BONN - President of the Government of Republika Srpska (RS) Milorad Dodik stated in Bonn that three most important priorities of his Cabinet were creating a truly unique RS, implementation of the Dayton Agreement and economic reconstruction of the country - conveys DPA. Speaking about cooperation between RS and the International Tribunal in Hague and answering back the statement of German Foreign Affairs Minister Claus Kinkel that all the suspect of war crimes must be extradited to Hague, Dodik said at the press-conference: " RS wants to obey, but required political stability is still missing to do so".

BONN - The president of RS Government Milorad Dodik emphasised in Bonn that the new government would do everything in its power to return refugees in RS and warned that "overcoming of the social and economic problems represents prerequisite" for their settling. After he had had talks with the German Foreign Affairs Minister Claus Kinkel Dodik underlined, along with the invitation to Croats and Muslem to get back to RS, that " they would have to share the same destiny of those remaining in the RS", where according to him there are 70% of unemployed and average salary amounts around 70 DM a month.

ATHENS - With this Conference on Return of Refugees yesterday in Sarajevo the international community has confirmed once more a complete failure of the Dayton Agreement - concludes the Greek daily "Elefterotipija". Assessing that " in two post- war years on the plan of return of refugees to B&H nothing has been done, i.e. less than 9% of them has returned to their homes". The paper expresses hope that situation in this field can be improved by "opening of Sarajevo and other cities", on which is insisting the international community. " There is no doubt that the international community has finally realised that obstacle for return of refugees are not Serbs but Muslim itself who are striving to create an ethnic Islamic state, holding strongly closed doors of cities in B&H - first of all Sarajevo" - concludes "Eleftorotipia".

BANJALUKA - The vice-president of the intellectual Forum Branko Dokic assessed that " almost all requirements which were required by the International Arbitrage Commission (AC) and Supervisor for the region of Brcko Robert Farand are satisfied, so the AC should reach an decision on March 15 to keep this city within RS". At the press-conference in Banjaluka Dokic reminded that in Brcko multiethnic power has been established , restored around 1.000 houses and cleared a path for right to move freely, emphasising that the Premier of RS Milorad Dodik said in his expose that Brcko must stay within RS what was also supported by the FB&H representatives.

BELGRADE - Democratic Party of Serbia (DSS) thinks that the international community made a mistake for not securing an exterritorial status for Sarajevo, " which might have influence on staying and security of nonmuslim people in that town". "The yesterday's conference in Sarajevo on return of refugees, held on the initiative of the USA Government, will be remembered by striving of the organisers to cover up a real number of Serbs who had left Sarajevo, circumstances that led to their mass exile and facts about a repression against remained Serbs" - reported DSS.

MOSCOW - The Russian president Boris Jelcin warned the American president Bill Clinton in Moscow that he was acting too harsh and " he is not himself", warning him that the armed forces attack against Iraq could lead to a new world war. " That is not the way to deal with the arms accumulated in that region , everybody should be more careful without threats" - said Jeljcin. He reminded that Russia and some other countries in the Security Council would vote against the attack over Iraq if it was to be discussed.
