The Berlin daily observes that negotiations in Vienna are burdened with clash between the federal partners - Croats and Muslim, and dispute over Croats supporting division of Brcko into three parts - Serbian, Croatian and Muslim, and Muslim not accepting that.BRCKO - A member of RS delegation in negotiations in Vienna Miodrag Pajic confirmed for Serbian Radio-Brcko that a decision of the Arbitrage Tribunal should be final before March 15, because it was a unique demand of delegations of RS and B&H Federation (FB&H). VISEGRAD - By annulling 33 laws passed by the National Assembly in former convocation, the ruling coalition showed the people that it did not obey neither the Constitution nor RS Constitutional Court - thinks the Municipal Board of Serbian Democratic Party (SDS) of Visegrad. SARAJEVO - The mayor of Srpsko Sarajevo Mirko Sarovic stated that the International Conference on Return of Serbs to Sarajevo, held three days ago, have shown that Muslim authority was afraid of return of non-Muslim refugees to the city on Miljacka. "The authorities of the Canton of Sarajevo are afraid of losing election base if Serbian and Croatian inhabitants return to Sarajevo" - assessed Sarovic. SALONIKA - Alija Izetbegovic is trying to make impossible return to Sarajevo to their homes for Serbs in every possible way, while return of Croatian refugees is pushed into the background, is said in a commentary of Greek "Elefterotipia". The paper is conveying articles of "Washington Post", which is accusing the Muslim authorities of legalising of ethnic cleansing, and assesses that Sarajevo is a purely Muslim city, what has especially proved by Ramadan atmosphere in the city. SARAJEVO - The Deputy Minister of Internal Affairs of Herzegovina- Neretva Canton Sefkija Dziho expressed disagreement with the decision of superior Croat Valentin Coric to appoint as a new chief of the police in Stolac Zvonimir Kukic, who, as he said, did not have qualification for that duty. BELGRADE - The spokesman of Socialist Party of Serbia (SPS) Ivica Dacic said at a press-conference in Belgrade that the most important thing was to preserve peace in Kosovo, assessing that "it is not about lack of rights of Albanian national minority but obstructions of realisation of the rights and freedom". PARIS - A delegation of Serbs from Kosovo agreed during yesterday's talks with Alan Ruiar, the director of the Department for Continental Europa of French Ministry of Foreign Affairs, that "Kosovo is exclusively an internal problem of Republic of Serbia and that change of borders can not be considered" - writes French press. BANJALUKA - The president of RS Biljana Plavsic and the Prime Minister Milorad Dodik had talks in Banjaluka with the USA High Delegation for Implementation of the Dayton Agreement, and senators John McCain and Joseph Liberman announced full economic support considering readiness of RS for full implementation of the Dayton Agreement. The Republican McCain emphasised after the meeting that the American delegation has been "encouraged and impressed with courage and determination of RS president and premier for implementation of the Dayton Peace Agreement and establishing of final peace in these regions". "The USA will try to contribute to prosperity of RS with their presence and help" - he said. BANJALUKA - RS Prime Minister Milorad Dodik stated at a press-conference in Banjaluka that RS in Bonn "was given a full support beginning with the financial help for reconstruction and restoration to lifting of the blockade of donors' funds which had been previously intended for RS". Assessing two day's visit to Bonn as a useful and successful one, the Prime Minister Dodik expressed special satisfaction with the fact that delegation of RS Government has been received at the highest level, because, besides a meeting with German Chief of Diplomacy Klaus Kinkel, very informative talks were conducted also with the Chancellor Helmuth Cohl. "Concerning German interest in return of refugees we informed that we were familiar with obligations of the Dayton Agreement, but also have warned that more than 300,000 of persons were unemployed at the moment, and that along with 180,000 of people who had a job, we had 160,000 retired persons, and average salary was 70 DM", said the president of the RS Government. ATHENS - The new RS Prime Minister Milorad Dodik can be satisfied with his two day's visit to Bonn, because mutual concord on these questions has been confirmed - comments Greek Press Agency AP. It is said in the text that Dodik has received from German Chief of Diplomacy Klaus Kinkel conviction that financial help to RS would begin arriving at a fast pace as soon as possible. ZURICH - "Zuricher Zeitung" thinks that "it is very uncertain whether Brcko will belong to RS or B&H Federation (FB&H) - having in mind the fact that the international public supports the new RS Government on one hand, but on the other has to take care of disagreements between Muslim and Croats". Because of that Croats have sent their proposal to the Arbitrage Commission in Vienna through a representative - reminds the paper. BIJELJINA - The decision on change of the status of Brcko and its eventual giving up to FB&H would mean division of RS into two parts, and her compactness must not be violated, since in that way all democratic processes would be interrupted and the forces which have been fighting against changes would get stronger - is stance of Democratic Party (DS) of RS. NOVI SAD - Arbitrage for inter-entity boundary line in the region of Brcko is the first great test of help of USA and EU to the new RS Government - stated in Novi Sad Sasa Maric, the secretary of the District Board of Serbian Radical Party (SRS) for the region of Juzna Backa. BANJALUKA - RS Federation of Labour Unions said that directors of all enterprises and institutions should respect Moratorium for notices of resignation in next two years, asking from RS Government an urgent replacement of directors who were not obeying this document. BANJALUKA - The president of Democratic Party for Banjaluka and Krajina (DSBK) Nikola Spiric assessed in Banjaluka that after the election of the new RS Government it was "completely unneeded to commentate the legality and legitimacy of the Milorad Dodik's Cabinet", and chance to conduct work from its jurisdiction should be given to the new Government. SARAJEVO - Public Fund for Old-Age Benefits and Disability Insurance of RS has informed its beneficiaries that the Fund in cooperation with RS Government has secured funds for payment of pensions for November of 1997 that would start on February 9. In an announcement of the Fund is said that payment would cover the whole region of RS. Pensions for November of 1997 are increased for 33,33 % in regard with October's. SRPSKO GORAZDE - After Municipal Assembly of Srpsko Gorazde has increased a number of members of the Executive Board from previous 10 to current 12, in the Municipal Government three members from Coalition for Complete and Democratic B&H were additionally elected: Omer Borovac, Ferid Pleh and Sabit Masic. ZVORNIK - The Executive Board of Municipal Assembly of Zvornik has decided that all proprietors of trade shops and enterprises who have raised prices since January 1 have to lower them to the previous level, and implementation of this decision would be controlled by market inspectors. NOVI SAD - The current situation in the federal part of Sarajevo "is at the moment so bad that return of Serbs and Croats to Sarajevo is out of the question, further more those who have stayed in that city are searching for the way to leave as soon as possible Alija's 'damned courtyard', reports "Nedeljni dnevnik" from Novi Sad. SARAJEVO - The court of Zenica agreed with extradition of Lionel Dumonts who has converted to Islamic faith, and Mulud Bugelan, two Frenchmen sentenced to 20-year prison term last year, because of serious armed robberies in this town - stated court sources. PODGORICA - State prosecutor of Montenegro (CG) Vladimir Susevic confirmed for SRNA that the main prosecutor of the Hague Tribunal Louise Arbours was coming to Podgorica in next week, in order to be informed about work of Montenegro judiciary and especially about beginning of a court trial in the Superior Court in Bijelo Polje to one of the participants of "Strbci case".
