NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The representatives of Republika Srpska /RS/ informed Richard Elerkman, deputy chief of OSCE Mission, about the problem of the mandate of the delegates who were elected on the lists of parties of coalition on the local elections, and now suddenly changed the political stances and do not follow the politics of the parties who nominated them. "We announced very precisely to the Ambassador that there exist the appearance which is not in accordance with the rules and regulations, and that is that some delegates, first of all I think on Serbian Democratic Party /SDS/, now behave as they were independent candidates or owners of that mandate" - explained the vice-president of the Government Velibor Ostojic. Elerkman was received in Pale by the president in the Presidency of B&H from RS Momcilo Krajisnik with assistants, and were talking about the results of local elections and next parliamentary elections.

SARAJEVO - The vice-president of RS Government and member of Main Board /GO/ of SDS Velibor Ostojic stated that GO today in Pale will discuss about current political situation in RS, constituting municipal authorities and further tasks of GO, Presidency and SDS as the whole.

SARAJEVO - The RS Government paid today nine million dinars as the contribution in the fund for health assurance of members off families of killed soldiers, in war disabled persons and members of their families, demobilised members of army and their families, refugees and displaced persons and pensioners. As stated in the announcement from the Cabinet of Gojko Klickovic, the president of the Government, this obligation was taken over at the meeting with representatives of the Public Fund for Health assurance of RS, with the aim of overcoming outstanding obligations towards one number of budget beneficiaries on the basis of contribution for health assurance.

BIJELJINA - The monetary authorities and monetary politics in the future will belong to the Central Bank, which will be composed of two units - RS and Federation B&H, and in next six years there will be no issuing money without coverage in some convertible currency. This stated in Bijeljina Boro Bosic, the co-presiding of the Council of Ministers, announcing that soon will appear the convertible mark, which will have the characteristic signs of RS and FB&H, and that the entities will be obliged to use both designs on their respective territories. He added that disabling of issuing the primary emission is extremely "attractive" for foreign investors, because, besides the legal security for realised profit they will have also the convertible currency which will not be devaluated.

SARAJEVO - The journalists from RS and FB&H will visit tomorrow Bijeljina and Zenica to assess the quality of the work done by French-German team, which provides the assistance in reduction of armament in B&H. The reporters will have the opportunity in Bijeljina and Zenica to see and make snapshots on spot the details of operation of destroying arms and to talk with responsible persons.

VLASENICA - The session of the new convocation of municipal parliament of Vlasenica will be held on November 6, and president and secretary will be from the Serbian Radical Party /SRS/ - it was decided at the preparatory meeting of the representatives of political parties which on local elections got the confidence of voters.

DOBOJ - In Doboj started with work the Office of Italian Governmental organisation UNOPS, which in cooperation with UNDP acts in RS and FB&H.

BRCKO - At the railway station in Bukovac, in the Moslem part of the zone of separation in Brcko, is solemnly marked the finish of works on reconstruction of the railway road Tuzla- Brcko.

SREBRENICA - The representatives of SDS from Chicago delivered in Srebrenica the money aid of 50 US$ for each child of killed soldiers of RS Army /VRS/. The aid in person gave Mrs. Jelena Ristic and Mrs. Zivka Spasojevic from Chicago. They planned next days to visit 32 cities in RS and give the aid for 420 children of killed Serbian soldiers.

BIJELJINA - At the session of the Republican Board of the Branch Syndicate of the Ministry of Internal Affairs /MUP/ of Republika Srpska /RS/, which will be held tomorrow in Bijeljina, will be discussed the issues of status of workers of MUP and current tasks of Syndicate. The president of the Board Radovan Pejic stated for SRNA that this session is being held in the moment when "the state and political leadership have to be asked not to divide because of the current requirement of the international community for reform of this ministry, by which one number of workers is lead into the position to loose job".

NEW YORK - The High civil Representative in B&H Carlos Westendorp recommended the conference about Brcko to be held, so the "multi-ethnic society" in this city would be favouring. In the report for Security Council Westendorp claims that forming of the municipal councils represent the "main obstacle", which would be overcome in next months, so the peace in B&H would be stabilised. "In Brcko, we are approaching to the key phase - forming one administration, one police and one multi-ethnic juridical authority" - said Westendorp and warned RS and Federation B&H that the definite decision on the destiny of Brcko will depend on their cooperation.

HAGUE - Forced to testify , Moslem general Arif Pasalic confessed before the judges in Hague that, as he said, "un-controlled Moslem military groups committed "horrible atrocities", between which numerous murders of Serbian detainees in camp Celebici during 1992. Pasalic added that one of four indicted for killing Serbian prisoners Zejnil Delalic, "left country before Sarajevo authorities set the indictment against him", and that he personally helped him to get false passport to avoid Croatian control. "There were about 15 unclarified murders, trade with food intended to soldiers, missing money and uncontrolled prisoners exchange in Celebici" - said Pasalic, adding that in that time in Konjic were Moslem military groups "which had nothing to do there".

RUDO - The first meeting of the Electoral Commission Rudo and OSCE Commission for conducting parliamentary elections in Visegrad passed in determining polling stations and harmonising electoral rules. By the draft was determined that the voting will be done on the polling stations which were used for the local elections, and that they will last two days - from 7,00 until 19,00 h and second day from 7,00 until 16,00 h.

MOSTAR - In organisation of the Independent Syndicate of employees in Ploce Port, started the signing the petition against the request of Moslems for hiring this port, and for tomorrow were announced the protest rallies of citizens - reported the Croatian radio Herceg-Bosna.

SARAJEVO - The House of Peoples of the B&H Parliament adopted today after longer discussion the Law on basics of the system of administering in Federation and federal administration, as well as the Law on payments of judges. The delegate Josip Boro thinks that the second programme of the Sarajevo TV, which pretends to have a title "BH-TV", would be given to Croats, so, as he said, "in such media they could recognise themselves", asserting that current TV is against the constitution.

BELGRADE - The spokesman of UNHCR in Belgrade Mons Niberg announced that this organisation continually works on permanent moving of refugees from collective accommodation centres in FR Yugoslavia. At the press conference in Belgrade he stated that in Zitiste and Alibunar in Vojvodina they are building the housing objects for 26, and 40 refugees' families.
