was under a political pressure, which was against the rules. At a press- conference Lazarevic reminded the RS Prime Minister Milorad Dodik that, in accordance with his promises, he should resigned. He also warned that the decision on Brcko would stop democratic processes. BRCKO - Postponing of a final decision on Brcko, has been received peacefully on both sides of the inter-entity boundary line (IEBL) - stated for SRNA the IPTF spokeswoman in Brcko Catty Leaden. She added that if there was no any incidents, by March 17, there would be no need for preventive plan of the international organisations in that region. BONN - German Foreign Affairs Minister Klaus Kinkel expressed satisfaction with a decision of the Arbitration Tribunal - has been stated from German Foreign Affairs Ministry. Kinkel assessed that "postponing of a final decision on Brcko is fair and serves development of the peace process in B&H". BRCKO - Although unsatisfied with a decision on Brcko, the President of the Municipal Board of Serbian Democratic Party Milenko Simic stated for SRNA that RS would prove that deserve this town. " Supervisor for Brcko Robert Farrand confirmed before the Tribunal in Vienna that Serbian side fulfilled its obligations toward Brcko", said Simic adding that RS has done more in the implementation of the Dayton Accord than anybody else. BRCKO - The President of the SP RS Municipal Board for Brcko Petar Djokic assessed that postponing of a final decision would extend uncertainty, but it would also give the opportunity for RS to prove that the city must stay within RS. BANJALUKA - The RS Government made a decision at the last session, by which in 30 days time the permission for frequencies must be deprived from those who had not paid - it has been stated from Ministry of Information. "All debtors will be informed about the decison of the RS Governemnt and about instructions for paying out the debts on the new account of the Ministry for Information in Banjaluka" it is said in the statement. DOBOJ - Around 2 millions DM will be invested in purchase of passenger and freight cars and for equipment for securing of railroad stations of RS and Sweden - it has been anticipated by the contract between two countries.
