President Plavsic gave no statement after the talks held in camera.ZAGREB - The president from RS in the Presidency of B&H, Momcilo Krajisnk, stated in an interview for the Zagreb 'Globus' [Globes] that the former RS president Radovan Karadzic 'did not commit any war crime for sure' and that 'he only defended his people' during the civic war. As the Zagreb daily writes Krajisnik added that even though he did not commit any crime Karadzic is ready to cooperate with the Hague investigators and to stand trial before the court so to prove his innocence, but only in RS. As Krajisnik stated, RS obliged herself in Dayton to cooperate with the Hague Tribunal, but not to deliver her people to the Hague. BELGRADE - The leader of the Serbian Radical Party (SRS), Vojislav Seselj, assessed in Belgrade that yesterday the RS president Biljana Plavsic and the president from RS in the Presidency of B&H, Momcilo Krajisnik 'reached a good agreement on extraordinary presidential and parliamentary elections, for which the SRS has been interceding for a month'. Seselj predicted at a regular press conference that 'Mrs Plavsic has no chances at the upcoming elections in RS'. BRCKO - A deputy in the RS National Assembly for Brcko, Simo Kojic, welcomed the agreement signed by the RS president Biljana Plavsic and the president in the B&H Presidency, Momcilo Krajisnik, in the presence of the Serbian President Slobodan Milosevic, as a victory of the RS and the entire Serb people. 'The holding of elections at all the levels, at which the people will express their will, as well as all of the political parties and options will, is only a reasonable and logical outcome of the crisis, stated Kojic for the Serbian Press Agency - SRNA. BANJALUKA - The head of the Serbian Patriotic Party, Slavko Zupljanin, assessed the Belgrade agreement as a very important step in overcoming of the political crisis and in normalising of the situation in RS. Zupljanin added that the possibility for having double leadership was prevented by the provisions on holding of presidential and parliamentary elections as well as elections for an RS member of the B&H Presidency. The president of the Serbian Party of the Krajina and Posavina, Predrag Lazarevic, believes that the Belgrade agreement represents a certain step forward, but that it changed nothing in essence, except it legalised the holding of both presidential and parliamentary elections. BELGRADE - The agreement reached within the RS state top represents a contribution to the implementation of the Dayton Agreement, this way the continuity of the role and policy of the Federal Republic of Yugoslavia (FRY) and its president Slobodan Milosevic was confirmed', says an announcement issued by the Yugoslav Left. BELGRADE - The leader of the Democratic Party of Serbia, Vojislav Kostunica, assessed the agreement signed by the RS president Biljana Plavsic and the president from RS in the B&H Presidency, Momcilo Krajisnik, on overcoming of the crisis in RS by parliamentary and presidential elections as a positive. 'The bad thing is because this agreement was not reached before so to alleviate the crisis and avoid the damage done to the independence of RS and her unity', stated Kostunica. SARAJEVO - On Monday, the Provisional Electoral Commission (PEC) is expected to announce the final results of the local elections for 37 municipalities in RS and 47 municipalities in the Federation of B&H, because it has yet to carry out the technical verification of the election results, stated in Pale a deputy member of the PEC from RS, in a statement for SRNA. As he stated, representatives of the OSCE gave no explanation at a session of the PEC on delaying of the technical verification of the elections held in the above number of municipalities. SARAJEVO - At a session held in Lukavica, in Serb Sarajevo, the B&H Council of Ministers failed to adopt a law on this joint body, although this was expected. 'Having in mind that a great number of members of the Council of Ministers are absent, we agreed just to go through this law and not to make final decisions', stated the co-chairman of the Council of Ministers, Boro Bosic. He expects the law to be finalised at the next session to be held on September 30, 'when the Council of Ministers will be in a full composition'. SARAJEVO - Representatives of the RS Government delivered in Pale to representatives of the World Bank a proposal of the prime minister Gojko Klickovic's on a degree and a way of discharging a part of the RS debt towards the 'Gaseksport' firm from Moscow. As Mrs Mary-Teresa Shurer from the World Bank stated, the FB&H prime minister is expected to do the same and afterwards a joint memoranda of both premiers could be signed at the beginning of the next week and an undisturbed distribution of gas supply from Russia could be provided before the winter. BRCKO - The RS minister for city planning, Ratko