SARAJEVO - The president in the B-H Presidency from Republika Srpska (RS), Momcilo Krajisnik, stated in Pale that the manipulations with 15 per cent of the constituency in Brcko must be evaded, lest to endanger the whole election process. At the meeting with the special envoy of the Russian Federation Yakov Gerasimov, Krajisnik said that all must have access to the complete voters lists, and expressed his concern over the organisation of the local elections, given a large number of deliberately generated problems, rating from those in the voters registration to allegations that the arrests of persons charged with alleged war crimes might be carried out during the polling.

BANJALUKA - The president of the RS National Assembly Dragan Kalinic announced a possibility of a change to the RS Constitution - if the RS constitutional Court dismiss the decision of the RS president to dissolve the Assembly - which would guarantee a greater constitutional stability. "Stability is needed after a traumatic experience from the past two months, as is energy of all political elements in RS to be directed at the reconstruction and development, in stead at the flaring up of mutual confrontations and disputes", Kalinic explained. Kalinic, who is optimistic that the decision of the Constitutional Court would be based upon legal and professional assessments only, said that the "state leaders have no intention, despite all allegations, to affect the work of the RS Constitutional Court", which is the position he expected from the others.

BILECA - The RS president Biljana Plavsic, repeated all earlier outspoken accusations that the legal state was not respected and that the top officials from the RS Ministry of Interior were involved into unlawful trade with the Federation of B- H. In her addressing to 400 residents, who gathered at the meeting of support to RS president, organised by a group of citizens, Plavsic mentioned almost inaccessible Serb TV studious "as the reason for her direct addressing to the citizens". President plavsic emphasised that "in peace-time, our acts must be governed by wisdom and honour if we want to make strong RS for which many Serb soldiers gave their lives."

SARAJEVO - The RS minister for refugees and displaced persons, Ljubisa Vladusic talked in Pale with the chief of the OHR Humanitarian Department, Andreas Herdine, and UNHCR representative Michelle Prat about the suggestions of these two organisations to the Bill on refugees and displaced persons in RS. The Ministry secretary, Zeljko Subotic, said suggestions of both parties were discussed for as effective as possible elaboration of the Bill which should go for adoption at the next RS Assembly session."

DOBOJ - The status of public order in RS is satisfactory, crime is in decrease, and the Ministry of Internal Affairs (MUP) officers do their job in accordance to the Constitution and Law and in the best interest of the RS people. This is a conclusion from the extended session of the MUP board of staff on the general security situation in RS in the view of the present constitutional crisis and the forth-coming local elections.

BANJALUKA - Deputy president of the Provisional Electoral Commission (PEC) Jerry Robinson, confirmed in Banjaluka that the electoral Rules and Regulations for the local elections in RS and Federation of B-H have been finally completed. Robinson explained at the meeting of the Consultative Committee of Political Parties that this package of rules included the way of encountering of voters lists, determination and implementation of the electoral results, and that the resources for the implementation were provided. The senior advisor of political parties, Andreas Ditrich from the OSCE Mission, announced that the distribution of resources for the electoral campaign of political parties, coalitions and independent candidates would start tomorrow.

BANJALUKA - The Social-Liberal Party (SLS) participate at the elections in none municipalities in RS and eight in Federation of B-H. The president of the SLS Executive Board and the deputy in the RS National Assembly, Djordje Latinovic, explained that the SLS would go to elections in Prijedor, Banjaluka, Gradiska, Laktasi, Modrica, Sipovo, Doboj, Srpski Drvar and Srpski Kljuc.

BANJALUKA - The secretary-general of the Serbian Radical Party for RS, Miodrag Rakic, tragically lost his life at age 49, in Banjaluka, announced the SRS for RS. The place and time of burial of dead Lakic will be known later on.

KOLASIN - The president of Monte Negro and president of the Democratic Party of Socialists (DPS), Momir Bulatovic, was unanimously reelected leader of the ruling political party in Monte Negro. All 306 eligible voters elected Bulatovic president, according to the DPS Third Congress Electoral Commission. Bulatovic was, in addition, elected the DPS presidential candidate.
