NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - At the session on conferring and voting, held after the public discussion on August 12,13 and 14, 1997, the Constitutional Court have brought the decision by which is confirmed that the Decision of the president of Republika Srpska No. 01-294/97 from July 3, 1997 about dissolving the National Assembly and holding new elections is not in accordance with the Constitution of RS. The Constitutional Court is assessed with an rationale will be published in the Officiary Gazette of RS. The resolution of the Constitutional Court about the provisional measurements /No. U-25/97 from July 10, 1997/ cease to be valid. The Court calls all Constitutional institutions in the Republic to continue to function normally in accordance with the constitutionally-legal situation which existed until July 3, 1997. The National Assembly of RS is called to withdraw from the procedure the amendments and supplements of the Law on electing and revocation of the president and vice-president of RS, the Law on defence and Law on army /which were not promulgated, and consequently not in force/ - it is said in the announcement of the Constitutional Court of RS.

SARAJEVO - The Government of RS have decided that the Ministry of the Internal Affairs /MUP/ on Monday, August 18, in Brcko open three sites for receiving the requests for issuing ID cards to the returnees in this city. The Government expressed the readiness to shorten the usual procedure for issuing the personal documents, which usually lasts about 15 days, so the returnees could get documents next day on the same place where they submitted the request. It is concluded that the requirement of the supervisor for Brcko Robert Farrand to issue the documents the same day, practically immediately at the spot, is not real and that by accelerating the procedure MUP, as well as the Government of RS, confirmed its cooperativeness and proved that they do not want the politization of this exclusively technical issue.

BANJA LUKA - The president of RS Biljana Plavsic thanked in Banja Luka to Robert Bikroft, the charges d'affaires of U.S. Embassy in Sarajevo, for the previous engagement, and expressed the hope that his follower will contribute to solving problems. "During his mission Mr. Bikroft was actively included in solving the key problems in RS and Federation B&H", reminded after the meeting with the American Ambassador the president Plavsic. Mr. Bikroft stated that he appreciate the good relations of his Embassy with the president Plavsic and her assistants, and added that U.S.A. in any case will continue to support, as he said, "the real democracy in RS, under the conditions and in the way as it was accentuated in Dayton".

SARAJEVO - The laws on citizenship and passports are mainly accorded, but there are big problems about their adoption, and RS is not content also by the Proposition of the memorandum about opening the Banja Luka Airport - stated Dragan Bozanic, the deputy minister of the Foreign Affairs in the Council of Ministers of B&H. About these topics in Pale talked Momcilo Krajisnik, the president in the Presidency of B&H from RS, and Gerd Wagner, the deputy High Representative. Announcing that these laws will be on the agenda of the tomorrows session of the COuncil of Ministers, Bozanic stressed that Mr. Wagner offered the assistance and services of the Office of the High Representative in opening the Airport in Banja Luka.

SARAJEVO - The officials of the Office of High Representative presented to the representatives of the Contact Group the draft laws on citizenship and passports, announced the spokesman of the Office of Carlos Westendorp, Duncan Bullivant. According to him, the Office of the High Representative made the compromise solutions, about which the Council of Ministers, despite the long time discussing didn't reach the agreement. "The Office of the High Representative will require from the Council of Ministers to adopt as soon as possible the draft laws on citizenship and passports", said Bullivant.

BRCKO - The return in the zone of separation in the region of Brcko should have been gradual and peaceful - is the joint assessment from the meeting of the vice-president of RS Dragoljub Mirjanic and president of the Municipal Assembly /SO/ Brcko Miodrag Pajic with the international supervisor Robert Farrand. The vice-president of RS stated that the special attention would be paid to the issuing of ID cards to the returnees, and announced that the Government of RS will today bring the final stance about this issue, which the president of Brcko will communicate to the supervisor Farrand. He stressed that he expects the positive results of the session of the Provisional Electoral Commission of OSCE about participation of 3,270 of citizens of Brcko at the local elections, adding that all arguments are on the side of those who were deprived of the franchise.

BANJA LUKA - The president of Republika Srpska announced at the Serbian Television that in Banja Luka was founded the new party - Serbian people's association /SNS/ - and that for the president of the Initiative Board she was chosen. According to her, the new party is national and democratic, and will make efforts for the rule of the law and fight for democracy. The constitutional assembly will be held on August 28.

BANJA LUKA - The vice-president of the Constitutional Court of B&H Vitomir Popovic stated in Banja Luka that, "according to the Article 6. of the B&H Constitution of B&H, this court has no right to conduct perform the assessment of the constitutionality of any decision of the constitutional courts of RS and Federation B&H". "The Constitutional Court of B&H can, however, to assess the constitutionality of the laws in RS and FB&H, and concordance of the constitutions of the entities with the Constitution of B&H and, besides that, it solves the issue from the appealing jurisdiction against the Constitution of B&H", said Popovic. He stressed that the Constitutional Court of B&H is competent for solving the disputes arising from the judgments of the supreme courts or other organs on the whole area of B&H, but not give the assessment of the constitutionality of the decisions of the constitutional courts of any entity.

SARAJEVO - The head of the General Staff of RS general Pero Colic assessed that the combat readiness in the units of the Seventh corps is good and enables the performance of the combat tasks. "It is most essential that the unity of the Army and people is on the highest level, that the commitment of all to preserve RS, and there dare not be allowed any discord in the Army and people which would lead to the splitting of RS to the regions" - stated Colic.

BANJA LUKA - The city Board of the Serbian Democratic Party /GO SS/ of Banja Luka qualified the resignation of its president Ostoja Knezevic as "expected process of behaviour of individuals in the crisis circumstances from which the party through its seven years history always came out stronger and powerful". In the announcement of GO is stressed that "in this way the party, by the logic of its democracy, was freed from the people who came in it exclusively because of its personal interests, and the cruel times in which we live do not accept the action of hesitating and those which national features were seen in the family and folklore verbalism".

PRIJEDOR - The Military Court of Banja Luka concluded in Prijedor the court investigation procedure against Dusan Tadic, who by his own will left the armed forces of RS and deserted, committing the criminal act which cannot be submitted to the amnesty. During the three days work in Banja Luka and Prijedor the investigation organs of the Military Court have heard 15 witnesses, from which testimonies will be get the picture about his engagement in the units of RS Army or police, and the time and place when without the permission of the competent command he left the unit.
