NEWS REVIEW, REPUBLIKA SRPSKA

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic late last night received in Banja Luka the chief of the State security of Serbia and personal envoy of the newly elected president of FR Yugoslavia Jovica Stanisic. From the meeting finished after midnight was not issued any announcement, but it is supposed that the president Plavsic and Milosevic's envoy talked about solving the constitutional and political crisis in RS.

BRUSSELS - The Co-presiding of the Council of Ministers of B&H Boro Bosic, who participate in the work of the Donors conference in Brussels, supported the stance of the High civil Representative Carlos Westendorp that donors equalize conditions on allocating funds for reconstruction and development of RS and Federation B&H /FB&H/. Expressing the contentment by such stance of Westendorp, the co-presiding of the Council of Ministers of B&H highlighted the need of creating the tolerance, and not antagonism between RS and FB&H. Bosic warned that "RS will not be able to accept the refugees who wish to return, if it is deprived with the funds and its economic development being impeded".

ATHENS - The first day of the Donors Conference in Brussels was much unpleasant and unfavourable for Serbia delegation, assesses Greek media, citing that Serbs have been accused because of alleged not holding with the Dayton Agreement. "Serbs were accused by the Europeans because of non- cooperation with the Hague Court and bringing peace into question", claims "Elephterotipia" The president of the European Commission Hans van der Bruck categorically stated that RS will not get the funds for post war reconstruction until they extradite the former president Radovan Karadzic to the Hague's Tribunal.

BELGRADE - The minister of the foreign affairs of RS Aleksa Buha denied in the news "Demokratija" the recent claims of this news that RS has an intention to exchange some territories with Croatia, assessing such writing as "unseen fabrication"." In the information is claimed that the Serbian Democratic Party /SDS/ last week, managed by me, offered to the Croatian Democratic Community /HDZ/ fertile and reach lands in Bosanska Krajina for 25 kms of unapproachable seashore, with which nothing could be done", claims Buha. According to him, "there was no any secret or open meeting with HDZ".

BELGRADE - The president of the Democratic Party of Serbia /DSS/ Vojislav Kostunica warned that he is not sure that the acts of the RS president Biljana Plavsic are in accordance with the

Constitution and constitutional procedure. The procedure of resolving the Assembly always means the accordance of some other constitutional factors and it is the matter of assessment and interpretation whether for such act in the given moment exists justified reasons which are given in the Constitution and which are very serious, pointed out the president of DSS.

BANJA LUKA - The president of the Serbian patriotic party /SPAS/ Petar Djakovic stated that "the national income in RS per capita currently is 400 $US", appealing on the world's donors to approve the aid without which there is no starting of production. At the press conference in Banja Luka Djakovic warned that "nobody has a right , while keeping his position, keep all Serbian people in isolation and poverty".

DOBOJ - The officer of the HQ of the Nordic-Polish brigade of SFOR for public relations captain Ariel Carlsen expressed his contentment in Doboj with the releasing the tensions between the members of multinational forces and local population. He stressed that to this significantly contributed the joint programming of SFOR press service and local radio station under the name "Most".

KOTOR VAROS - In an incident, which happened late last night in Kotor Varos, is lightly injured one Dutch soldier, SFOR member. It is unofficially reported that some civilian threw a bomb on the previously turned over vehicle.

BRATUNAC - Unknown person launched a rocket last night, most probably "zolja", on the vehicle of IPTF parked in the street of Saint Savo in Bratunac - it is announced from the Police station in Zvornik. It is confirmed for SRNA that the incident occurred ten minutes after midnight, in the courtyard of the house of Mirko Peric, where the members of IPTF are accommodated. It is stated that the vehicle was damaged and the projectile did not explode.

SRBINJE - The Republican Electoral Commission /PIK/ appeals on all potential voters to check out voting lists and all who are put into the "D" category submit the complaints immediately, so the irregularities which appeared could be solved, stated Petko Cancar, the president of the commission. In his statement for SRNA is said, on the occasion of the current phase of electoral process - checking voter's lists, which will last until August 3, highlighted that " PEC is getting the collective and individual protests of citizens who did not find themselves in the voter's lists.

BRCKO - The protest rally of 4,000 of citizens of Brcko will be held tomorrow at 14,00 h on the central city square Bosko Peric-Pesha, on the occasion of being disabled by OSCE to vote at the impending September's elections in RS and FB&H. The organiser of the protest is the Association of refugees and displaced persons and Initiative Board of the Association of citizens deprived from voting.

PARIS - As the consequence of killing Simo Drljaca, the former chief of police in Prijedor and kidnapping Milan Kovacevic, and an attempt of criminalisation of all historical leadership of RS in France is organised two very significant citizen's initiatives - International committee for protection of rights of people from the political arbitrary courts and Petitions. As stressed, this International committee will not be confined only on the protection of Serbian people, and therefore the rights of Radovan Karadzic.

NOVI SAD - The City Board of the Serbian Radical Party /SRS/ of Novi Sad denied the assertions of coalition in Vojvodina that radicals are fascists who will forbid the work of coalition if they win the elections. In the announcement of the radicals from Novi Sad is stated that they have never said something like that, but they said that "they will be against secession of Vojvodina from Serbia, what is the aim of the coalition".

AMSTERDAM - The militant organisation so called Albanian freedom army of Kosovo, which fights exclusively against Serbian influence on Kosovo, will have for two or three years several thousand military capable young men which will be able to resist to Serbian authorities and police in Kosmet, is stressed in the comment of the journalist of Dutch news "Folkstrant". According to the report of CIA, this para-military formation only for five moths committed the equal number of armed attacks, like while whole last year. It is also stressed that the Western secret intelligence services, take this very seriously.
