NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - In the follow-up of last night's closed session, the Constitutional Court of Republika Srpska (RS) continued, at 10:00 hrs, consultations and voting on lawfulness of the RS presidential order to dissolve the RS National Assembly and schedule early parliamentarian elections. This followed the public debate on lawfulness of the RS presidential order where two dominant opposing stances were presented - one by the RS National Assembly and Government that the order should be dismissed from the legal-formal point of view and in respect to its essential stipulations - and the other that the RS Constitutional Court was not authorised to assess this presidential order because it was an separate act.

BRCKO - Brcko supervisor, Robert Farrand, ordered all identity cards from the Federation of B-H with plasticised card issued by his office to be regarded as valid for all returnees to this area, until, as he said, RS authorities agree to issue identity cards on date and in the place of return. Under the order, plasticised covers and the cards from the supervisor office captioned with "valid in transitional period of the international supervision of the implementation of the Dayton agreement in the Brcko area until a final decision of the Arbitration Tribunal", will be issued by the IPTF and RS police offices on date and in place of return.

KUALA LUMPUR - The co-chairman of the Council Ministers, Boro Bosic stated in Kuala Lumpur that the international peacekeeping forces should remain in RS and Federation of B-H beyond their mandate which expires next June, Reuters reports. At a press conference in the Malysian capital, Bosic said that "SFOR withdrawal would be a wrong move, because at stake are many things other than future of B-H".

BANJALUKA - The IPTF HQ confirmed in Banjaluka that Miodrag Marceta [52] was released yesterday at 13:00 hrs after ten months spent in prison in Bihac. Judges of the Cantonal Court in Bihac confirmed at their meeting with the IPTF HQ that Marceta had to be released in accordance with the order from the Hague Tribunal, announced the IPTF HQ. "As an agreement was reached, IPTF together with ICRC and OSCE representatives monitored the procedure of release of Marceta, who asked for and was provided with transfer to Prijedor", announced IPTF.

PRIJEDOR - After his yesterday's release from ten-month imprisonment in Bihac, Milorad Marceta, a refugee from Sanski Most, stated that the Muslim police wanted to make his arrest a political issue and to extract his confession of alleged war crimes commission. The Muslim police arrested Marceta in Sanski Most on October 22, 1996, when he went by UNHCR bus to visit his house and property in this city. As to the way of his arrest, Marceta stated for SRNA that his arrival was reported by two men unknown to him, shortly after which Muslim police patrol came on the sport and started beating him on the street.

SARAJEVO - UNHCR spokesman, Chris Janowski, stated at a press conference in Pale that Serb and Muslim representatives met in Tuzla last week and agreed a possibility for return of the Serbs to the villages of Panjik and Stupar, near Lukavac. "The president of Lukavac Municipality personally committed for the security of the Serbs in these areas, and said that several Serbs would join local police, which should additionally guarantee security of Serb returnees", Janowski claimed. When asked whether these were the same security guarantees like those in Vogosca when the Serbs were stoned and subjected to various harassment, Janowski said: "The incident in Vogosca has noting to do with this. The Serbs who decide to return would be guaranteed security. The Muslim party is committed for the full implementation of all Dayton agreement provisions."

DOBOJ - SFOR Staff in Doboj announced that relations between the Nordic- Polish SFOR Brigade and the Public Security Centre in Doboj improved after last week's disputes and claims that SFOR impeded the work of RS police in this area. "Direct contacts between the Nordic-Polish Brigade commander and officers from the Public Security Centre contributed to better understanding", stated press officer of SFOR Staff in Doboj, major Magnus Edvinson.

KOZARSKA DUBICA - In the process of privatisation of the government capital, 10,000 or 40% residents out of total 26,000 eligible subscribers in Kozarska Dubica signed-up for the free allotting of capital.

SRPSKO GORAZDE - The interest of residents for participation in free distribution of government capital in Srpsko Gorazde substantially increased from last month, so that 20 per cent of residents in this municipality registered for shares.

BIJELJINA - Over 25,000 or 25 % out of around 100,000 qualified residents registered to free distribution of government capital in Bijeljina, stated Vera Tesanjak, secretary in the RS Direction for Privatisation and Development.

BANJALUKA - The vice-president of the Socialist Party for RS, Dragutin Ilic, assessed that the eventual decision of the RS Constitutional Court on unlawfulness of the order by RS president to dismiss the RS National Assembly would represent a political act introducing double administration. At a press conference, he reiterated that the only honourable way out from the crisis is adherence to the order of the RS president.

SARAJEVO - The Working Group for Return of Muslim Refugees to Jajce did not held its meeting because the governor and Croat authorities did not turn up in Travnik where the meeting was scheduled, reports Muslim Radio-Sarajevo, and adds that the deputy high representative Gerd Wagner went for Jajce to discuss the return of recently evicted Muslim refugees.

NIS - Humanitarian agencies reduced their aid for refugees for almost 60 per cent from last year, and its distribution is now being carried out, in six distribution centres - in Belgrade, Nis, Novi Sad, Kraljevo, Pristina and Podgorica, where over 22,500 refugees live, writes SRNA's Vanco Bojkov in his report.

SOKOLAC - The implementation of "Programme 2" of the development of Serb Sarajevo is taking place with the expected dynamics. In Sokolacke Njive, one of three places designed for development, the building of 68 out of 160 housing units is ongoing, with the "Kapitalna Izgradnja" enterprise as constructor. Also expected is soon construction of 77 housing units in Mejdani, near Sokolac.

KOZARSKA DUBICA - The factory for chemical processing of corn in Draksenici in RS produces all kinds of sugar and other products, like syrups with a high concentration of fructose, dextrose monohydrates, sorbitol, highly- fermentative syrups and many other products used in pharmaceutical and food industries.