Misanovic, stated for SRNA that a full control and an insight into the settling of Muslims will be established with beginning of issuing of RS identification documentation and locating of a police department in the boundary settlements of the Municipality of Brcko. Mesanovic stated following the meeting with the international supervisor, Robert Farrand, that the supervisor agrees that the return has to be controlled and that all of the citizens in Brcko are, regardless of their national affiliation, obliged to comply with the RS Constitution and Laws. BRCKO - After the transferring of duties between the previous and new Executive Board of the Municipal Assembly of Brcko, the president of the first multi-party municipal authority in RS, Borko Reljic, announced a radical staff changes with the view to reviving of the economic production and growth of employment in Brcko. PRNJAVOR - The war commanders of the famous units from Prnjavor and winners of the highest ordains, Dragan Mektic, Vlado Zivkovic and Miro Sikarac, denied the information broadcast by some media on that they fled into the woods and participated in the recent confrontations between Prnjavor residents and parapolice forces loyal to the RS president Biljana Plavsic. They confirmed in a statement given the Serbian Press Agency - SRNA that 'they do not approve the forcible and illegal staff replacement at a police station in Prnjavor, warning that a dark scenario aimed at breaking up of the RS and a some kind of attack on the people who bore the burden of war is dealt here with'. 'The people are not satisfied with the latest events and warn that those not respecting the legitimacy and will of the people cannot have a clean consciousness and pleasant dreams', said Mektic, Zivkovic and Sikarac. DRVAR - The IPTF Western Region spokesman, Alun Roberts, warned that the incidents affecting the remaining Serbs and their property in the areas of Drvar and Glamoc are continuing even after the holding of the municipal elections. 'Last weekend, four unidentified persons got into the house of a Serb, inflicting him a serious body injuries and breaking the windows, doors and furniture of his house in the village of Vrtoce, near Drvar', stated Roberts at a press conference held in Drvar. WASHINGTON - The USA president Bill Clinton will consult with the Congress before he makes a decision on the possible prolonging of the mission of the US troops participating with SFOR in Republika Srpska and the Federation of B&H, whose mandate expires in June 1998, confirmed the US Secretary of Defence, William Cohen. 'There will be more talks about the USA's role in B&H after the SFOR mandate finishes', AFP cites Cohen's statement given in the Pentagon. ATLANTA - The Italian minister of foreign affairs, Lamberto Dini, announced the possibility for the European troops to stay in RS and the FB&H in the case that US soldiers withdraw after the SFOR mandate expires in June, 1998, but only if the EU assesses that their presence is necessary. BELGRADE - The Left Coalition (the Socialist Party of Serbia - the Yugoslav Left - the New Democracy) won 110 deputy seats at the parliamentary elections in Serbia, while the Serbian Radical Party is just behind with 82 seats. As the head of the Republic Electoral Commission, Balsa Govedarica, stated, the Serbian Renewal Movement is on the third place with 45 deputy seats. The Left candidate, Zoran Lilic, who won the majority of votes in the first round, and the Serbian radical leader, Vojislav Seselj, are to run in the second round of the presidential election scheduled for October 5. VUKOVAR - The president of the Serbian National Council, Milos Vojnovic, assessed the yesterday's agreement reached by the Croatian vice-premier, Jure Radic and the minister of education, Ljilja Vokic, on education in the Eastern Slavonia, Baranja and Western Srem as a positive. Vojnovic stated that during the meeting 'the Croatian side showed a good will for overcoming of misunderstandings and problems arose lately in the field of education due to non-implementing of the agreement on the right of the Serbian people to educational autonomy'. ZAGREB - An investigation into a car-bomb explosion that happened in Mostar on last Thursday is being carried out by the son of the Croatian president, Miroslav Tudjman, who is the chief of the Croatian intelligence service, writes the Zagreb paper 'Nacional' [National]. Even though there is just a slight number of Serbs in Mostar, four persons of Serb nationality were seriously injured in the explosion, comments the paper. USORA - The parents of some 200 Croatian pupils from the area of Usora rejected an agreement anticipating for the teachers and pupils from Zabljak, Rosulja and Potocani to maintain a new school year in a school under the control of the Muslim authorities in Tesanj, writes the 'Slobodna Dalmacija' [Free Dalmatia].
