PARIS - The president of Republika Srpska (RS) Biljana Plavsic will have talks this morning in Paris with French president Jacques Chirac and chief of diplomacy Hubert Vedrine about situation in RS after early parliamentary elections. It has been announced that president Plavsic,after these meetings, will also have talks with president of Foreign Affairs Commission, Defence and Armed Forces in French Senate Gzavier d Vilpen, and after that she will give a lecture on a theme "RS after the parliamentary elections held on November 23" at the Institute for International Relations.

VIENNA - The RS Premier Milorad Dodik will have talks in Vienna with Austrian chief of diplomacy Wolfgang Schuessel on political-economic situation in RS and implementation of the Dayton Agreement. The Premier will also serve as a witness at the Arbitration Tribunal for Inter-Entity Boundary Line (IEBL) in the region of Brcko. There is a great interest in Vienna for the visit of the delegation of RS Government and talks with Austrian officials where, according to Dodik, the main issue will be concrete help and support of Austria for RS.

VIENNA - RS vice-president and chief of Serbian delegation in arbitrage of IEBL in the region of Brcko Dragoljub Mirjanic stated yesterday in Vienna that the fourth day of talks has been marked with discussions on implementation of local elections in RS and human rights, especially in the field of housing issues. "OSCE representative Edward Joseph talked about implementation of the elections from aspect of constituting of municipal authority, Ministry of Internal Affairs (MUP) and judiciary in RS, emphasising good cooperation with representatives of municipal authorities" - said Mirjanic.

HAMBURG - "Recent fundamental political changes could significantly influence the verdict of the International Arbitration Commission which is supposed to decide on the future status of Brcko" - assesses German paper "Welt". "Welt" remarks that "for the first time an moderate politician, whom the international community wants to support with all available means, is at the head of the RS Government".

BANJALUKA - The International Community High Representative for B&H Carlos Westendorp exceeded authorities by the decision to erase the name of entities from covers of the B&H passport and violated regulations of the Law on Passport - warned yesterday a member of the Presidency of Serbian Intellectual Forum from Banjaluka Prof.DSc. Petar Kunic in a statement for Serbian television explained that Westendorp was not authorised to suspend law regulations of Article No.6 of the Law on B&H Passports, because that Law has been legally and legislatively accepted by both houses of B&H Parliamentary Assembly.

BELGRADE - The main prosecutor of the International War Crimes Tribunal in Hague Louise Arbour and her deputy Graham Blueit should come in five-day's visit to FR Yugoslavia (FRY) where, as it has been anticipated, they would meet representatives of some nongovernmental organisations in Belgrade.

PARIS - The RS president Biljana Plavsic confirmed during talks with French president Jacques Chirac that RS would continue to cooperate with the international community and implement the Dayton Accord. The French president emphasised in 25 minutes' talks that France would wish to encourage "the moderate ones in B&H politics", said the spokeswoman of le Palais d'Elysee Catrin Colona. "President Chirac informed Mrs. Plavsic about position of France which in this key moment for peace process wishes to decisively encourage the moderate ones and those who are cooperating with the international community" - said Mrs. Colona.

VIENNA - The RS Premier Milorad Dodik assessed in the interview for Vienna "Standard" that Brcko is of strategic importance for RS emphasising that by testifying he wishes to convince the Arbitrage Commission that RS was capable to govern the city of Brcko in accordance with the Dayton Agreement. Dodik repeated that the RS Government was ready to observe the Dayton Agreement including regulations on return of refugees, along with FB&H Federation and Croatia, but favourable economic conditions were necessary for that.

BRCKO - The president of the Home Club from Jajce Milan Dakic on behalf of 3,257 Serbs from Jajce, who had escaped to Brcko in 1995, expressed hope that with the decision of the Arbitration Tribunal Brcko would stay within RS. " We expect good news from Vienna and relief for this people who have been trying to preserve its integrity in the city which is our new consciously chosen home", said Dakic for SRNA.

BIJELJINA - The Main Court in Bijeljina issued a statement in which is said that the Research Team of Hague Tribunal has visited on February 6 this Court for the purpose of collecting information needed for property standing and combat status of Goran Jelisic [30] indicted of war crimes. He has been indicted of war crimes since July 21 in 1995, the American members of SFOR arrested him on January 22 and he has been put in a jail in Schevingen near Hague. The green light for this action gave the NATO Secretary General Javier Solana and Wesley Clark, commander for Europe.

AMSTERDAM - The international Crisis Group in a study on return of refugees in Sarajevo warns that leaders of Muslim authorities publicly declare themselves as protectors of multiethnic state, but in fact they are doing everything that can be done to prevent return of refugees in Sarajevo. " Those who try to return in Sarajevo will be faced with serious of law- administration obstacles, discrimination in realising their rights on their property, even life threats and endangered personal safety. Non- Muslim inhabitants are exposed to discrimination at work and in school system, as well as to physical attacks and destroying of property" - is said in the study.

BELGRADE - Association of Refugees from Croatia will gather in front of the American Embassy in Belgrade and protest against unfounded and unlawful keeping of 19 Serbs charged of alleged of war crimes in a jail in Split - said for SRNA the president of the Humanitarian Association "Veritas" Savo Strbac. "We intend, at this gathering, at which all members of all refugee associations and nongovernmental organisations in Belgrade have been invited to, to urge on respecting of international agreements, especially the Roman Agreement reached in 1995 according to which the Hague Tribunal, and not countries in the region of former Yugoslavia, has the right to trial on base of indictment with war crimes", said Strbac.

BANJALUKA - The president of the Serbian Party of Krajina and Posavina (SSKP) Predrag Lazarevic assessed on the occasion of remembering of ustasha's slaughter of 2,370 Serbs in Drakulic near Banjaluka that not even after 56 years since that horrible massacre " victims have not been repented nor the killers have sought a pardon". At the press-conference in Banjaluka he emphasised that " at this moment it has been insisted on artificial return of refugees, without repent and striving for believers of Bishoup Komarica to come back to Banjaluka, but without him must asking for pardon on knees in Drakulic, what would make prerequisites for a new disasters".

BIJELJINA - The president of Municipal Board of Serbian Radical Party (SRS) in Bijeljina Radislav Kanjeric confirmed that SRS from that day would join opposition so it did not want to participate in organs of local government. At the press-conference Kanjeric said that the decision has been made because of disagreements of radicals with the way of forming and organising of local government in Bijeljina.

PRIJEDOR - Representatives of Socialist Party of RS (SPRS) in Prijedor will ask for investigation of enterprise's assets in the region of this municipality and will issue names of economic subjects in which transferring of property, putting workers on waiting list and firing them from jobs are still being conducted.

NOVI SAD - The Democratic Party (DS) completely supports diplomatic attack of RS leadership because it is convinced that meetings in Paris, i.e. Vienna, will improve life of Serbian people and have influence on positive change of RS image toward the international community, stated for SRNA in Novi Sad a member of Executive Board of DS Predrag Filipov. Emphasising that RS Government in those talks is taking care of national interests and integrity of RS related to FB&H, Filipov said that the Yugoslav diplomacy would have to positively assess those diplomatic efforts.

BANJALUKA - Mandatory of Government in shade Dubravko Prstojevic introduced in Banjaluka his Ministers of Information,

Trade and Catering Vojislav Erceg and Sveto Preradovic, emphasising that the Government in the shade would ask from RS Government for protection of equality of entities in implementation of the Dayton Agreement. " The alternative Government will ask RS Government to protect design of the passport which will be used by RS citizens, to open an office for contacts with Serbs in diaspora, as well as to form ministry for private business", said Prstojevic at the press-conference.
